Department: Transportation Planning Issue Contact: Hurt Ravenschlag Topic: Utility Plans Number: 523 Created: 8/26/2005 [8/26/051 See minor comments on sheet 28, 33, 34, 35, and 41. Number: 524 Created: 8/26/2005 [8/26/051 Use standard City bike lane signs and stencils. Number: 525 Created: 8/26/2005 [8/26/051 Coordinate design with City/CDOT US 287 Bike Lane Project. The following comments and concerns were expressed at the City staff review meeting on September 7, 2005: Engineering: 1. There is still some right-of-way that needs to be vacated. 2. The dedicated easements look pretty good. 3. The sight distance easement still needs to be completed. 4. Overall, the plans are looking pretty good. Another round of "formal" review is not needed. Stormwater: 1. Stormwater is not certain that all of the necessary easement exhibits have been submitted to the City for review. 2. Bob Zakely of the Stormwater Utility wants to schedule a meeting with the applicant's engineer. Page 13 1. Please schedule a meeting with Bob Zakely, 224-6063 to discuss the erosion control plan. Topic: Flows into underground parking Number: 534 Created: 9/9/2005 [9/9/05] Please show and explain how the flows from ramps leading to the underground garages will be handled. Topic: Grading Number: 533 - Created: 9/9/2005 [9/9/05] It is recommended that a cut off wall be designed onto the main run down where storm sewer line 1 enters the swale leading into Pond C to hold the grade in case erosion develops at this location. Topic: Landscape Plans Number: 530 Created: 9/9/2005 [9/9/05] The proposed tree in front o Building I does not mean the minimum 10 foot separation from the proposed storm sewer. Topic: Overflow Spillway for Water Quality Pond Number: 531 Created: 9/9/2005 [9/9/05] Please make sure that rip rap for the overflow spillway called out on the water quality pond is buried and seeded. Whenever possible call out rip rap to be buried. Topic: Pond Water Surface Elevations Number: 535 Created: 9/9/2005 [9/9/05] It seems that all existing pond water surface elevations are from readings or observations taken in the fall of 2000. Since this project will be built at least 5 years later an updated pond water surface elevations would be a good idea. Topic: Utility Plans Number: 532 Created: 9/9/2005 [9/9/05] Typically we do not allow public storm sewers under retaining walls. If the pipes crossing retaining walls at the east end of Fossil Boulevard, the storm sewers should be shown to be able to structurally support the retaining walls. Additionally, please add a note to the utility plans stating that in case these walls need to be disturbed for maintenance of the pipes the reconstruction of the walls will be the responsibility of the HOA. Even though Storm Line 9 designed to be submerged and is currently designed to be at 0.0 % slope, is there a possibility of introducing a minimal . 0.5 % grade to this line. Page 11 4. Appears to be inadequate space for electric meters south of the water service on the west end of building C. 5. The electric services to buildings E & F will be within 3 ft. of the 8" fire line. 6. The electric service line will be within 6 ft. of the sewer service to building D. Department: Natural Resources Issue Contact: Doug Moore Topic: Temporary Construction Easement Number: 527 Created: 9/6/2005 [9/6/05) Grading and other construction activity is show all the way to the southern property line (adjacent to city owner Red -tail Natural Area). Applicant has failed to initiate the required Natural Areas Easement process, as earlier agreed. NRD is willing to attempt to provide a Natural Areas permit to allow for minor encroachments from construction activity. The applicant must complete a permit request ( http://www.fcgov.com/naturalareas/pdf/natural-areas-permit.pdf) and provide for restoration including but not limited to revegetation and regrading of any disturbed areas. Corp wetland mitigation may also apply. Additional language will be included in the development agreement and with the development construction permit. Failure to obtain either a natural areas easement or permit may lead to stop work orders being placed on project during the time of construction. Department: PFA Issue Contact: Michael Chavez Topic: General Number: 519 Created: 2/ 15/2005 12/ 15/051 After reviewing this proposed project Poudre Fire Authority has no concerns or further comments at this time. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Box Culvert Inlet Box Control Number: 421 Created: 8/ 13/2003 [2/2/05) Provide a detail for the wing walls and riprap boulders associated with Storm Line 9 similar to the one provided for Storm Line 8. [8/ 13/03) The Inlet Box control detail for Storm Line 9 needs to be clarified. Two different elevations are called out for the spillway, one on the detail, the Page 9 Sheet 9 - Please contact Stormwater and Natural Resources regarding any grading shown greater than 4:1. Offsite grading shown (discussed under "Letters of Intent"). See redlines for other comments. Number: 400 Created: 8/8%2003 [9/ 13/05] Sheet 11, repeat, offsite grading can not occur without an easement from the RR. Also, is there a retaining wall here? Handrail indicated but no reference to a detail. Please show exactly what is getting built here. [2/l/05] [5/7/04] Scanning issues, grading shown exceeding 4:1, label the R of the curb return at Conejos and Fossil Blvd., offsite grading shown at the western property line (either pull it back on the property or obtain a grading easement from the RR), and label the slope ratio in the area of section C-C. Sheet 11 - Please see the comment given by Tom Reiff, Transportation Planning, regarding the ramps and detached sidewalk on the south side of Redtail Court (north side of the pond). Number: 404 Created: 8/8/2003 [9/ 13/05] Repeat. Still need design. [2/ 1 /05] If the footings for the retaining walls are on the neighboring property then you will need. permanent easements. If you can't construct the wall within your property boundaries then you will need temporary easements. [5/7/04] Repeat comment. Show limits of the grading easement needed from the property owner to the north. Scanning problems with this sheet, please see Appendix E6. See redlines for additional comments. Sheet 13 - Please provide the Grading Easement shown and remove the word "temporary". Correct the overlapped labeling and provide missing BW elevations. Number: 405 Created: 8/8/2003 19/ 13/05] Much better but wouldn't hurt to run these by JR in Tech Services before submitting again just to make sure your mylars will scan. You can do this just prior to submitting mylars too. [2/ 1 /05] Please see JR in Tech Services before resubmitting. The plans will not scan as is and Tech Services will not accept the mylars even if they are signed off. They will refuse them until they are scannable, even if it means the mylars have to be resigned by everyone again. [5/7/04] Repeat, shaded areas will not scan. Sheet 14 and 15 - Some areas are too dark to scan properly. Page 7 Number: 412 Created: 8/8/2003 [9/ 13/05] See redlines. [2/11/051 [5/7/04] Repeat. Sheet 39 - Provide elevations at each corner of the box so that they can set it in the field (this page or next, whichever makes more sense). Provide the size of the box culverts and the structural information from the manufacturer. Show the roadway placement, cover over the box, etc. (Keep in mind 12.2.2) Topic: Retaining Wall Details Number: 323 Created: 4/2/2003 [9/ 13/05] See redlines. [2/ 11/05] The details provided with this last submittal are incomplete. They need to be included as part of the Utility Plans and show where the property lines are in relation to the wall placement (including the geogrid) at each of the locations that are in or impact public row, utility easement or infrastructure. Please provide more information on the retaining walls. Will they have footings? How high are the ones in the natural areas? Topic: Scanning Number: 506 Created: 2/ 14/2005 (9/ 13/05] 12/ 14/05] See Appendix E6 for scanning requirements. Please meet with Technical Services before resubmitting the plans to make sure that the plans are acceptable. Topic: Site Plan Number: 379 Created: 8/5/2003 [9/ 13/05] Please see JR Wilson in Technical Services. [2/2/05] 14/30/04] Repeat comment. The site plan is still not scannable and will not be approved until it is. (08/05/03) See Appendix E6 for scanning requirements. Number: 536 Created: 9/ 13/2005 (9/ 13/05] Please show the complete sight distance triangle including the piece on the Woodley's property. Topic: Utility Plans Number: 32 Created: 8/ 14/2001 [9/ 13/05] See redlines for comments and questions (S1-S5 and sheet 41). [2/ 1 /05] The retaining wall design must be included in the utility plan set. [5/7/04] Keeping this comment open until resolved. This comment ties in with the new comment under General. 8/6/3: This comment is mentioned elsewhere, so please forgive the duplication. We will need the property line shown on the various cross sections so that we can determine whether or not construction easements Page 5 Number: 459 Created: 5/7/2004 [9/ 13/05) Phasing is now shown, however, do you want to install the waterline for Phase 2 in Phase 1 so that you avoid triple street cut fees later? If so, please add a note: Install with Phase 1. [2/2/05) [5/7/04) The site and landscape plans show phasing. Are the utility plans being phased as well? If so, the utility plans will need to reflect that. Number: 518 Created: 2/ 15/2005 [2/ 15/051 A public access easement through the underground garage is required. Topic: Grading Number: 236 Created: 8/ 16/2002 [9/ 13/05) What is the grade at the top of the walk along College Avenue at the north end of the property? Is it consistently 5% or does it change from spot to spot? [2/ 11 /05] Please label the slope on the reconfigured onsite sidewalk connection from College Avenue to the cul-de-sac. The grading around the sidewalk was illegible. Please make sure that the grades have been designed to accommodate the sidewalk. 8/ 14/2: The serpentine sidewalk along College Avenue is not acceptable. Please design to ADA guidelines and to our arterial cross section standard. The sidewalk should run parallel to College with a series of landings as outlined in the ADA guidelines. Topic: Landscape Plan Number: 380 Created: 8/5/2003 [9/ 13/05) [2/2/05) (05/05/04) Repeat comment. Please see Tech Services before resubmitting plans to make sure that plans are scannable. Revise the plan to show the required CBU locations as approved by the USPS. In all cases the CBU's must be located in the public right-of-way or a designated easement. Be advised that the responsibility of purchase and maintaining the CBU's, with concrete pads, is that of the owner/developer/builder/HOA. Prior to occupancy with the development approved receptacles must be in place. A Delivery Agreement will be in place prior to any delivery of mail.
