a. Recommend that the USFS conduct a neighborhood meeting as soon as
practical to inform adjacent property owners and receive input.
b. Refer to Section 3 (General Development Standards), and Section 4.10
(POL Zoning District) in the Land Use Code for the standards that apply to
your propose development. The Land Use Code is available to view on
the web at www.ci.fort-collins.co.us/CITY HALL/CODES.

will work with the Forest Service to determine a reasonable approach to
providing service to the proposed buildings.
c. The water conservation standards for landscape and irrigation will apply to
the site.
d. Plant Investment Fees and water rights for any new or expanded services
will be due prior to connecting to the City water or sewer systems.
5. Natural Resources:
a. If there any prairie dogs on site, they should be relocated or humanely
eradicated prior to any construction.
b. Code requires a 50' buffer from upland grass areas.
c. Request Ecological Characterization Study.
d. Trash enclosures should accommodate recycling containers of sufficient
size to accommodate the type of recycling appropriate for the building use
(cardboard, cans, plastics, etc.), and dumpsters should be enclosed within
a fenced or walled area.
e. We ask that a single trash hauler be used to minimize traffic impacts.
f. Native grasses and plant materials should be used wherever appropriate,
and bluegrasses should be minimized.
g. Contact Larimer County for fugitive dust control permit.
6. Fire Department:
a. Fire Department was not represented; however Mr. Bardsley indicated
that he already met with them.
b. Contact Ron Gonzales of Poudre Fire Authority for more information.
7. Light and Power:
a. Utilities need to be placed underground.
b. A site plan and plat is needed for review.
c. Coordinate transformer location.
d. Normal development fees apply.
e. C-1 form is required.
8. Transportation:
a. Contact Eric Bracke to determine if a Transportation Impact Study is
needed. If so, the TIS should address all modes of transportation
including vehicle, bicycle, pedestrian and transit. Contact Eric Bracke
(vehicular), Mark Jackson (ped & bike), and Gaylene Rossiter (transit) for
scoping.
b. Recommend a trail connection to adjacent trail.
c. Improvements to Hemlock are needed.
d. Contact Kathleen Reavis regarding the North College Avenue Access
Management Plan.

d. Be sure to adhere to the build -to line standards in article 3.5.3.
e. The parking lots need at least 6% interior landscaping.
2. Stormwater Utility Department:
a. Zoning - No building permit is required so the consultants will need to
coordinate through the Engineering Department for the Utility reviews and
comments. Advisory Review will still be coordinated through the Planning
Department.
b. This site is in the Poudre River drainage basin where there are no new
development fees. The site is in inventory grid #7F.
c. Critical facilities such as this are not allowed in the 500-year floodplain.
d. The standard drainage and erosion control reports are normally required
and a professional engineer registered in Colorado must prepare them.
e. The standard site release is the 2-year historic with detention of the 100
year inflow. This could be different if the Natural Resource Department is
willing to accept a different release rate across Legacy Park. They may
also be dedicating an easement for the increased runoff.
f. Extended detention is required for the "water quality capture volume" to
treat the runoff from the site.
3. Engineering Department:
a. Street Oversizing Fees are $3.70/s.f. gfa for office, and $1.06/s.f. for light
industrial. Street Oversizing fees have been recently updated, so check
with Matt Baker for the specific amount of this fee for your project.
b. The project will require a Transportation Impact Study (TIS) that
addresses site access, and all modes of transportation including
automobile, bicycle, pedestrian, and transit.
c. Dedication of right-of-way for Hemlock Street may be necessary.
d. Applicant is responsible for improvements to streets adjacent to the site.
There are new design standards for City and County streets that are soon
to be adopted.
e. Code requires connection to an improved arterial. North College Avenue
is closest arterial in this instance.
f. Repair and replace any damaged sidewalk. If no sidewalk exists, build to
standard.
4. Water & Wastewater Utility:
a. There is an existing 12-inch water line and 12 inch sewer line in Hemlock
to the East and parallel to the railroad North of Hemlock.
b. A single 2-inch water service and a single 6-inch sanitary sewer service
serve the existing complex which includes several buildings. City Code
requires separate services for each building; however, since this is a
Federal facility which is technically exempt from local requirements, we

The purpose of this letter and the attached comment sheet is to follow-up on our
conceptual review meeting from January 29, 2001. We welcome the opportunity
to work with you towards creating a successful project that will be a positive
addition to the City.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project. Our intent is to make the conceptual review
process as comprehensive as possible, please be aware that modifications and
additions to these comments may be made at the time of formal review of this
project.
