impact natural area / open space adversely, and d) would result in pond /
wetlands disturbance and destruction requiring substantial mitigation (which is
probably not physically possible) and requiring Army Corps of Engineers
approval (which is exceedingly unlikely).
5. Traffic studies indicate that even if built, virtually no one would use this roadway
connection because a) the road would go nowhere to the north except the
proposed Mason Street Corridor Terminal only two blocks away, b) there will be
excellent pedestrian / bike connectivity to such terminal, c) this road can go
nowhere to the south because it is blocked by Redtail Natural Area, d) Cameron
Mesa residents will use the signal light at Cameron and College, and e) people to
the north will use the planned signal light at Fairway and College.
6. This proposed roadway connection between Fossil Boulevard and Cameron
Drive is estimated to cost approximately $700,000 to construct and will, in our
opinion, never be built either with private or public money because of
environmental considerations and its very low cost -benefit ratio.

Dear Ron:
Attached is the intermediate context map which you requested.
I think this was a very good idea, not just for Transportation but for other departments
as well, to help see the extremely difficult and unique circumstances which exist for this
property and why some exceptions to general rules and principles are reasonable and
necessary.
In summary:
1. Property is geographically landlocked — ponds to the east, pond to the north,
natural area to the south, and railroad tracks to the west.
2. Good planning and natural resource considerations militate strongly for a
sensitive land plan which protects most of the undisturbed natural area (about
50% of the project).
3. There needs to be consideration of the fact that most of the project presently
exists as platted property (Cameron Park Second Filing) platted with no roadway
extension over the pond to Fossil Boulevard, and with some vested rights with
regard to this.
4. The alternative of extending Fossil Boulevard south with right angle turns to the
west and then to the south, then joining Cameron Drive a) would require
condemnation of private property, including part of a storm detention pond, b)
would require partially filling or a major bridge structure over a pond, c) would
