Dear Ms. Keller:
Our office has twice attempted to contact you by phone (1/9/02 & 1/22/02) regarding
Volunteers of America's (VOA) proposed senior housing project here in Fort Collins,
Colorado. To date, we have not received a return call. Because of the importance of
developing and executing a Federally funded HOME contract, we are sending you this
letter.
It is our understanding that in January 2002, VOA received Final Compliance approval
on its development project from our City's Current Planning Department. VOA is
therefore now able to complete some required tasks that will permit us to release the
committed Federal HOME funding to you later this year.
Please have an Environmental Review completed on the property as soon as possible.
The City of Fort Collins has information regarding qualified local firms who are able to
assist you with this activity. The City needs to receive a copy of any Environmental
Review performed, which must also meet HUD -stipulated requirements (Phase I's will
NOT qualify). Our office must then go through a Notification and Request for Release
of Funds process following your satisfactory completion of this review. Meeting all of
these legal requirements is necessary before funds can be released.
It is also important that you maintain close communication with the City's Affordable
Housing Planner, Maurice Head, 970-221-6342, in order to take full advantage of the
City's fee delay program and other incentives offered for affordable housing projects
such as yours.
