Collins Standards, please let me know if the striping shown is not in compliance. 5. Notes on plans have been acknowledged, and corrected where necessary. 29. The existing and proposed utility lines are shown on the landscape plan, with separation distances. 35. Refer to Plat, to be submitted upon completion by King Surveyors 40. Acknowledged. 43. Acknowledged. 44. Refer to Utility Plans. 45. The standard fire hydrant detail is shown on the detail sheet. 5. A survey Plat is currently being completed and will be submitted separately, upon it's completion. 6. The signage indicated on the curved planting wall has been deleted and the 'C' emblem has appropriately been identified as building signage. 7. The sidewalk in front of the Handicap parking stalls is flush with parking surface, and wheel stops will be used at the parking spaces, and there are ramps up to the top of curb elevation at either end of the parking spaces. 8. Additional Landscape islands have been added to the parking area. 9. The compact parking stalls have been changed to standard size stalls. 10. Building Envelope has been added and dimensioned as -requested. 11. Completed as requested. 12. Upon redesign of the parking area, there are a total of 171 parking stalls. Following are clarifications from the red -lined plan sheets. 1. It is anticipated that the asphalt cart path south of the Parking area will need to be removed due to grading of the paring area. A new path will be built just to the south of the existing path, as shown on the site plan. and will connect the Cart Barn to the new Clubhouse, as much of the existing asphalt in this area will retained as possible. In addition to these clarification, the drawing plans have been modified in response to these comments, and in an attempt to further refine the -design of the Site. The height of the Porte cochere shall comply with clearance requirements of the PFA, as outlined in response 'h' above. There are no proposed utilities in line with the Porte Cochere. There is an existing waterline that will remain in - place that crosses through this area. 36. See above response. 37. An Emergency Access Area is delineated on the Plat as requested. 38. It is our understanding that the continuatim of a sidewalk adjacent to Horsetooth Road has been resolved, with only minor details to be worked out; therefore, a variance request is not necessary. 39. Comer site distances have been verified by SA Miro, and are shown on the Site Plans. 41. The parking lot setback table per table 19-03 is blank for this particular situation (Arterial Road and parking for 100-750 spaces). We have verified that this distance is required to be 50'-0" with Marc Virata, of the City Engineering Department. Due to constraints on the site, the setback distance proposed is approximately 45%0". A variance request is submitted as a part of this submittal for this condition. 42. We have resolved the conflict of 2'-0" overhang for parking stalls adjacent to Horsetooth Road by detaching the sidewalk from the parking lot. 2. Acknowledged. 14. Acknowledged. 3. Acknowledged. 25. The screening shrub material used in front of the parking stalls adjacent from Horsetooth Road are not located within the site visibility triangle, and should not cause interference with traffic exiting from the site. The shrub hedgerow shown on the drawings is intended to meet compliance with Section 3.2.1(E)(4)(b) of the Fort Collins Land Use Code. If there is any further questions or concerns with regard to this matter, please contact me. 26. The finish floor of the clubhouse is approximately 4'-5' above the surface of the parking lot, and the plant material specified around the base of the building, and through out the parking (excluding trees) will grow to approximately 3'-4' in height, well below the windows of the building. We do not feel there is a sight visibility issue in this situation. If there are any further questions or concerns in this matter, please feel free to contact me. 1. 1. Refer to response `i' above regarding sidewalk connection to the east. 2. The sidewalk adjacent to the parking area has been moved away from the parking stalls. 3. The sidewalk adjacent to Horsetooth Road to the Building entry has an accessible route, refer to plans. k. See response T above. I. The walk / building entry has been redesigned so there are no stairs along this route, refer to plans. m. It is our understanding the striping shown on the plans is in conformance with ADA guidelines, please contact me if there is still some question regarding this matter. n. The sidewalk adjacent to Horsetooth Road has been redesigned, refer to plans. o. We have revised the planting plan so only low growing plant material is within the sight Visibility Triangle. p. The parking stalls are at a minimum of 26' from Horsetooth Road, and this area will be landscaped with a sidewalk, and I believe meets code. If there is any further clarification regarding this please contact me. q. After analyzing the site photometrics for a reduction in height from 30'-0" maximum to 25'-0", it has been determined that a minimum three (3) additional poles would be required to maintain adequate lighting levels throughout. The addition of these poles would increase both cost and visual clutter for the site and we propose maintaining the submitted 30'-0" pole height. In addition, while the perceived visual impact of HPS lamps is more 'neighborhood friendly', metal halide lamps have better color rendition and will provide better visibility throughout the project for security. Perimeter lighting levels will be maintained with either HPS of MH lamps per City criteria. Following are clarifications of selected written comments from each department. 15. Acknowledged. 16. The Handicap parking area has a direct route to the main entry of the building, and a direct route to the sidewalk on Horsetooth road. The routes are outlined on the Site Plan. 24. The exterior plaza which extends from the main entry towards Horsetooth Road meets the requirements for the "build -to" requirement as outlined in Section 3.5.(B)(1), as we discussed in person on July 24, 2001. 25. Deaf Mr. Olt: Landscape Architecture Urban Design Planning Following are responses, and clarifications to the first round of Staff Comments for the Collindale Golf Course Clubhouse Project Development 401 west Mountain Avenue Plan. The responses are numbered as they appear in the comment suite 201 Fort Collins. CO 80521-2604 package, faxed to our office on July 13, 2001. PHONE (970) 224-5828 FAX (970) 224-1662 We have acknowledged the comments and information noted from the July 11th Staff Meeting, and offer further clarification to some of these questions. a. Acknowledged. b. The City Surveyor is currently platting the site. C. The area of grading outside of the boundary is located on property owned by the subject property owner and therefore no grading easements are necessary. d. Acknowledged. e. A 24' Access Alignment is shown on the Plat to allow public access to the sidewalk along Horsetooth Road. f. There is currently no right of way on the south side of Horsetooth Road along this projects boundary. It was determined in a meeting on July 23, 2001 with staff and the applicant, that the plat being created for the Golf Course establish the right of way at the back of the existing curb. g. The City requests that no 15' wide utility easement be shown behind the right-of- way. h. The Fire Department requested that the clearance of the Porte Cochere be a minimum of 14' clear in height during the preapplication meeting. Actual clearance across the drive lane vaies from 14'-1" to 13'f" minimum. This clearance has been reviewed and approved verbally with Michael Chavez of PFA. i. During the meeting with staff and applicant on July 23, 2001, the sidewalk from the eastern limits of the clubhouse improvement area to the railroad right of way would be a separate review and construction from the this submittal of the Clubhouse area. It was discussed that an agreement may be drafted outlining the terms of this procedure. Please contact our office when staff has reached a final decision on how the sidewalk to the east will be treated in the review process. Parking Setback
