This site proposal requires a very specific location to meet the objectives outlined. There are two main issues concerning the area identified to fulfill this purpose. The first issue that limits feasible candidates is spacing from current VoiceStream sites. The proposed facility's primary objective is to accommodate the large number of VoiceStream customers in the area. This factor requires a very specific location from existing facilities, so as to take the predetermined portion of consumers. The second objective of the site is the coverage area. Due to the dense vegetation in the area our signal propagation is significantly reduced. We drive tested the facility at 80ft and 70ft. The proposed installation at 70ft would not meet our coverage objectives. Sprint currently has a facility with an 80ft location available. However, at 80ft our minimum objectives are met. In addition, the tests were done in early December with no leaves on the trees. Given that the surrounding trees are 80ft in height, this site will not meet its objectives with leaves on the trees. Hence, we determined that at 90ft we could meet our objectives. Voicestream Wireless operates at a frequency close to Sprint's (approximately 2GHz); therefore, it is no surprise that we need the same height as Sprint. We also felt this proposed location was optimal because of the existing light poles and dense vegetation. Those factors allow for this facility to have minimal visual impact.
