All documents proving that this project would qualify as an affordable housing project would need to be submitted to Maurice Head when the materials for PDP goes in for City review. The City does not have a time frame on when the construction of the pedestrian/bike path in this area would occur. 5. There is an existing 60f4. easement for a proposed Brooke Drive on the adjacent properties on the east. According to the City's Land Use Code, we are to continue this easement into this property for the potential development of Brooke Drive in the future. No structure or tree would be located on this easement. An alternative compliance request can be submitted if needed. We were informed that the properties affected by the easement on the east are not in favor of the construction of Brooke Drive in the last development review process. Ward Stanford feels that the proposed cul-de-sac and the fire sprinkling of the buildings beyond 660ft. of the point of access into the property is sufficient as alternate compliance to the Land Use Code and that Brooke Drive would not be necessary. 6. We would be providing detention ponds for storm water run-offs and water quality ponds on this site. JVA was requested to add the amount of potential overflow from the existing detention pond located west of this property into the calculation for the size of detention ponds required for this property. Basil Hamdan from the Utilities and Stormwater Department provided JVA with the amount for the potential overflow. Basil Hamdan would allow for the calculations for water quality and detention to be combined, but JVA would need to apply for a variance as part of the PDP submittal to the City. Easements are required for all detention ponds. 7. TSP is to contact Tim Buchanan from the Forrestry Department to schedule for a visit to the site to potentially tag any existing trees that need to be saved, relocated and/or replaced. 8. The main road in this property would be designed as a public road and would be maintained by the City. The cost of construction would be the responsibility of VOANS. TSP will contact Ron Gonzalez from Poudre Fire Authority, to determine whether a 16ft. wide road is acceptable for emergency fire access in lieu of a 20ft. wide road. 9. A Development Construction Permit would be required for this project. The fee would be $300 plus the cost for inspection and warranty of the work. 10. All the buildings have been rotated so that they front the main road in this property. 11. The City informed us that there would be a change in the City's requirements for the PDP submittal starting March 1, 2001 that would apply to this project. 12. The neighborhood meeting for this project has been scheduled for March 12, 2001. 13. TSP and JVA would be submitting materials for the PDP review on March 7, 2001. All drawings for this submittal would be on 2436 sheets. TSP met with Maurice Head from the Advanced Planning Department after this meeting to discuss the impact fees that would be either waived or eligible for deferment. The following fees would be waived: 1. Development Plan Fees The following fees would qualify for a rebate after a Certificate of Occupancy has be obtained: 1. Sales/Use Tax. This amounts to $650-$850 per living unit. The following fees could be deferred to December 1 of the year a building permit is applied: 1. Water Plant Investment 2. Sewer Plant Investment 3. Robert Donahue, TSP Architects Jennifer Thong, TSP Architects By: Jennifer Thong The purpose of this meeting was to discuss with the representatives from various departments in City of Fort Collins, the issues that had come up recently while the Project Development Plan submittals were being developed. The following are items discussed and noted in this meeting: 1. The City would like the south portion of W. Horsetooth Road, located north of this property and from the east to the west boundaries of this property, be widened from having a 30ft. R.O.W. to having a 50ft. R.O.W. as part of the development of this project. The north boundary of this property is located in the center of W. Horsetooth Road. The north portion of this road had already been widened previously. The work would include additional asphalt paving, new concrete curbs, gutters and sidewalks, relocating and/or replacing some existing trees located along the existing R.O.W. and relocating an existing irrigation line and headgate. The City would be subsidizing half of the cost of the development, but VOANS would be responsible for funding the full amount initially. TSP and JVA would provide Matt Baker from the Street Oversizing Department, with a cost estimate for this work as part of the PDP submittal and also show that the work had been done through a competitive bid process. 2. Ward Stanford from Traffic Operations said that an acceleration or deceleration lane would not be necessary on W. Horsetooth Road. The traffic study required for the PDP submittal would determine whether a right -in and right -out would be necessary for the single point of access into the property. 3. Tom Reiff from Transportation Planning suggested that TSP contact the transit company to add service to this property. 4. We are to show a proposed future 8' wide concrete pedestrian/bike path along the west side of the property on our development plans. We are also to include a couple
