project, the 2nd point of access shall be at least 650 feet from the main point of access (Cameron
Drive), especially since they are both on the same side. It appears the two points are about 400
feet apart. Also [regarding item 2e] you are tying to negotiate emergency access across a private
parking lot. An Emergency Access Easement shall be dedicated to the City in accordance with
3.6.2(L)(2)(a) and 3.6.6(13)(4)(i). Please note, this does not constitute a second point of access
because a pinch point is only displaced further downstream on Cameron Drive. A "delta"
configuration does not constitute two points of access."
Perhaps if you choose to make the trail on the new "ledge," it could be designed and constructed
to also serve as his second emergency point of access.
Item 2 (last sentence) — Here you requested that "no further traffic impact studies be required." The TIS we
have for this was prepared for a different site configuration. We need a TIS update memo from
Matt Delich taking the new public streets into account. In the previous version, many of what
now are public streets were private drives. Also, the Fossil Boulevard connection to College was
much different.
In summary, we are starting to see the affects of major design revisions done with piecemeal staff routings. This is
exemplified in the fact that you have been meeting with Planning and Engineering, yet PFA is still very dissatisfied
with second point of access issues. The next iteration of this design should be submitted to the Current
Planning Department as a formal submittal. It will then be routed to the complete list of departments, and
follow our normal review process with formal comments provided to you.

This letter is in response to several faxes that you have sent to a variety of staff over the past several weeks
regarding the Redtail PDP.
The first fax, dated April 12, 2002 was an attempt to summarize the issues from recent meetings with staff. In that
fax, there are several items where staff does not agree with your summary of the issues:
Item 1 — The concept of the "ledge" at the west end of the northernmost pond for the future Mason Street
trail is a mandatory involvement of the Redtail PDP. The "soft path" was not offered as an
alternative to this "ledge," but was mentioned by Dave Stringer as a necessary component of the
design in addition the ledge.
On April 21, 2002, Dave Stringer, Troy Jones, Mark Jackson, and Kathleen Reavis met to discuss
this issue together to attempt to solidify the issue in an effort to respond to the April 12 fax. In
the discussion, it was clarified that the `ledge" would be for the purpose of your attempt to justify
an alternative compliance to the requirement [to 3.6.3(B) & 3.6.6(1))(4)(f)(2), see comment # 113
& #1IS from the 8/28/2001 and 1/24/02 comment sheets] that a street be built to connect between
the Cameron Mesa area and the Fossil Boulevard stub. After much internal staff discussion on
the issue, staff's position is that the `ledge" must be built as part of the PDP so that the
development does not preclude the ability of the adopted Mason Street Corridor trail to be
installed in the future. The location of a paved ADA accessible pedestrian/bicycle connection
between the Cameron Mesa northern most cul-de-sac and Fossil Boulevard can either be located
on this "ledge" (that must be built) or if you choose you can put the paved ADA accessible
pedestrian/bicycle connection in the location previously mentioned as the "soft path" location
(leaving the `ledge" without an improved path (this alternative would not preclude the need for
this PDP to build the "ledge"). The City Engineering Department will negotiate for the approval
of the `ledge" with the Burlington Northern Railroad.
Items 2a, 2b, 2c — Keep in mind that the interaction of the PDP with College Avenue is subject to CDOT
approval. Tess Jones from CDOT has indicated that this PDP will require that a median be
constructed in College Avenue the entire distance from Fairway Lane to Cameron Drive.
Additionally, CDOT will be requiring that a median be installed in Cameron Drive at the frontage
road to prevent conflicts of frontage road traffic attempting to turn left onto College and blocking
the intersection.
Item 2d, and 2e — These items were discussed with Engineering and Planning, but not with PFA. Ron
Gonzales has indicated the following: "Thank you for the detail of this fax. However, [regarding
item 2d] I wish to remind you that for a second point of access to count as that, it shall be a
