Study," May 1997. The analysis (year 2015) indicated that
acceptable operation could be achieved with various
improvements to the street system. It is expected that all
impacted streets would be paved to a cross section sufficient
enough to handle the traffic at various levels of development.
Both CR9 and CR36 will be minor arterials, as shown on the
Fort Collins Master Street Plan. Other street classifications
within Fossil Lake Villages would be determined when the
traffic impact study is completed.
In late April 1997, I met with Rex Burns, Latimer County
Engineer, and Eric Bracke, Fort Collins Traffic Engineer, to
discuss the traffic/transportation aspects of Fossil Lake
Village. Both engineers indicated that the proposed layout
did not conform with the Fossil Creek Reservoir Area Plan.
Eric also indicated that the plan did not conform with City
Plan. These statements were made without benefit of the trip
generation analysis described above. Eric also suggested that
the Fossil Lake Villages plan be discussed with City and
County Planners prior to submission.
From a traffic/transportation perspective, the proposed
Fossil Lake Villages is not dramatically different than the
land uses contained in either the Fossil Creek Reservoir Area
Plan or City Plan. In my judgment, the transportation impacts
at the key intersections and street segments would be similar
under any of the plans.

This memorandum documents my initial analyses and meeting

pertaining to Fossil Lake Villages. This parcel is roughly

located between CR36 and Fossil Creek Reservoir, and between
Z

CR9 (extended) and CR7 (extended) in Larimer County. The

total land area is approximately 465 acres. This parcel is

within the area covered by the Fossil Creek Reservoir Area

Plan (draft - 3/97). That plan covers an area comprising 5453

acres, of which 2512 acres are termed as developable. A

cursory review of the Fossil Creek Reservoir Area Plan

indicates some of the streets are not sensitive to the land
forms, streams, ditches, and wetland areas. It appears that
a grid street system was merely dropped on the area without
consideration of whether it could be constructed as such.
This may have been the charge given to the consultant for this
level of analysis.
The proposed Fossil Lake Villages consists of 408
dwelling units, plus 15 dwelling units by other land owners.
These units are primarily single family detached units. The
expected trip generation will be: daily - 4040 trip ends,

morning peak hour - 321 trip ends, and afternoon peak hour -

427 trip ends. This same area would yield approximately 680

dwelling units based upon the Fossil Creek Reservoir Area

Plan. The Fossil Creek Reservoir Area Plan also indicates a

small neighborhood commercial area, an elementary school site,

and two neighborhood parks in this same area. It is concluded

that the overall trip generation from the proposed Fossil Lake

Villages would be less than that expected from the same area

if the Fossil Creek Reservoir Area Plan were followed.

be Timberline Road via CR36, CR9 to Harmony Road, CR7 to

simplified gravity model to this development indicates that

CR36 to Timberline Road and CR9 to Harmony Road would carry

the bulk of vehicle trips. County Road 7 and the Frontage
