Pedestrian Issues
1. Need to extend the 6' public sidewalk eastward along Horsetooth Road to
connect with existing public sidewalk at UP RR track. (note: Transportation
Services has sent a prior letter to Jerry Brown regarding this issue and we have
not received any response - a copy of this letter was also provided to Current
Planning. Please forward another copy of this letter to the applicant again
along with this comment•sheet).
2. Move the public sidewalk and ped crossings (that are shown for the portion
of the site frontage between the two access points) northward to proper
alignment along Horsetooth - per City street standard for 4-lane arterial, 6' walk
and 10' parkway. Parkway width may need to vary in order to accommodate
existing landscaping.
3. Should provide pedestrian access from the public sidewalk to the main
building entrance that meets ADA requirements (the site plan shows all ped
access paths leading from the porte cochere to the building entrance with stairs
- should have at least one that uses a ramp instead).
4. Talk to Eric Bracke regarding design of handicapped parking space striping.

The standard erosion control notes are incomplete. Also, these must be on the
erosion control plan sheet, or there must be a note on the erosion control plan sheet
indicating where the notes/schedule/details are located.
Your plan shows straw bales on concrete/asphalt, this will not work, please chose a
different BMP.
Your project schedule indicates several BMP's (sediment trap, inlet filers, sand bags, etc) I
can't find on the plan??????
Your last erosion control note doesn't make sense. And, how is this site to be temporarily
seeded and mulched? It's all asphalt, building, or landscaping.
What is the point of having a silt fence around the site, then leaving a hole in that silt fence
at a low point (the sidewalk)? The fencing will funnel all runoff through the gap.

A fire lane is required. The fire lane shall be visible by painting and
signage,and maintained unobstructed. (97 UFC 901.3; 901.4.2;902.2.1)
NOTE: The fire lane shall run from entrance to entrance thru the parking lot
adjacent to Horsetooth as well as around the SW parking lot.
Address Numerals:
Address numerals shall be visable from the street fronting the property, and
posted with a minimum of 6-inch numerals on a contrasting background.
(Bronze numerals on brown brick are not acceptable). (97 UFC 901.4.4)
Water Supply:
No commercial building can be greater then 300 feet from a fire hydrant.
Fire hydrants are required with a maximum spacing of 600 feet along an
approved roadway. Each hydrant must be capable of delivering 1500 gallons of
water per minute at a residual pressure of 20 psi. (97 UFC 901.2.2.2)
Sprinkler Requirement:
This proposed building shall be fire sprinklered. (97 UFC 1003.2.9)
NOTE: When any portion of the facility or any portion of a exterior wall of the
first story of the building is located more then 150 feet from fire apparatus
access as measured by an approved route around the exterior of the building or
facility it shall be fire sprinklered. (97 UFC 902.2.1)

P. Section 3.2.2(J) of the Land Use Code requires that a minimum average
landscaped setback area of 15' be provided along arterial streets. How is this
requirement being met? It is possible that a modification of this standard
may have to be requested.
q. The lighting fixtures in the parking lot should be closer to 22' to 25' tall. Is
30' absolutely necessary? Also, the lighting source should be High
Pressure Sodium instead of Metal Halide. HPS is a much more "neighborhood
friendly" source of lighting, being a softer color rendition.

The following comments were expressed by staff at a Staff Review Meeting on
July 11th:
Engineering.....
a. This project is subject to the Larimer County Urban Area Street
Standards. The necessary/appropriate notes must be added to the utility
plans.
b. The property does need to be platted.
C. There is some necessary off -site grading that may require easements.
d. The City's Street Oversizing reimburses for 4' of a 6' wide sidewalk. The
additional 1', as shown on the Site Plan, will be at the expense of the
property owner/developer.
e. The proposed sidewalk along East Horsetooth Road is not in the street
right-of-way. How will the necessary public access easement be
conveyed, by plat or separate document?
f. An additional 27.5' of right-of-way, over what already exists, is needed
for East Horsetooth Road.
g. Is a 15' wide utility easement needed behind the street right-of-way, as
is normally required?
h. Is the height of the drive through under the porte cochere adequate to
allow for Poudre Fire Authority vehicles?
i. A sidewalk connection to the railroad tracks to the east must be
constructed as part of this development request.
j. The required parking lot (space) setbacks from the flowline of East
Horsetooth Road must be verified, as per the Larimer County Urbans Area
Street Standards.

k. A sidewalk connection to the east, to the railroad tracks, must be built
with this development. Please see the attached letter from Kathleen

service will need to be replaced. This will require a street cut in the asphalt and
