Date��_December-17, 2002� VIA Facsimile and US Mail Jon Prouty, President Lagunitas Companies, Building D Fort Collins, CO 80525 Dear Mr. Prouty: Subject: Redtail Residential and Office Park PDP This letter is to provide comment on the Wetlands Exhibit dated December 12, 2000, provided to the City on December 14, 2002. We have only two concerns with this exhibit: 1. The Open Water Mitigation Area on the northern end of the site has an engineered appearance. The design needs to comply with Sections 3.4.1 (G)(1) — Lakes, Reservoirs and Ponds and 3.4.1(1)(2) — Visual Character of Natural Features of the Fort Collins Land Use Code. 2. This exhibit assumes that the Natural Resources Department will accept a less then one to one ratio. Mitigation issues have not yet been resolved. Our department is willing to meet with you to resolve this issue. This wetland mitigation relates to what the Fort Collins Land Use Code requirements separate from what may be require be the United States Army Corp of Engineers. Please contact us to set a meeting to resolve these issues. Other outstanding Natural Resources issues that still will need to be resolved with the next submittal are: 1. Submittal of a diagram detailing all of the natural habitats and features with the associated required Land Use Code buffer zone standards and project encroachments. This diagram should also include the area of the buffer zone and the area of the encroachment calculating the percent of encroachment on the over-all buffer zone. 2. A report detailing that the removal of the wetlands on the southern end and what impacts may occur on the remaining portions of the wetland that are present on Redtail Grove Natural Area. 3. The project design shall address Section 3.4.1(1) of the Land Use Code — Design and Aesthetics.
