14. If there is any new lighting associated with this building, be sure that it is down -
directional so as to not cast glare onto the roadway or the neighboring properties.
and Power. For example, the transformer should not be located along LaPorte Avenue.
Rather, it should be internal to the site. It must be within ten feet of hard surface for
emergency change -out. A Commercial One ("C-1") Form will need to be completed by
the electrical contractor to determine entrance capacity. Normal development charges
will apply based on the area of the development and the linear front footage along

4. The site will be served by the Poudre Fire Authority. The building's address must be
clearly visible from LaPorte Avenue. A fire hydrant capable of delivering a minimum of
1,500 gallons per minute at 20 residual p.s.i. must be located within 300 feet of the
building. Due to the building's size, an automatic fire extinguishing system will be
required or the building must be compartmentalized so no one area exceeds 5,000 square
feet. The emergency fire access lane must be a minimum of 20 feet with minimum
turning radii of 25 feet inside and 50 feet outside. This lane must be platted or dedicated
as an emergency access easement or striped and painted "No Parking — Fire Lane."

5. This site is in the West Vine drainage basin where the new development fee is
$7,004/acre which is subject to the runoff coefficient reduction. This fee is only applied
if there is new impervious area. This site is in inventory grid #3H. Since the building is
replacing existing asphalt, the drainage and erosion control reports and plans are
simplified. The issue will not be detention, but primarily grading to assure the site runoff
is contained within the site system and also not blocking any offsite flows from passing
through the site.
6. The existing retention pond does serve as water quality treatment. Therefore, this will
need to be documented in the drainage reports. The building site appears to be outside of
the West Vine floodplain. Please show the floodplain on the drainage exhibit and please
contact the master planning staff for the latest floodplain mapping. For further

7. There is a 27 inch diameter water line and an eight inch diameter sanitary sewer line in
LaPorte Avenue. Also, the East Larimer County Water District has a water main in
LaPorte. Normal plant investment fees and raw water acquisition charge/water rights

8. Please contact Eric Bracke, 221-6630, to determine whether or not a Transportation
Impact Study will be needed. Be sure to address the level of service analysis for
alternative modes, not just vehicles.
9. Utility plans will be required at the time of submittal. If LaPorte needs to be cut, then the
street patching/overlay details need to be included in the plans. A Development
Construction Permit will be required prior to construction. For further details, please

ITEM: New Two Story Facilities Building Poudre School District Campus on
Laporte Avenue
MEETING DATE: May 7, 2001
APPLICANT: Mr. Ed Holder, Poudre School District, 2407 LaPorte Avenue, Fort
Collins, CO. 80521
LAND USE DATA: Request for two-story, 8,876 square foot, office building and custodial
shop located on the Poudre School District campus, on the south side of LaPorte Avenue,
between Stephens Street and the west driveway entrance to the campus.

The parcel is zoned R-L. The review process will be a Site Plan Advisory Review
culminated by a public hearing with the Planning and Zoning Board. Please be aware
that the City's Land Use Code specifies a "build -to" line along LaPorte between 15 and
25 feet unless there are utility conflicts. Since this review is advisory only, and since the
building will be located behind a secured fence, we can only ask that the building be
brought as close to the street as feasible. Be sure that the site plan includes the location
of the property line as well as all dedicated utility/access easements.
2. The site and landscape plan should indicate a handicap parking space as close to the
entrance as possible and a bicycle rack near the entrance as well. The building should
feature foundation plantings and street trees along LaPorte spaced at 30 to 40-foot
intervals. The sidewalk between the building and the parking should be a minimum of
six foot wide. Be sure to indicate the edge treatment along the south edge of the south
row of parking stalls.
3. The site will be served electricity by City of Fort Collins Light and Power from an
existing vault. Three-phase power is available. The existing transformer could be used
but this would require a long run of secondary service. It may be more efficient to install
a new transformer. The location must be coordinated with the landscape plan and Light
