Do we, Fort Collins, have veto power if their standards and requirements are not as stringent as ours? 2. The Site Plan is missing some important information, such as the proposed retaining wall along the south property line between this project's parking lot and the lot to the south. Not all required handicapped ramps are shown. It is essential that the Site Plan reflect all site improvements. 3. There is an existing shed, assumed to belong to the Cornerstone Church, that is more on the Spanjer Office property than on the church property. How is this to be handled? 4. See red -lined plans for additional comments. It is possible to schedule an administrative public hearing for this development request; however, there are still some issues that need to be addressed prior to the hearing. We could hold the hearing the week of May 27th but we would need revisions for staff to review (per the attached Revision Routing sheet) no later than the week of May 13th. Be sure and return all of your redlined plans when you re -submit. If the buildings are going to be constructed at the same time, the landscaping should be all done at the same time If construction will be in two phases, please show phase lines on both site and landscape plans. Topic: General 131 See plant note #10 - it is referencing the Town of Johnstown. The following comments were offered at staff review on April 17": Engineering 1. There are discrepancies between plans for this development. Coordinate all plans for consistency. 2. The variance request appears to be OK. This may require some relocation of utilities, which will be at the owner's/developer's expense. 3. The Site Plan is difficult to read. It should reflect the geometrics information that is on the utility plans, such as curb returns and radii at the driveway intersections. The driveways do not tie into streets at a 90 degree angle. 4. Please check with the Poudre Fire Authority regarding the proposed bollards at the east end of the internal driveway. They will determine what type of bollard is acceptable. 5. It appears that an off -site temporary construction easement will be needed to construct the retaining wall for the parking lot in this project. 6. The utility plans appear to be adequate to take this request to public hearing. However, some revisions are needed prior to the hearing. Stormwater 1. REPEATED COMMENT 1/1612002 *** Department: PFA Issue Contact: Michael Chavez 58 Address Numerals - Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6-inch numerals on a contrasting background. 97 UFC 901.4.4 59 Water Supply - No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 97 UFC 901.2.2.2 92 Water Supply requirement still need to be addressed. The location of the fire hydrant needs to be on the site plan.. Department: Police Issue Contact: Joseph Gerdom 90 The lighting plan needs to be reworked to provide greater security and less light spillage. Every lot has inadequate lighting with several also having excess. Topic: Landscape Plan 132 No lighting information to evaluate landscaping/lighting impacts on security and safety issues. Make sure footer is inside the property line. Will you need a temporary construction easement to dig on the neighboring property? 4/17/2: Your response to this comment was to "reference the site plan". No detail was shown on the site plan as stated. Please add the detail for the trash enclosure to the Utility Plans. 50 Repeat: Update all details to current LCUASS. See Appendix A. See redlines. Add the words "On -Site" to the on -site curb details - see redlines. Provide details 7- 31, 7-20a, 7-20b, 16-1, and any other detail as required by the plans. 4/17/2: Still need details 7-31 and 16-1. 113 Cover Sheet: Remove the word "Final' from the title. Page 4 4/17/02: The plat language needs to be updated in a couple areas, please see redlines. Needs one tie to a section corner, the Notice of Other Doc's needs to be shown correctly, and the easements don't appear to match the utility plans. Remove all the unnecessary dimensioning - looks more like an architectural drawing than a site plan. 4/17/2: Easements still do not match the utility plans and plat. ill Repeat: Still does not match the Utility Plans. Very hard to read! Too much dimensioning and only 2 line weights make it impossible to clearly define what's going on. Remove all the unnecessary dimensioning, add a legend, and coordinate with the Utility Sheet. I can provide good examples of what a site plan should look like if you need to see one. See redlines. 4/17/2: Repeat. Still very hard to read. Line weights are too similar, still missing a legend, label leaders are excessive and confuse the plan, bollards not shown, the 14' utility easement is mislabeled and the 5' utility easement on the north side is missing. Please check to make sure the storage building envelopes is not in this new easement. Does not match the plat. Please see redlines. Page 3 106 1/23/02: Need to submit a variance request for the combined Ped Access/Utility easement. 4/17/02: The variance request was routed to Light & Power, Stormwater, Water/Wastewater and mailed to PSCO/Excel, Qwest, AT&T, and the FCLWD. Only two of the above had comments or concerns. The variance has been routed to Cam McNair for his final approval. From Terry Farrill/FCLWD: There are District water meter pits located within the easement. The meter pits cannot be located under the sidewalk or within 10 feet of landscaping, such as trees. The relocation of the meter pits must be done in accordance with District requirements and standards. From Dennis Greenwalt/AT&T: AT&T has existing 2" PVC ducts along your proposed route which are empty. I spoke with Dennis on the phone and he said that you may relocate those lines and suggested putting them behind the telephone peds. We will be holding a Utility Coordination Meeting for your project prior to start of construction. All utility relocations will be at the owner/developer's expense. 135 Site/Landscape/Utility plans - Show concrete sidewalk along the east side of the property to the north property line. There is a section missing, see redlines. Topic: Landscape Plan 122 Repeat: Show and label all utilities, easements, ROW, etc. Show and label the utility easement and ped access easement separately. Label Fire Access Easement. The fire lane requires a 13.5' vertical clearance over the driveway. The trees on NE corner of the access drive will have to be kept trimmed back or pruned properly as they mature to keep the lower canopy open. 4/17/02: Missing a 5' utility easement along the north property line and a drainage easement in the SE corner. Topic: Plat 103 1/23/02: Incorrectly submitted. Must be resubmitted for review. Needs to show the building envelopes, the language needs to be updated (see attached), Notice of Other Doc's missing, Attorney's Cert missing, benchmark missing, and all additional easements requested by Light and Power are missing.
