HomeMy WebLinkAboutELBRADER SUBDIVISION - PDP/FDP - 21-01 - CORRESPONDENCE - (3)n This subdivision plat request is scheduled to go to an administrative public hearing before a hearing officer on Thursday, October 11, 2001, at 3:00 p.m., in conference room 'A' at 281 North College Avenue (see attached notification letter). Please submit 5 copies of the subdivision plat reflecting all changes made in response to this comment letter by Monday, October 8, 2001. Be sure and return all of your red -lined plans when you re -submit. Before a building permit is issued, a grading and erosion control plan is needed for review. Department: Zoning 1 Issue Contact: Jenny Nuckols No Comments Page 3 Water/Wastewater Department 1. Are the adjacent lots in the Wildwood Subdivision Lots 9 & 10, as shown, or 10 & 11 (see the plat of Wildwood Subdivision, 1st Filing). Technical Services Department The outside boundary and legal description do close. There are 2 calls in the legal description that do not match the boundary. 2. There is a typo error in the legal description. The section # is incorrect. 3. The Southwest Corner, as described, does not match the City's records. AT&T Broadband 1. AT&T Broadband would like to see the existing 6' wide utility easement along Cedarwood Drive continue south through Lot 1. Also, can the existing 10' wide utility easement at the northwest corner of the Elbrader Subdivision be continued to the south, along the west side of this lot? The Building Inspection Department has no comments. The Advance Planning Department has no comments. The Post Office has no comments. Excel Energy (Public Service) has no comments. 17 Issue Contact: Steve Olt Katie Moore of the Engineering Department indicated that there are typographical errors on the subdivision plat. 18 Issue Contact: Steve Olt Katie Moore of the Engineering Department indicated that the City's Technical Services Department has some concerns regarding the subdivision plat. These concerns must be addressed before the plat can be recorded. 19 Issue Contact: Steve Olt Wes Lamarque of the Stormwater Utility indicated that the subdivision plat for the property is not making the proposed storm drainage conditions any worse than the existing conditions. COLLINS, CO 80525 Date: 9/26/01 Staff has reviewed your submittal for ELBRADER REPLAT, TYPE 1 (LUC) #21-01, and we offer the following comments: ISSUES: Department: Current Planning 12 Issue Contact: Steve Olt The following comments were received from the identified departments and outside reviewing agencies: City Right -Of -Way Department The sanitary sewer easement is recorded in Larimer County @ Reception #96054959. A copy of this Deed of Easement is attached. Stormwater Utility The applicant's engineer should refer to the Prospect Road S.I.D. drainage study This may determine if on -site detention is required. The standard is to detain for 100-year runoff and release at the 2-year historic rate. 2. Water quality extended detention is also required to treat runoff prior to it being discharged off -site. 3. The grading along lot lines with adjacent properties is usually critical in these in - fill situations; therefore, some off -site contours and spot elevations will be needed to correctly verify grading. 4. The entire site is located in a low-lying area which receives runoff from a drainage area to the west. Development on this property may cause a rise in the 100-year water surface elevation, which would impact surrounding buildings. This could result in the property being difficult to develop and will require additional analysis. Otherwise, the standard drainage and erosion control report is required and must be prepared by a professional engineer registered in the State of Colorado. The report will need to be approved prior to release of a building permit.
