9. A full traffic impact analysis (traffic study) should be required.
10. The applicant's stated goal of creating "an efficient vehicular circulation system while
discouraging extraneous traffic from going through individual neighborhood clusters," while
admirable, would be better served by using a grid system with narrow enough streets that parking
on both sides would serve as "traffic calming." The proposed street layout is neither "neo-
traditional," nor efficient.
11. Residential uses should be removed from the list of allowable uses on Parcel "U" (Future Mixed -
Use Development). Since the applicant has stated that they would like to integrate "neo-
traditional" planning concepts, Parcel "U" should be moved to within easy walking distance (5-10
minutes) of all residential units. The Village Green should be placed in the direct center of the
development and Parcel "U" should be alongside the Village Green, and not along an arterial.
12. The developer should provide street trees and detached sidewalks along both CR 36 and CR 9.
Also, the proposed ROW sections provide ample room for detached sidewalks and street trees on
both sides of all of the internal streets. Such additions will help mitigate and minimize the
impacts of garages and driveways on the streetscapes. In general, the pedestrian circulation
system (which should equally include bicyclists) should be substantially enhanced from that
shown on the plans.
13. We would recommend that the plans stipulate the exclusive use of down -directional, sharp cut-off
lighting fixtures set at appropriate heights. Please advise the applicant to contact Fort Collins
Light and Power about their. Lighting Design Review service. This service offers
consultation/review of site lighting (pole -mounted or otherwise) and indoor lighting design with
respect to cost and energy efficiency, glare, overflow minimization, and other concerns in as little
as two weeks. For more information regarding this service please contact Doug Swartz and/or Jon
McHugh of Light and Power at 221-6700.

Dear Russell,
City staff has reviewed the Fossil Lake Villages PUD and offers the following comments:
This proposal appears to be making use of the TDR system that is not yet established. Who will
be managing the banking of development rights, and how? How much (i.e., percentage) of the
receiving zone would be occupied by this proposal? How much would remain?
2. If annexation is contemplated for the future, all streets should meet UGA standards.
3. Appropriate right-of-way (ROW) and improvements must be made for all roads along the frontage
of this property. County Road 9 and County Road 7 are currently considered Collectors. County
Road 36 is currently considered an arterial street. Currently, CR 9 and CR 36 are both well below
standard.
4. Are there any existing or planned access points on the east side of CR 9 or on the north side of CR
36? These should be shown on the plans. Access points into this PUD should line up with or be
adequately separated from access points on the opposite side of the road.
5. Any dead end streets (including County Roads) must be terminated in public turn-arounds meeting
the minimum standards of the Poudre Fire Authority.
6. All off -site road improvements must be done as necessary and as warranted by traffic impacts.
7. Between parcels B, G, K and F a roundabout is shown with a median in the southern leg of it; this
will not work. The median and the roundabout are both fine ideas but, as configured, will not
work well together.
8. Many roundabouts are shown on this plan. These will not be very effective in slowing traffic
unless a stop is provided on all three legs of the intersection. It does not appear possible, however,
with the number of roundabouts shown that stop signs will be warranted at all of those
intersections.
