SUMMARY OF CONCLUSIONS
A. The Spanjer Office Building PDP is subject to administrative review and the
requirements of the Land Use Code (LUC).
B. The Spanjer Office Building PDP satisfies the development standards of the C
zoning district.
C. The Spanjer Office Building PDP complies with all applicable General
Development Standards contained in Article 3 of the Land Use Code.
DECISION
The Spanjer Office Building PDP, #25-01, is hereby approved by the Hearing Officer
without condition.
Dated this 12th day of June 2002, per authority granted by Sections
1.4.9(E) and 2.1 of the Land Use Code.

FACTS AND FINDINGS
1. Site Context
The surrounding zoning and land uses are as follows:
N: C; Existing Offices (Cameron Park)
S: C; Existing Church (Cornerstone Family)
E: C; Existing Commercial and Residential uses (Fossil Creek Design Center,
Fossil Creek Meadows)
W: C; Existing Offices (Cameron Park)
The property was platted in Larimer County as Lot 7 of the Cameron Park
Subdivision and approved the Board of County Commissioners in June 1974.
The property was annexed into the City of Fort Collins in April 1992, as part of
the Cameron Park Annexation.
2. Compliance with Article 4 and the C Zoning District Standards:
The Project Development Plan complies with all applicable requirements of
Article 4 and the C Zone District. In terms of land use, offices are a permitted use
in the Commercial zone district and eligible for a Type I (Administrative Review).
3. Compliance with Article 3 of the Land Use Code — General Development
Standards
The principal concern expressed in public testimony relates specifically to the
compatibility of proposed building architecture and site design with neighboring
properties. The response from the staff and applicant, as well as within the text of
the staff report, indicates that the proposed building and site improvements are
similar in terms of building mass, fenestration and materials, to the surrounding
area. No freestanding parking area lighting is to be added; all lighting will be
mounted on the building and downlit, except that specifically for security
purposes.
The plat indicates proper dedications for drainage, utility and emergency access
easements as needed to serve both lots.
There was no evidence introduced at the hearing to contradict the Staff Report;
therefore, the Hearing Officer finds that the Project is in conformance with Article
3.

PUBLIC HEARING
The Hearing Officer, presiding pursuant to the Fort Collins Land Use Code, opened the
hearing at approximately 3:00 p.m. on June 3, 2002 in Conference Room A at 281
North College Avenue, Fort Collins, Colorado.
HEARING TESTIMONY, WRITTEN COMMENTS AND OTHER EVIDENCE:
The Hearing Officer accepted during the hearing the following evidence: (1) Current
Planning Department Staff Report; (2) application, plans, maps and other supporting
documents submitted by the applicant and the applicant's representatives to the City of
Fort Collins; (3) a sign up sheet of persons attending the hearing; and (4) a tape
recording of testimony provided during the hearing. The LUC, the City's
Comprehensive Plan (City Plan), and the formally promulgated policies of the City are
all considered part of the evidence considered by the Hearing Officer.

The Applicant has submitted a PDP application for an office building containing 3,624
square feet, with one story located at the west side of South College Avenue, north and
adjacent to the Cornerstone Family Church, just north of Cameron Drive. The site is .45
acre in size.
