(See Attachment V — Access Easement Agreements for Hoffman Mill Road and Great Western Railroad, formerly Burlington Northern Railroad). An internal loop drive provides access to proposed and existing structures. Emergency access to the site is provided by a lane located between the N.W. and S.W. ponds of Timberline Lakes. The east access to this lane is from Timberline Road. Estimate of number of employees for commercial and industrial uses: It is estimated that there will be +/- 31 total employees. 4 Office Staff 12 Maintenance Staff 3 Rangers 12 Police (occasionally) Description of rationale behind the assumptions and choices made by the applicant: The site is suitable for a maintenance facility because of its size and proximity to the downtown core. The maintenance facility is placed to the south side of the site adjacent to the Great Western railroad tracks, formerly known as Burlington Northern, and the industrial uses along Riverside Drive. By placing the facility on the southern portion of the site it is buffered from view by users of Poudre River Trail and allows for additional screening on the site between uses. The existing buildings will be maintained to continue the historic agrarian theme. These buildings will provide the appearance of an active farm from the perspective of the Poudre River Trail, and will coincide with the City's Principles and Policies for the Poudre River Corridor by maintaining the historic landmarks and cultural landscapes found on this site. Written narrative addressing each concern/issue raised at the neighborhood meetings: The neighborhood meeting was held on Monday May 15, 2000 from 6 to 8pm. However, due to the length of time since that meeting the City of Fort Collins Natural Areas Department has decided to hold another neighborhood meeting after PDP has been submitted. Name of the project as well as any previous names the project may have been known by: • Nix Farm Natural Areas Facility • Nix Property • Nix Farm PDP A narrative description of how conflicts between land uses are being avoided or mitigated: The site is a uniform land use (Public Open Lands) and provides a transition between adjacent land uses (Industrial and River Conservation) to the natural character of the Poudre River. The site will include landscape buffering between uses and screen parking from off site. EAPROJECT FILES\LAND\1968V\doc\v1968PDPsta[e.doc Principle PRC-4: The City will manage the Poudre River floodplain to minimize potentially hazardous conditions associated with flooding, erosion and channel movement; recognize and manage for the preservation of floodplain values; and adhere to all local, state and federal laws and regulations. Policy PRC-4.2 Watershed Approach to Stormwater Management. The stormwater that is generated on site will be routed through a water quality pond to minimize the amount of polluntants introduced into the natural drainage system. The site will also have hazardous waste containment areas so that in the event of a spillage the waste will be contained for ease of cleanup. Policy PRC-4.4 Development in the Floodplain. The development will be outside the 100-year floodplain of the Poudre River and will prevent future development from encroaching on the Poudre River and its' floodplain. Principle PRC-5: Historic landmarks and cultural landscapes will be protected within the Poudre River Corridor. Policy PRC-5.1 Historic Landmarks and Cultural Landscapes. The City has indicated that the existing buildings on site have historical value and need to be preserved. Through the development of this site the City of Fort Collins Natural Resources Department will maintain the existing character of the structures. Proposed and Existing Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands, and Natural Areas: The City of Fort Collins owns this site and the Natural Resources Department will maintain it. The north and east edges of the property abut Natural Areas managed by the Natural Resources Department. Over 60% of the site will remain as open space. The transition between the Nix property and adjacent Natural Areas will be seamless. . The north half of the site will be left as open space to provide an additional buffer between the proposed maintenance facility and the Poudre River. Landscape planting will feature predominantly native species, and will be irrigated in accordance with Xeriscape principals. Visual buffering of the maintenance building from views into the site will be accomplished through plantings of native evergreen and deciduous tree and shrub species. Wetlands that are shown are approximate locations and will be delineated and determined if jurisdictional prior to hearing. Appropriate buffers will be established to protect wetlands and other natural features. Any disturbance will be mitigated as part of the King Fisher Point Natural Area enhancement project. EAPROJECT FILES\LAND\1968V\doc\v1968PDPstate.doc Policy ENV-7.2 Risk Management. All proposed improvements to the site will be out of the Poudre River floodplain. Policy ENV-7.6 Watershed Approach to Stormwater Management Policy. Principle NOL-2: Open lands are important in providing the city with a well-defined edge, establishing community separators, directing growth, and preserving rural character. Policy NOL-2.1 Conservation Tools. The City of Fort Collins owns this property and it will be maintain by the City of Fort Collins Natural Resources Department. Even though it is to be used as a maintenance facility the majority of the site will be kept as open space and nursery so it will provide a buffer between the Poudre River and the industrial uses along Riverside Drive. Policy NOL-2.2 Access. Given the proximity to the Poudre River Trail and the nature of the use, there will be a trail connection to this facility so employees and visitors may access the site by foot or bicycle. Policy NOL-2.4 Floodplain. The development will be outside the 100-year floodplain of the Poudre River and will prevent future development from encroaching on the Poudre River and its' floodplain. Principle PRC-1: In order to assure that the diverse community values of the Poudre River Corridor are protected and enhanced, land uses must carefully be managed through an integrated land use plan. Policy PRC-1.2: River Segments. Science and Education Segment (Lemay Avenue to Drake Road). The development will be owned by the City of Fort Collins and maintained by the Natural Resources Department. It will retain the existing character of the area by maintaining the existing structures on site and utilizing the existing entry drive. Principle PRC-2: The City will protect, enhance and restore the wildlife habitats, native riparian plant communities, aquatic habitats, and other natural area values of the Poudre River Corridor. Policy PRC-2.2 Natural Area Protection Buffers. Development on this site will be situated over 600' from the banks of the Poudre River, and the development will provide open space that allows the Poudre River to continue its natural growth pattern and edge conditions to develop. This development concurs with the City of Fort Collins City Structure Plan by maintaining the designations indicated City Owned Natural Areas and Poudre River Corridor. Principle CAD-5: The quality of life in Fort Collins will be enhanced by the preservation of historic resources and inclusion of heritage in the daily life and development of the city and community. Policy CAD-5.1 Survey, Identification, and Prioritization. The City has indicated that the existing buildings on site have historical value and need to be preserved. Through the development of this site the City of Fort Collins Natural Resources Department will maintain the existing character of the structures. Principle ENV-2: Apply pollution prevention strategies to all environmental resources, including air, soil, and water. Policy ENV-2.1 Hazardous Materials and Waste. This site is to be developed as a maintenance facility for the City of Fort Collins Natural Areas. In that capacity it will be necessary to house chemicals and products that are deemed hazardous. The site will have in place all required safety measures to prevent and clean up any mishaps that may occur. In general, the most likely spill scenarios involve relatively small quantities since there will not be any bulk containers of products at the site, with the exception of the fueling stations. All employees have and will continue to receive safety training, including Hazardous Communications Training, Emergency Response Training and Hazardous Materials Awareness Training. (See submitted Hazardous Materials Impact Analysis for additional information). Principle ENV-5: Natural habitat/ecosystems (wildlife, wetlands, and riparian areas) will be protected and enhanced within the developed landscape of Fort Collins. Policy ENV-5.1 Protection and Enhancement. Development on this site will be situated over 600' from the banks of the Poudre River, and the development will provide open space that allows the Poudre River to continue its natural growth pattern and edge conditions to develop. Policy ENV-5.2 Floodplains. The development will not encroach on the 100 year floodplain. It will provide protection for the future by not allowing development to occur any closer to the Poudre River on this site. Principle ENV-7: The City will minimize potentially hazardous conditions associated with flooding, recognize and manage for the preservation of floodplain values, adhere to all City mandated codes, policies, and goals, and comply with all State and Federally mandated laws and regulations related to the management of activities in flood prone areas. Nix Farm is located northeast of Hoffman Mill Road and south of the Cache La Poudre River, adjacent to the Kingfisher Point Natural Area. The site is zoned Public Open Lands (P-O-L). The total PDP is 27.479 acres. This PDP submittal has been planned and engineered based on the comments received at the Concept Review, January 24, 2000. We believe that there are no surprises to these plans and that we have adequately addressed the issues and concerns raised. The intent is to keep the "Farm Theme" appearance from a distance. There are currently two residential units on the site, a shed, and a barn. The residential units, the shed, and the barn have historical significant value. The site program is to remodel the shed and the barn as storage facilities, the smaller historic house and adjacent land on site as a City of Fort Collins Police K-9 Training Facility, the larger house as Natural Areas Program offices, construct a Maintenance Facility, greenhouse, and nursery for the Natural Areas maintenance staff, and landscape to maintain and enhance an agrarian theme. Site Access will be from Hoffman Mill Road to the west along a private drive access easement. A secondary access point will be from Timberline Road on the east boundary, and provided for emergency access only. The emergency access drive utilizes the existing Hoffman Mill Road ROW between the two lakes on the King Fisher Natural Areas site. Appropriate City Plan Principles and Policies achieved by this PDP.: Principle LU-3: The City Structure Plan will be used to provide a geographic depiction of how these City Plan Principles and Policies are applied throughout the city.
