the service center campus? Will this material match or complement the recently
constructed building? Have you considered a c.m.u., such as split face block, as a
wainscot to break up the amount of metal siding?
B. Staff is concerned about the north elevation that faces a public street. This view
of the building looks sparse. Perhaps the window treatments could be upgraded
or enhanced to look more attractive.
C. Under Key Notes, there is no legend for the letters A — M that are indicated on the
drawings.
D. Note No. 2 does not specify which color will be selected. Staff advises that an
earth-tone/tan/beige color be used. Blue will fade under our climate conditions.
This concludes Staff comments at this time. We should try to have revised plans back
prior to the Planning and Zoning Board hearing that we are scheduling for August 16`h
For re -submittal, please provide seven plan sets.
For the Planning and Zoning Board hearing, please note the following deadlines:
81/2 x 11 reductions of the plan sheets are due on Tuesday, July 315`
Seven sets (folded) are due August 6`h.
The P & Z Worksession is on August 10`h.

B. The remaining four feet between the aforementioned sidewalk and the building
should become a shrub bed. Drip irrigation should be provided. Shrubs should be
no less than five -gallon container. The species, quantity and size should be
provided in a Landscape Schedule on the Site Plan. Is there any

D. The trees on the north side of the building should be spaced evenly. These should
be shade trees no less than two inches in caliper. Please provide the species,
quantity and size in the Schedule.
E. Should the two areas denoted by No. 6 become landscape islands instead of just
striped asphalt? Such islands would make for a more attractive and shaded
parking lot.
F. The bike rack would be more effective if located closer to the main entrance.
G. Note number 15 refers to the electrical transformer which I cannot locate on the
Site Plan. Be sure this is not located between the building and LaPorte Avenue as
this area should be reserved for landscaping. (Please refer to comment number
three on the Conceptual Review letter.)
H. There does not appear to be a trash enclosure. If there is one, it should be
screened on three sides with a door for the fourth side. There should be enough
area for recyclable materials.
I. What is the purpose of the "Project Sign"? Since the building will not serve the
public and be behind a secured fence, is a sign even necessary? Where is this sign
to be located? All that is needed is an address that is visible from LaPorte for fire
and emergency providers. If this sign is for the purpose of identifying the site for
contractors during construction only, then please add a note stating the sign is to
be removed after completion of the structure.
J. Will there be any new pole -mounted lighting associated with the new building or
parking lot? If so, then such lighting must feature down -directional luminaires
with sharp cut-off so that no illumination spills off the site. Building -mounted
lighting should also be screened. Please add notes or a detail describing such
fixtures.
K. Please add Land Use Data Table, see redlines. The Stormwater Department will
need to know how much new impervious surface is being created for fee
calculation purposes.

Staff has reviewed the request for the Facility Services Building, Site Plan Advisory
Review, and offers the following comments:
Please refer to the attached comment sheet and plans from the Engineering
Department. They respectfully request that the right-of-way for LaPorte Avenue
be dedicated with this project. There should be 42 feet of right-of-way from the
centerline of the roadway to the property line. Since this project does not include
a plat, this dedication should be made by separate legal instrument, with an
exhibit (see attached).
2. Please refer to the attached comment sheet from the Stormwater Department.
Please note that while no additional detention pond capacity is needed for this
building, water quality must be addressed. This is usually done by providing
extended detention.
3. Is there any way to connect the LaPorte Avenue sidewalk with the front entrance
of the building?
4. Please contact Mr. Rick Traynor, Excel Energy, 225-7827, for installation of new
natural gas service.
5. The following comments apply to the Site Plan, sheet C-1:
A. There should be a sidewalk in front of the 11 parking spaces that face the
building. This walk should be a minimum of six feet wide to account for vehicle
overhang. The turf area proposed will be difficult to irrigate and maintain.
