The Fort Collins -Loveland Water District is requiring us to put note 22 on sheet 6 of the utility plans, and has indicated that they will not sign the mylars if this note appears. The note reads: "At the time of College Avenue widening, no cost shall be imposed to the Fort Collins -Loveland Water District and South Fort Collins Sanitation District for the relocation of existing utilities in College Avenue." Since the sewer relocation, if required, will occur as part of the major College widening to 6 lanes, at the future date when that occurs, it would not seem unreasonable to allow the Water District's note. We think it is reasonable that the College Avenue improvements be constructed with Phase II of the project (the Mill Brothers property fronting on College) for the following reasons: a. A turn lane already exists presently, notwithstanding the City's interest in improving it. b. The condition is as it exists presently is not unsafe. That is, driving south on College there is an adequate and functional turn lane for making the right turn onto Cameron Drive. c. The College improvements cannot be done without the development work that is required, and it will occur as part of Phase II. In particular, the structural retaining wall, the sidewalk, the curb and asphalt, and the sewer connection will not occur until Phase II. d. It does not reasonably make any sense, and it is not economical, to do a portion of the Phase II development work now and complete it later at which time much of the work will be ripped out and/or damaged as a result of excavation equipment, grading, structural retaining wall construction, sewer connection, etc. and additional traffic controls that will be required. Accordingly, if you agree that it is both safe and reasonable to do these south College improvements in conjunction with Phase II, would you please discuss this matter with your colleagues? Thank you.
