Poudre School District - Facility Services Building, Site Plan Advisory Review, #22-01 August 16, 2001 P&Z Meeting Page 4 4. Design: This new building will be two-story. The second story will be recessed from the first story allowing a first floor roof to contribute to the architectural detail of the structure. The main entrance will face south. There will be windows on all four sides. The primary exterior material on the first floor will be galvanized metal. Synthetic stucco will be used on the second floor. Rubberized shingles will be used on the sloping roof sections. There will be street trees planted along LaPorte Avenue and foundation shrubs around the building perimeter. 5. Transportation: There will be no new employees associated with this facility. Therefore, a Transportation Impact Study was waived. LaPorte Avenue is classified as a "Minor Arterial' street. As mentioned, in 2000, P.S.D. improved the south side of LaPorte Avenue including sidewalk curb, gutter and asphalt pavement in accordance with City specifications. 6. Findings of Fact/Conclusion: A. The request is a Site Plan Advisory Review for recommendation to the Poudre School District Board of Education. The request is not a Project Development Plan, Planned Unit Development, or Subdivision. B. The location and land use are contained within the existing Poudre School District service campus. C. The proposed land use is permitted as an "Existing Limited Permitted Use" in the R-L zone district. D. The request satisfies the criteria for the expansion of an "Existing Limited Permitted Use" as found in Section 1.6.5 of the Land Use Code. E. The addition of the new structure does not constitute more than a 25% expansion of the floor area contained within the campus area. F. The expansion of the facility is feasible from a traffic operations and transportation planning standpoint. Poudre School District - Facility Services Building, Site Plan Advisory Review, #22-01 August 16, 2001 P&Z Meeting Page 3 (1) Additional traffic generated by an enlargement, expansion or construction must be incorporated into the neighborhood and community transportation network without creating safety problems, or causing or increasing level of service standard deficiencies. (2) The noise and vibration levels that may be generated by the use shall not be increased beyond the levels that existed prior to the enlargement, expansion or construction that is under consideration. (3) The outdoor storage areas shall not be expanded or located any closer to an adjoining residential development as a result of the enlargement, expansion or construction. (4) The enlargement, expansion or construction shall not further encroach upon any nonconforming setback. (5) The enlargement, expansion or construction shall not increase or amplify any inconsistency with the parking standards contained within this Land Use Code. (6) The enlargement, expansion or construction shall not hinder the future development of surrounding properties in accordance with this Land Use Code. (7) The enlargement, expansion or construction shall not present a threat to the health, safety or welfare of the city or its residents. The facility will house existing employees so there is no increase in trip generation. There will be no noise and vibration associated with the land use. There will be no outdoor storage of materials. There will be no further encroachment upon a nonconforming setback. There will be no increase in any parking over and above the present condition within the service campus. The new building will not hinder the future development of surrounding properties in accordance with the Land Use Code. In addition, the Land Use Code requires that any expansions of more than 25% of an Existing Limited Permitted Use shall trigger compliance of the general development standards of Article Three and applicable district standards of Article Four for the entire service campus. The addition of an 8,876 square foot building does not exceed 25% of the existing floor area of the service campus which includes numerous buildings including the Poudre School District Administration Building. Poudre School District - Facility Services Building, Site Plan Advisory Review, #22-01 August 16, 2001 P&Z Meeting Page 2 COMMENTS: 1. Background: The surrounding zoning and land uses are as follows: N: L-M-N; Church and Vacant S: R-L; Poudre School District Service Campus E: R-L; Poudre School District Service Campus and Single Family Residence W: R-L; Poudre School District Campus The site is part of the Poudre School District Service Campus adjacent to Poudre High School. There have been numerous projects within the campus over the years. The most recent was a street improvement project on the south side of LaPorte Avenue completed in 2000. 2. Right to Advisory Review: Colorado Revised Statutes provides one specific reference which allows the City to review the proposed School District facility. Section 31-23-209, C.R.S. provides that no public building shall be constructed or authorized in a city until the "location, character and extent thereof' has been submitted for approval by the Planning and Zoning Board. In the case of disapproval, the Planning and Zoning Board shall communicate its findings to the School District. The disapproval of the P & Z Board may be overruled by the School Board by a vote of not less than two-thirds of its membership. Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a finding as to the location, character, and extent of the public building relative to the adopted Master Plan (City Plan) of the City. Such findings help ensure that the proposed project conforms to the adopted plan of the City of Fort Collins. 3. Land Use: As mentioned, the site is zoned R-L, Low Density Residential. The proposed land use is permitted as an "Existing Limited Permitted Use" since the service campus was in effect prior to adoption of the Land Use Code in March of 1997. Such uses are allowed to continue, reconstruct or enlarge a building or facility as per the following criteria: 77 ITEM NO. 4 MEETING DATE 8/16/01 STAFF Ted Shepard Citv of Fort Collins PLANNING AND ZONING BOARD STAFF REPORT PROJECT: Poudre School District — Facility Services Building, Site Plan Advisory Review, #22-01 APPLICANT: Poudre School District — Facilities Department C/o Mellin & Associates 7727 Corona Court Larkspur, CO 80118 OWNER: Poudre School District 2407 LaPorte Avenue Fort Collins, CO 80521 PROJECT DESCRIPTION: This is a Site Plan Advisory Review for a new, two-story, 8,876 square foot office building, crew quarters and custodial shop located on the Poudre School Distict campus. The building would be located on the south side of LaPorte Avenue, west of the Administration Building, between Stephens Street and the west driveway entrance to the campus. The site is zoned R-L, Low Density Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The City's right to advise the Board of Education on matters relating to the Facility Services Building is found in Colorado Revised Statutes. These statutes allow the City to comment on issues relating to compliance with the comprehensive plan (City Plan) and the location, character and extent of the project. The land use is permitted in the R- L, Low Density Residential zone district as an "Existing Limited Permitted Use." The building would be integrated into the secured service campus of the District.
