Color: Uon request from the City of Fort Collins, the antennas can be painted grey to match the existing pole. It should be noted that Sprint's antennas, located on the adjacent pole, are not painted to match the existing pole. Lighting: The primary purpose of this pole is to provide lighting for the ballpark. A basic tower height analysis for the overall structure height was performed and an FAA filing will be required. Once we receive the FAA results, we can determine if lighting or painting is required. Should the City of Fort Collins require proof of this study, a copy can be provided. Moreover, it should be noted that the adjacent pole occupied by Sprint is 90 feet high and does not require lighting or painting. We expect the same results. 10. Interference: VoiceStream is a PCS provider operating in the B band of the PCS spectrum. As a licensee with the FCC, VoiceStream must abide by all rules and regulations, which includes, but is not limited to non-interference. 11. Access: There is currently an asphalt parking lot adjacent to the site that would provide access for the technicians to perform routine checks. 12. Foothills and Hogbacks: Given the proximity of the site to the downtown and the dense vegetation, we do not visually interfere with the foothills or hogbacks. 13. Airports and Flight Paths: Per VoiceStream's FAA licensing, we are required to submit a 7460-1. Since we are within the cones for flight patterns, we need to file with the FAA. We do not foresee this as an issue and upon request, we will provide a copy of the 7460-1. 14. Historic Site and Structures: The park does not qualify as an historic site. The pole does not qualify as an historic structure. 15. Stealth Technology To best mitigate the impacts of the telecommunication facility, VoiceStream is locating on an already existing 90' pole. VoiceStream Wireless Zoning Application City Park Ballfield Light Pole Page 2. ; Code Requirements: We satisfy the criteria set forth in 3.8.13(C) in the following manner: 1. Setbacks: The setback requirement is 1:1 ratio. For every 1 foot of pole height, we must be the equivalent from the property line. Given the pole we are proposing to locate on is 90 feet, we must be 90 feet from the property line. Based on the attached survey, the proposed site satisfies this criteria. It should be noted that by locating on an existing structure, we do not have control of the location of the pole. 2. Wireless Telecommunication Facility: By co -locating on an existing light pole, our use is compatible with the surrounding environment. Pursuant to Division 4.10(B)(2)(c)(2) Public Open Lands District, wireless telecommunication equipment is a permitted use. 3. Wireless Telecommunication Equipment: The equipment is housed within an existing compound which is fenced in and landscaped with trees that the City of Fort Collins has selected. Pursuant to Division 4.10(B)(2)(c)(3) Public Open Lands District, wireless telecommunication facilities are a permitted use. 4. Landscaping: In addition to the trees currently existing around the equipment, VoiceStream will add additional trees, approximately four, so that they extend around the length and sides of the compound. Although we recognize that the City of Fort Collins Planning and Zoning Department would prefer additional trees and/or shrubs, the Parks Department requested that we do not add anything other than four pine trees. We will work with the City of Fort Collins Forestry Department, Tim Buchanan at 970-221-6361, to satisfy this requirement. Fencing: Although the code typically does not find chain link fencing, the City of Fort Collins Parks Department requested that the equipment be housed within a covered chain link fence that matches the current fence around the ball field. The purpose of this is for protection and not screening. To provide the total screening effect, in addition to the pine trees, VoiceStream will place a green mesh within the fenced equipment area. The Parks Department requested that we continue using the chain link fence rather than placing any additional fencing around the Telecommunication Equipment. A Parks Department representative, Virgil Taylor, will be at the hearing to address any concerns. He can be reached at 970-221-6365. 6. Berming: This has not been requested at this site. Irrigation: VoiceStream's customary practice is to repair, replace, or relocate that portion of the existing sprinkler system which may be harmed during construction. We will work with City of Fort Collins Parks Department to identify these in advance. In addition, if additional irrigation is required to properly irrigate the vegetation, we will work Bill Whirty at 970-221-6305 to coordinate any redesign that may be required. M February 28, 2001 City of Fort Collins Current Planning Department 281 North College Avenue Fort Collins, CO 80522 Re: Proposed VoiceStream Wireless Telecommunication Facility City Park Ballfield Light Dear Planning Staff: Narrative: Project Information: Pursuant to Section 3.8.13(B) of Article 3 (pages 151-154) of the City of Fort Collins Land Use Code, VoiceStream Wireless is proposing to co -locate a Telecommunication Facility on an existing 90 foot City Park Ballfield lightpole. The exact address is 137 Bryan Avenue and is zoned Public Open Lands. The legal description is the SW '/4, Section 10, Township 7 North, Range 69 West of the 6d' P.M., Fort Collins, Colorado. Within the lease space, VoiceStream proposes to place a total of three BTS cabinets. These will be placed upon a concrete pad, fenced in with chain link fence to match the existing fencing. In addition to green screening placed within the fencing of the lease space, there will be additional vegetation added to screen the equipment. Upon the light pole, we will place a total of twelve, six foot antennas. The center of these antennas will be at 87 feet. Project Description & Rationale: VoiceStream Wireless is expanding its coverage to accommodate the large number of subscribers in the Fort Collins area. To best serve these customers we must locate the new facility a certain distance from our other sites in the area. The area identified by our radio frequency engineers was the vicinity of City Park. Given the surroundings, VoiceStream Wireless is proposing to co -locate a wireless communication facility upon an exisiting City Park Ballfield lightpole. Although there is an opportunity to co -locate on the telecommunication facility which houses Sprint, due to dense vegetation, residential properties, and other existing structures in the area, VoiceStream's frequency propogation is significantly attenuated and therefore locating lower than 90 feet will -not provide adequate for the desired area. (See attached letter from VoiceStream radio frequency engineer) In an effort to best camouflage the visual impacts of a structure providing the necessary height, VoiceStream is proposing to co -locate the antennas on an existing 90 foot light pole, locating the center of the antennas at 87 feet. In addition to locating the antennas on one of the existing 90' poles, approximately 30' above the lights, VoiceStream will co -locate its equipment within an existing wireless telecommunication equipment area which currently houses Sprint's equipment.
