The following is a list a reasons for our position: Most importantly, City Plan and the City's Land Use Code as well as the Multi -modal Level of Service Manual require that new development projects construct facilities such as this sidewalk in order to provide pedestrian connectivity to their site. It is important for public development projects to follow the same requirements that would be placed on a private development. To leave this sidewalk out of your project would be contrary to these City regulations. Transportation Services would be willing to work with you and your staff to determine the most practical alignment and design for this sidewalk in order to minimize the impact on the golf course. 2. The 1987 letter regarding the Horsetooth widening project only referred to what needed to be done (or not done) by that earlier project given the development patterns at that time. The letter does not read that the sidewalks would never be built, just not as part of that project. Given the extent of development to the east of the golf course today, pedestrian activity is much greater. Also, the City's transportation policies and standards have improved over the last 13 years so pedestrian facilities are now considered to be a much more important component of the community's transportation system. It is not safe to expect pedestrians who are walking on the south side of Horsetooth Road to cross to the north side when the sidewalk ends in front of Collindale Golf Course. The only places on Horsetooth Road that are intended for pedestrian street crossings is at the signalized intersections of Lemay and at Timberline. Due to the high volume and high speed of traffic on Horsetooth (which is normal for a City arterial street), it is unsafe for pedestrians to try to cross mid -block between these two signalized intersections, therefore the sidewalk system should be continuous on the south side of the street in order to avoid mid -block pedestrian crossings. 4. Connectivity along Horsetooth Road for pedestrians is very important due to the future City trail that is planned along the Union Pacific Railroad. It is our understanding that this trail is being planned by the City's Parks and Recreation department and should be completed within the next several years. 5. Currently, pedestrians are walking along this portion of Horsetooth Road but due to the location of the existing golf course fencing, they are walking through the edge of the golf course — rather than along the roadway - so they are not protected by the existing fencing. Zoning 5 Issue Contact: Peter Barnes Property needs to be platted. Doesn't necessarily have to be a plat of the entire golf course, but at least the clubhouse parcel does since the clubhouse is considered to be a principal building.. (Section 3.3.1(A)(3)(b)(1). Show and label the lot lines on the site plan. 6 Issue Contact: Peter Barnes This property is in the neighborhood sign district. If signs are proposed on the building, the sign location must be shown. (I assume the "C" that is shown on the fireplace chimney is a sign. If so then needs to be labeled as such. They do show one building identification sign on the elevations. If that location is on a planter wall, rather than on a structural buildng wall, then it is considered to be a freestanding sign, and can only be allowed if the existing Horsetooth freestanding sign is removed). 7 Issue Contact: Peter Barnes Need to show handicap ramps at handicap parking spaces. 8 Issue Contact: Peter Barnes Can't have more than 15 parking spaces in a row without an intervening landscape island. (Section 3.2.1(E)(5)(e).) 9 Issue Contact: Peter Barnes Compact car stalls are only allowed in long-term parking areas. If they want to provide them as shown, they will have to be identified with raised signs that state "employee compact car parking only". Section 3.2.2(L)(2). 10 Issue Contact: Peter Barnes Show, label, and dimension a building envelope. Envelope must include the porte cochere. 9of10 Transportation Planning Issue Contact: Kathleen Reavis Pedestrian Issues 1. Need to extend the 6' public sidewalk eastward along Horsetooth Road to connect with existing public sidewalk at UP RR track. (note: Transportation Services has sent a prior letter to Jerry Brown regarding this issue and we have not received any response - a copy of this letter was also provided to Current Planning. Please forward another copy of this letter to the applicant again along with this comment sheet). 2. Move the public sidewalk and ped crossings (that are shown for the portion of the site frontage between the two access points) northward to proper alignment along Horsetooth - per City street standard for 4-lane arterial, 6' walk and 10' parkway. Parkway width may need to vary in order to accommodate existing landscaping. 3. Should provide pedestrian access from the public sidewalk to the main building entrance that meets ADA requirements (the site plan shows all ped access paths leading from the porte cochere to the building entrance with stairs - should have at least one that uses a ramp instead). 4. Talk to Eric Bracke regarding design of handicapped parking space striping. 5. See notes on site plan. Water Wastewater 30 Issue Contact: Jeff Hill Show all existing and proposed water/sewer lines on landscape plans and provide required landscape/utility separation distances. 35 Issue Contact: Jeff Hill Provide utility easements for fire hydrants and sanitary sewer mains/manholes 40 Issue Contact: Jeff Hill Our records indicate that the existing sanitary sewer manhole located on this property will require modification to the base before a sanitary sewer service can be connected. 43 Issue Contact: Jeff Hill The maximum size for a sanitary sewer service is 6-inch. All sanitary sewer services which connect to an existing manhole must be connected through a core drilled hole. 8of10 PFA 4 Police 25 26 Issue Contact: Michael Chavez Required Access: A fire lane is required. The fire lane shall be visible by painting and signage,and maintained unobstructed. (97 UFC 901.3; 901.4.2;902.2.1) NOTE: The fire lane shall run from entrance to entrance thru the parking lot adjacent to Horsetooth as well as around the SW parking lot. Address Numerals: Address numerals shall be visable from the street fronting the property, and posted with a minimum of 6-inch numerals on a contrasting background. (Bronze numerals on brown brick are not acceptable). (97 UFC 901.4.4) Water Supply: No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. (97 UFC 901.2.2.2) Sprinkler Requirement: This proposed building shall be fire sprinklered. (97 UFC 1003.2.9) NOTE: When any portion of the facility or any portion of a exterior wall of the first story of the building is located more then 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility it shall be fire sprinklered. Light & Power 2 No Comments Natural Resources 14 No Issues - 6of10 Issue Contact: Bruce Vogel Issue Contact. Doug Moore the driveway entries, that could create some sight and security problems. Planning..... P. Section 3.2.2(J) of the Land Use Code requires that a minimum average landscaped setback area of 15' be provided along arterial streets. How is this requirement being met? It is possible that a modification of this standard may have to be requested. q. The lighting fixtures in the parking lot should be closer to 22' to 25' tall. Is 30' absolutely necessary? Also, the lighting source should be High Pressure Sodium instead of Metal Halide. HPS is a much more "neighborhood friendly" source of lighting, being a softer color rendition. Engineering 27 Issue Contact. Marc Virata Need new utility plan general notes as the project is under LCUASS. 28 Property needs to be platted. (Perhaps dependent on the discussion regarding dedication of easements on City property.) 33 Issue Contact: Marc Virata On arterial streets, 15' utility easement behind the right-of-way is dedicated. (Again, perhaps dependent on the discussion regarding dedication of easements on City property.) 34 Issue Contact: Marc Virata What is the design of the porte cochere in regards to clearance, structural design, open face, etc. The design should ensure that utilities aren't needing to use the area beneath the structure for utility placement both in the typical right-of-way and utility easement areas. 5of10 The following comments were expressed by staff at a Staff Review Meeting on July 11th: Engineering..... a. This project is subject to the Larimer County Urban Area Street Standards. The necessary/appropriate notes must be added to the utility plans. b. The property does need to be platted. C. There is some necessary off -site grading that may require easements. d. The City's Street Oversizing reimburses for 4' of a 6' wide sidewalk. The additional 1', as shown on the Site Plan, will be at the expense of the property owner/developer. e. The proposed sidewalk along East Horsetooth Road is not in the street right-of-way. How will the necessary public access easement be conveyed, by plat or separate document? f. An additional 27.5' of right-of-way, over what already exists, is needed for East Horsetooth Road. g. Is a 15' wide utility easement needed behind the street right-of-way, as is normally required? h. Is the height of the drive through under the porte cochere adequate to allow for Poudre Fire Authority vehicles? i. A sidewalk connection to the railroad tracks to the east must be constructed as part of this development request. j. The required parking lot (space) setbacks from the flowline of East Horsetooth Road must be verified, as per the Larimer County Urbans Area Street Standards. Transportation Planning..... k. A sidewalk connection to the east, to the railroad tracks, must be built with this development. Please see the attached letter from Kathleen Reavis to Jerry Brown. I. A sidewalk connection without stairs must be made from the new building to the public sidewalk along East Horsetooth Road. M. The handicapped parking spaces marking and striping must meet the current standards. n. The proposed sidewalk along East Horsetooth Road should not be attached to the parking lot. Police Services..... o. There are some plants being used on the Landscape Plan, primarily at the driveway entries, that could ciroeple some sight and security problems. 46 3of10 Issue Contact: Steve Olt 20 Issue Contact: Steve Olt Matt Baker of Street Oversizing (Engineering Department) offered the following comments: a. This request is just to replace the existing clubhouse. No street oversizing fees are due. b. There is a street oversizing reimbursement due for the oversized portion of the sidewalk on East Horsetooth Road. Please contact Matt, at 224-6108, if you have questions about these comments. 21 Issue Contact: Steve Olt Robert Lopez of AT&T Broadband (cable TV) indicated that AT&T has fiber optic cable on South Lemay Avenue (on the east side) and on East Horsetooth Road (on the north side). 22 Issue Contact: Steve Olt Len Hilderbrand of Excel Energy (Public Service) indicated that the existing gas service will need to be replaced. This will require a street cut in the asphalt and the old service cut off at the gas main. Please contact Len, at (970)225-7848 to schedule the necessary work. Some gas re-inforcement may be required, depending on new loads. 23 Issue Contact: Steve Olt Rick Lee of the Building Inspection Department indicated that he is attaching the various codes that the City Building Department will enforce. With the limited information provided, he wants to inform the applicant that the handicapped parking appears to be on the opposite side of the building's accessible route. 24 Issue Contact: Steve Olt At least 30 percent of the total length of the building must be located within 10' to 25' of the right-of-way for East Horsetooth Road, an arterial street, as set forth in Section 3.5.3(B)(2)(a) of the Land Use Code.
