the southeast comer of the property. Parking lot screen planting is also provided
along the alley and Myrtle Street.
5.0 Parking
Off street parking will be provided off the alley east of the new building. Access to
parking will be from the alley. A total of 8 spaces will be available for use by
residential tenants. 4 spaces will be available in garages, and 4 spaces will be
available in the parking lot. One space is an accessible space. In addition to this
off -site parking, on -street parking is available adjacent to the site on Myrtle
Street, The garage will also be utilized for bicycle parking.
6.0 Development Phasing
It is anticipated that construction of the project will begin in summer of 2001. At
this time, it is anticipated that the project will progress as a single phase.
Construction duration is estimated at 12 months.

The resulting two-story building will have a uniform, cohesive appearance. The
primary building colors will be medium cream and light cream. The roofing will be
asphalt shingles in a dark brown tone. Trim will be light cream color. These
colors will be selected to blend with the surrounding residential neighborhood.
3.0 Planning Objectives
The project strives to embrace the principles of the L.U.C. to create an
appropriate appearance from the street. Recognizing the importance of the
neighborhood context, an entry element has been placed on the north elevation
to provide protection to the pedestrian, as well as a visual impression from Myrtle
Street. This entrance together with the other three provides access to first floor of
each two-story townhouse. Access to parking and garages are at the rear of the
building, on the alley side. A porch will distinguish entry elements with a second
level deck above the porch.
Each unit will have three bedrooms. Each unit will also have direct access to two
parking spaces, one inside a garage, and one outside space.
Transportation Planning
In order to improve public access within the neighborhood a public sidewalk has
been added along the length of Myrtle Street where it fronts the subject property.
Interior sidewalks interconnect the four residential units to the parking lot and to
the new public sidewalk along Myrtle. Public transit is a block and half to 2
1/2blocks away with bus stops at Laurel Street, College Avenue, Mulberry Street
and Magnolia Street. Existing bicycle routes and lanes are within 1/2 block along
Howes Street. Additionally, there are bicycle routes and lanes close by on Mason
and Laurel Streets. (Refer to attached Project Development Plan Map for
sidewalss, bus stops, bicycle routes etc.)

Offsite parking for one car along Myrtle has been added to the existing residence
at the corner of Meldrum and Myrtle to replace the garage, which is to be

4.0 Landscaping
Because of the number of existing trees on the site, care was taken to preserve
the sound, healthy specimens wherever possible. The existing trees to be saved
are so noted on the Landscape Plan. New trees will be added as needed to meet
requirements for full tree stocking at the street and the interior of the site. Due to
the dimensions of the parking lot, interior parking lot landscaping is not
necessary. A major opportunity for effective landscaping exists as foundation

Project Name: Meldrum Myrtle 4-Plex

1.0 Project Location
The project is located at the southeast corner of Meldrum and Myrtle Streets.
Two existing one-story residences are being replatted to occupy the front half of
the properties facing Meldrum Street. A new two-story, four unit apartment
building is being proposed for construction on the remaining lot to the east. The
project is located near Colorado State University and in close proximity to
Mulberry Street. The project is in the Neighborhood Conservation Buffer District.
2.0 Project Scope
The project includes the construction of a four -unit residential apartment building
with three bedroom townhouse type units with basements. The two existing
houses to the west will continue to function as residential homes.
Zoning
The project is zoned as Neighborhood Conservation Buffer District. All proposed
uses are allowed within this zone under the L.U.C. In the spirit of this District, the
project provides residential functions within a single project. Shared outdoor
spaces, private balconies promote outdoor areas for residents and building
users. The new two-story building at 31'-2" is within the maximum height
allowance for this district.
Landmarks Preservation Commission
An informal review with LPC staff and Board members was undertaken to gain
concurrence with this review organization. This submittal reflects the input and
suggestions for materials, colors, details etc. that resulted from that meeting.
Materials
Through the use of various materials and massing, the project endeavors to
create an environment and form that positively blends with the residential nature
of the neighborhood. The new two-story building will be constructed of wood
frame and painted siding, with details reminiscent of the historic construction
found in the immediate and surrounding neighborhood.
