This site is in a"Pedestrian District that is termed "other." The minimum pedestrian level of service for this district is C for all factors. The railroad tracks are between this site and both of these "destination areas." The preferred route from the site to these areas is via Hoffman Mill Road, Poudre River Drive, Lemay Avenue, and Riverside Avenue. There are sidewalks along all of these streets except for Hoffman Mill Road. Given the gaps in the sidewalk system, acceptable level of service could not be demonstrated for the continuity factor. Given the barrier that exists (the railroad tracks), it is doubtful that there would be pedestrian interaction between this site and the two "destination areas." Acceptable pedestrian level of service cannot be achieved. There are no bicycle "priority destination areas" within 1320 feet of the proposed Natural Area Maintenance. Facility. There are bike lanes on Lemay Avenue, which is more than 1320 feet from this site. This site will have a direct connection to the Poudre River Trail. Appendix A contains the Bicycle LOS Worksheet for this site. Acceptable bicycle level of service is achieved, since it connects directly to the Poudre River Trail and to the bike lanes on Lemay Avenue via Hoffman Mill Road, a local street. The only existing bus route within 1320 feet of this site is Route 9. This route operates on Riverside Avenue. However, due to the railroad tracks, the functional distance is well over 1320 feet. The future system (2015 Transit System Map) will also provide service on Riverside Avenue. However, this future system is also over 1320 feet away, due to the barrier of the railroad tracks. Review of the Public Transit LOS - Standards and Ratings indicates that two level of service standards can be met. These are the frequency of service and the peak load factor. Therefore, the transit level of service will be in the D category, which is acceptable. It is doubtful that employees or visitors to the Natural Area Maintenance Facility would utilize transit as a mode of transportation. It is concluded that the trip generation for the Natural Area Maintenance Facility will be low, approximately 100 trip ends per day. Due to the low trip generation it is expected that the portion of Hoffman Mill Road that is not paved can remain unpaved. Due to the existing railroad tracks and other factors, acceptable pedestrian level of service cannot be achieved. The Cr p 0) CO site location is shown in Figure 1. As shown on the site plan W (Figure 2), access to the site will be via Hoffman Mill Road. As C7 r-- discussed with City staff, the scope of this exercise provides an c = am estimate of the trip generation, a forecast of the traffic volumes w ui on key area streets, and an alternative modes analysis. 'Jn Z 0 V N d This facility is unique, in that trip generation cannot be N estimated using the customary reference, Trip Generation, 6th Edition, CV ITE. Therefore, the Department of Natural Resources staff was contacted to determine the expected trip generation for this facility. Table 1 shows the average weekday and weekday peak hour trip generation for the Natural Area Maintenance Facility. The low trip generation supports the request of a limited scope transportation study. Vehicular access will be via Hoffman Mill Road. Hoffman Mill Road connects to PoudreRiver Drive and then to Lemay Avenue just north of Riverside Avenue. Recent peak hour traffic counts were obtained at the Lemay/Poudre River intersection. From these counts, the existing daily traffic was estimated using accepted daily versus W peak hour ratios. Daily traffic was forecasted further east along �. Hoffman Mill Road using a dwelling unit count and business use count z of adjacent properties. Figure 3 shows the estimate of the current daily traffic at various locations. Figure 4 shows the forecast of wRX Z traffic volumes along Hoffman Mill Road and on Poudre River Drive. V a This forecast includes development of the proposed Generalcare z Medical Clinic in the southeast quadrant of the Lemay/Poudre River J W intersection. The volumes at the site of the proposed Natural Area W z O Maintenance Facility are expected to be less than 200 vehicles per c < day. This would indicate that paving the access to this site is not Cr required. It is likely that paving beyond that portion that is a currently paved will not be required. Cn z Q Figure 5 shows the location of the proposed Natural Area Hcc Maintenance Facility and a radius of 1320 feet from the outer W 03 boundary of the site. Per the "Multimodal Transportation Level of 0 Service Manual," there are two existing or future "destination areas" F" U. within this radius. These two areas are designated by: 1) the ¢ office/industrial area along Riverside Avenue, and 2) the residential area to the southwest of Riverside Avenue.
