DWRF City of Fort Collins TO CC FROM: DATE: RE: Utilities - light & power • stormwater • wastewater • water MEMORANDUM Cameron Gloss, Director of Current Planning John Fischbach, City Manager Paul Eckman, Deputy City Attorney Michael Smith, Utilities General Manager Brian Janonis, Water Resources & Treatment Manager October 23, 2001 Johnson Property Development Issues This memo is intended to address two issues raised at the October 18 Planning and Zoning Board meeting; 1) The City's attempts to purchase the Johnson Property as buffer around the Drake Water Reclamation Facility (DWRF), and 2) Odors. The City of Fort Collins has tried to purchase the lower portion of the Johnson Farm near the DWRF for many years. Most of these attempts, dating back to the early 1980s, were in the form of verbal inquiries as to the landowner's willingness to sell. These inquiries were answered by a verbal refusal on the part of the landowner. In 1999, the City made a written offer to purchase the land. Several City departments collaborated to work through Fred Croci of Wheeler Commercial Realty. It is my understanding that Wheeler representatives contacted the landowner several times to discuss this offer. As stated in the attached letter dated April 23, 1999, the City offered $1,400,000 for the lower portion of the farm. This offer was again refused. Regarding odors, these are a natural by-product of the wastewater treatment process. This is why it is very beneficial to have buffer lands surrounding such facilities. Until recently, we have not had development in close proximity to DWRF. Nonetheless, we have spent considerable resources researching and installing odor control measures for our biotowers and sludge handling facilities. As odors disperse into the atmosphere, they are diluted and become less noticeable. The dilution depends on wind, direction, and other atmospheric conditions. As shown on the attached customer complaint log, we get very few complaints about DWRF odors. However, the majority of these complaints have originated from properties far beyond the minimum 1,000-foot buffer distance currently proposed for the Land Use Code: Lakeshore Cr. Approx. 7000 feet West Antelope Dr. Approx. 7500 Feet South County Rd. 3F Approx. 3 miles East Box Elder Approx. 7500 feet North I hope this information provides you helpful background and history on this issue.
