The following comments and concerns were expressed at the City staff
review meeting on September 7, 2005:
Engineering:
1. There is still some right-of-way that needs to be vacated.
2. The dedicated easements look pretty good.
3. The sight distance easement still needs to be completed.
4. Overall, the plans are looking pretty good. Another round of "formal"
review is not needed.
Stormwater:
1. Stormwater is not certain that all of the necessary easement exhibits
have been submitted to the City for review.
2. Bob Zakely of the Stormwater Utility wants to schedule a meeting with
the applicant's engineer.

erosion control plan.

It seems that all existing pond water surface elevations are from readings or
observations taken in the fall of 2000. Since this project will be built at
least 5 years later an updated pond water surface elevations would be a
good idea.

[9/9/05] Typically we do not allow public storm sewers under retaining
walls. If the pipes crossing retaining walls at the east end of Fossil
Boulevard, the storm sewers should be shown to be able to structurally
support the retaining walls. Additionally, please add a note to the utility
plans stating that in case these walls need to be disturbed for maintenance
of the pipes the reconstruction of the walls will be the responsibility of the
HOA.
Even though Storm Line 9 designed to be submerged and is currently
designed to be at 0.0 % slope, is there a possibility of introducing a minimal .
0.5 % grade to this line.

4. Appears to be inadequate space for electric meters south of the water
service on the west end of building C.
5. The electric services to buildings E & F will be within 3 ft. of the 8" fire
line.
6. The electric service line will be within 6 ft. of the sewer service to
building D.

Topic: Temporary Construction Easement

[9/6/05) Grading and other construction activity is show all the way to the
southern property line (adjacent to city owner Red -tail Natural Area).
Applicant has failed to initiate the required Natural Areas Easement
process, as earlier agreed. NRD is willing to attempt to provide a Natural
Areas permit to allow for minor encroachments from construction activity.
The applicant must complete a permit request (
http://www.fcgov.com/naturalareas/pdf/natural-areas-permit.pdf) and
provide for restoration including but not limited to revegetation and
regrading of any disturbed areas. Corp wetland mitigation may also apply.
Additional language will be included in the development agreement and with
the development construction permit. Failure to obtain either a natural
areas easement or permit may lead to stop work orders being placed on
project during the time of construction.

signed off. They will refuse them until they are scannable, even if it means
the mylars have to be resigned by everyone again.

sidewalk was illegible. Please make sure that the grades have been
designed to accommodate the sidewalk.
8/ 14/2: The serpentine sidewalk along College Avenue is not acceptable.
Please design to ADA guidelines and to our arterial cross section standard.
The sidewalk should run parallel to College with a series of landings as
outlined in the ADA guidelines.

indicated that for mail service a centralized delivery using a minimum of 5
centralized box units (CBU's, 5 Industry Type III) is required. Revise the
plan to show the required CBU locations as approved by the USPS. In all
cases the CBU's must be located in the public right-of-way or a designated
easement. Be advised that the responsibility of purchase and maintaining
the CBU's, with concrete pads, is that of the owner/developer/builder/HOA.
Prior to occupancy with the development approved receptacles must be in
place. A Delivery Agreement will be in place prior to any delivery of mail.
