Water Tan Plan: This is an unmanned telecommunications facility. Water utilities will not
be brought to the site. The site has been placed so as not to encroach upon or interfere with
existing water utility easements on the property.

corner of the parking lot, so the light pole is also useful to the property overall, as there is no
source of lighting in this location of the parking lot.
Landscaping: This site is located on the property in such a manner that the ground
equipment will be highly blocked from public view. Therefore, Sprint is proposing that the
ground equipment simply be concealed with the proposed wooden fencing, to be no taller than 6
feet in height.
Airport and Flight Paths: Sprint will always comply with any FAA and federal regulations
concerning this telecommunications facility. With every site, Sprint files with an FAA
consulting firm, ASAC, to determine if there are any special FAA requirements for a particular
telecommunications facility, including painting and lighting. In this case, the facility is proposed
in a location a considerable distance from the airport and is only a total of 60 feet in height, so
the likelihood that any FAA requirements will be imposed on the current design of this tower are
minimal. Telecommunications towers under 200 feet in height do not require FAA filing, unless
the location is in close proximity to an airport or there are special terrain conditions. This site
does not meet any special FAA filing requirements. If in the event that ASAC recommends that
this telecommunications facility be filed with the FAA, Sprint will of course file for a
determination immediately. If the FAA were to determine .that the facility must have lighting,
Sprint will reconsider this design and work with the City of Fort Collins to redesign the site to
meet both City planning and site coverage objectives to the greatest extent possible. A filing will
be made with ASAC and a recommendation letter from ASAC should be available for the public
hearing. Susan Cunningham will make that information available to the planning department at
the hearing or before the hearing, if possible.
Historic Sites and Structures: This facility is not located on and will not have any effect
on any historic sites or structures located in the area.
Collocation on Other Structures in the Area: Sprint makes an effort in all communities to
collocate on existing structures as often as possible. Unfortunately, after looking in the area
under the coverage guidelines provided by Sprint's RF engineering on this site, there were no
existing structures that would afford Sprint a collocation opportunity for this site and still meet
the requisite coverage objective. Sprint did make every attempt to conceal this facility as much
as possible in its design, while still meeting the coverage objective to minimize the coverage gap
in the area.
UTILITY PLANS, INCLUDING WATER TAP PLAN
Sprint has researched title on this property, and Sprint has identified all existing utility easements
and public or private access easements on the property. Sprint placed the site so as not to
encroach upon any of those existing utility easements, access easements or public right-of-ways.
Please refer to page Al of the Site Plans to see the existing easements on the property according
to the title report.

Planning Objectives:
Sprint PCS respectfully submits this application for a concealed, free standing
telecommunications facility to be located at 1900 S. Taft Hill Road, Fort Collins, Colorado
80528, owned by the Immanuel Christian Reformed Church of Fort Collins.
Sprint's FCC Licensing Mandate: Sprint, as with all telecommunication carriers holding FCC
licenses, is mandated by the FCC under the licensing guidelines to provide continuous and
seamless coverage to the communities and the clientele that it serves. Under this licensing
mandate, Sprint will be adding new telecommunications facilities to its Forts Collins market to
meet increasing market demand, increasing market traffic, and close gaps in existing coverage.
Each site is designed to provide the best quality service possible to this Sprint market and meet
this FCC licensing mandate.
Desian: The facility has been designed as a light pole to conceal the antenna array on this
pole. The light pole design is 60 feet in total structure height. It will be painted to match the
existing parking lot light poles and a lighting fixtures, similar to the existing light pole boxes,
will be attached to the pole no higher than 22 feet on the pole, per section 3.8.13(C)(9) Lighting
of the City of Fort Collins Land Use Code.
Location: The pole will be placed on the property so as to have a 1:1 fall zone radius of
more than 60 feet to all property lines. Placement of the facility is such that from S. Taft Hill
Road, the main church building will block some of the pole from the public's view on that
roadway, providing additional concealment. The light pole will be located in the northeast
