Deadline: One week following the receipt of the off -site easement. Responsibility: City Engineering. 3. The off -site easement needed is: sight distance easement (need original document and attorney certification). Private off -site Easements: 1. Need to receive copies of the recorded documents for all private off -site easements that are needed for the construction of this project. Deadline: May 8, 2006 (note: not meeting this deadline will impact the completion date by 3 weeks or more). Responsibility: Lagunitas. Site/Landscape/ Elevations: 1. Final signed mylars of these plans need to be submitted to planning. -Deadline: May 8, 2006 Responsibility: Lagunitas Development Construction Permit (DCP): A DCP can be applied for and started now at any time but it can not be issued until the following have occurred: 1. Utility plans have been signed and copies returned to the City. 2. The development agreement has been signed by the Developer and the Owner. 3. The plat has been filed. 4. A DCP application and application fee has been submitted with all required information. 5. The project quantities and cost estimate sheet has been reviewed by City Inspection and the inspection fee amount and public infrastructure amounts have been checked and agreed upon. (will need to have final plans or mylars to do the check) 6. A DCP meeting has occurred. 7. The erosion control deposit has been made and receipt of such provided to Engineering. 8. The inspection fees have been paid. 9. A letter of credit or bond has been provided for the public infrastructure security. 10. DCP permit has been signed by the applicant. 11. A draft development agreement can typically be provided for your review within 4 days after receiving all language from other departments. Deadline: May 2, 2006. Responsibility: City. 3. Need to have any changes to the development agreement negotiated and agreed upon. Deadline: May 22, 2006. Reasonability: City and Lagunitas. 4. Need final development agreements signed by the developer. Deadline: May 30, 2006. Responsibility: Lagunitas. Utility Plans: 1. Need blueline copies of the utility plans (numbers in accordance with the routing sheet dated 4/12/06) with all final comments addressed and 2 or 3 copies of the final drainage reports. If all comments have not been addressed additional review will be necessary. Deadline: April 19, 2006 Responsibility: Lagunitas. 2. Final review by City. Comments (if any) will be returned to applicant. Deadline April 26, 2006. Responsibility: City 3. Assuming all issues have been addressed mylars with district signatures shall be submitted for City signature. Deadline: May 8, 2006 Responsibility: Lagunitas 4. Signed mylars returned. A blueline copy of the final plat needs to be submitted for final review before signatures are obtained. Deadline: April 19, 2006. Responsibility: Lagunitas. 2. Comments returned on blueline copy of final plat. Deadline: April 25, 2006 or 4 working days after the plat is received. Responsibility: City Engineering. 3. If an additional review of the plat is needed it shall be submitted in for review. Deadline: May 1, 2006. Responsibility: Lagunitas. 4. Comments returned on blueline copy of final plat. Deadline: May 3, 2006 or 3 working days after the plat is received. Responsibility: City Engineering. 5. 3 mylar copies of the final signed plat shall be submitted. Deadline: May 8, 2006. Responsibility: Lagunitas. 6. Final plat filed. Deadline: May 31, 2006 provided that the development agreement has been signed, the utility plans have been signed and the second reading of the vacation ordinance occurred on May 16, 2006. Responsibility: Cityl'(OALA-i.vsl Easements dedicated to the City: 1. Need to receive the off -site easement in acceptable final format including the Transportation Development Review Fee (TDRF) required for processing the easement. This is a final deed for each easement needed which shall include the deed language signed by the owner(s), notarization for each signature, a signed attorney certification paragraph, legal description and sketch prepared by a licensed surveyor, TDRF application and Transportation Development Review Fee. If April 12, 2006 /f.&A-VeZ -Peoek •d lA - O x,, Kaye and Jon Unfortunately it is not possible to logistically meet your desired schedule for completing and filing this development and issuing the Development Construction Permit (DCP). There are several items that remain to be completed on this project as I will outline and identify below. The City will meet the deadlines spelled out below provided you can meet the deadlines as well. The time frames below we are committing to are specific only to this project, provided the deadlines are met)and do not apply to any other project. The primary item that sets the timeline for completion and filing of the project is the right-of-way vacation that is necessary in order to file the plat for this project. Until you notified us last week that you were interested in completing this project we did not know what your planned or desired schedule for completion of this project was. The last time we saw and discussed this project was in December 2005. The practice has been that we do not take forward vacations of existing right-of-way necessary for the filing of a new plan until that plan is ready to be completed and filed. There are several reasons for this, the primary one being that we do not want to give up our rights to the property until we know that a new plan, layout and plat is ready to be filed. Items and timeline requirements: The soonest that the plans, development agreement and plat can be finalized and filed would be May 31, 2006 provided the following deadlines are met. Right-of-way vacation 1. Scheduling of the ordinance for City Council hearings (May 2 and May 16). Deadline: April 19, 2006 Responsibility: City Engineering. 2. Before this item will be taken to second reading we will need the following items submitted: All off -site easements in final format and 3 copies of the final signed plat. Deadline: Monday May 8 (for a May 315t Filing/ completion). Responsibility: Lagunitas. 3. Providing information on the amount of money needed for the filing fee. Deadline: notification within 2 days following the first reading of the ordinance. Responsibility: City Engineering. 4. Recording of the right-of-way vacation. Deadline: 10 days following the second reading for the vacation ordinance. Responsibility: City Engineering. Development Agreement: 1. Need to receive development agreement language from: Stormwater and Natural Resources. Deadline: April 26, 2006. Responsibility: City.
