CONCLUSIONS ' This study assessed the impacts of the Sidehill Development on the short range (2006) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: ' - The development of the Sidehill Development (PDP) is feasible from a traffic engineering standpoint. At full development, the ' Sidehill Development will generate approximately 2055 daily trip ends, 156 morning peak hour trip ends, and 200 afternoon peak hour trip ends. ' - Current operation at the key intersections is acceptable with existing controls and geometry. ' - Peak hour signal warrants will not be met at any of the stop sign controlled intersections. - In the short range (2006) future, given development of the Sidehill Development and an increase in background traffic, the key intersections will operate acceptably, with the recommended geometry shown in Figure 8. Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi -modal transportation guidelines. 19 Farm Commercial (future), 2) the Mansion Park residential neighborhood west of the site (future), and 3) the existing residential area southwest of the site. There are four schools within 1.5 miles of the Sidehill Development: 4) Fort Collins High School, 5) Riffenburgh Elementary School, 6) Boltz Junior High School, and 7) Shepardson Elementary School. According to the Poudre School District, this area will be served by Fort Collins High School, Lesher Junior High School, and Laurel Elementary School. Both Lesher Junior High School and Laurel Elementary School are more than 1.5 miles from the Sidehill Development. Only those schools that will serve the Sidehill Development were included in the pedestrian level of service analysis. This site is in an area type termed "school walking area" and "activity center." The level of service determination assumes that future residential developments (namely, Mansion Park and Rigden Farm) will build their streets and adjacent streets in accordance with Fort Collins Standards. This being the case, pedestrian facilities will exist where they currently do not. This is a reasonable assumption. If this does not occur or is not accepted by the City, then acceptable pedestrian level of service cannot be achieved. The Pedestrian LOS Worksheet is provided in Appendix E. The minimum level of service for "activity center" is B for all categories. The minimum level of service for "school walking area" is B for all categories, except for visual interest and amenities which is LOS C. With the assumed future pedestrian facilities along future streets, the pedestrian level of service will be acceptable. Bicycle Level of Service Appendix E shows a map of the area that is within 1320 feet of the Sidehill Development. Based upon Fort Collins bicycle LOS criteria, there is one destination area within 1320 feet of the Sidehill Development. This is the "activity center" indicated on the Fort Collins Pedestrian Plan, located in the area of the Timberline/Drake intersection. This "activity center" will likely be the future Rigden Farm Commercial development. A bicycle LOS worksheet is provided in Appendix E. Transit Level of Service Currently, this area is not served by Transfort. The Fort Collins Transit System Map shows that Timberline Road will be a high frequency transit corridor with 20 minute service. Drake Road will be served by feeder route service at 30 minute headways. Transit level of service will be at B. The Sidehill Development will be within 1320 feet of a high frequency or feeder transit route in the future. Calculation forms for these analyses are provided in Appendix D. The key intersections will operate acceptably. Geometry As described earlier and shown on the site plan (Figure 3), the following general public site accesses are proposed: a right- in/right-out access (Street A) to Drake Road; a full -movement access (Street D) to Drake Road; a right-in/right-out access (Street B) to Timberline Road; and a right-in/right-out/left-in access (Street D) to Timberline Road. The right-in/right-out access and the two right -in/ right-out/left-in accesses will be enforced by center medians in Timberline Road and Drake Road. The Drake/Street D intersection will be a full -movement intersection with stop sign control on Street D. When Iowa Drive is completed in Rigden Farm, it will line up with Street D and have stop sign control. The current design for the Drake/Illinois intersection provides for right-in/right-out movements at Street A and right-in/right-out/left-in movements at Illinois Drive. The two existing public street intersections (Timberline/Drake and Timberline/ Prospect) were analyzed with signal control. The geometry shown at the Timberline/Prospect intersection is that necessary to achieve acceptable operation. Improvement to this intersection is considered to be a City capital improvement project. Without City participation, it is doubtful that any single development could bear the cost of improvement at this intersection. The recommended short range (2006) geometry is shown schematically in Figure 8. Street Network Issues The Johnson Farm Property ODP shows a street network with a connection to Sharp Point Drive, within the Prospect East Business Park. This connection is shown on the Fort Collins Master Street Plan. This will provide network connectivity, which is a goal of City Plan and is considered to be good transportation planning. With development of this Sidehill PDP, the connection to Sharp Point Drive will have minimal impact. It will primarily impact (reduce) the northbound right turns and westbound left turns at the Timberline/Prospect intersection. However, it will not change the traffic volumes enough at this intersection to achieve acceptable operation with the existing geometry. It is concluded that connection to Sharp Point Drive is not necessary with development of this Sidehill PDP. Pedestrian Level of Service Appendix E shows a map of the area that is within 1320 feet of the Sidehill Development. There will be three pedestrian destinations within 1320 feet of the Sidehill Development. Future year data was obtained from the NFRRTP and other traffic studies. Figure 4 shows the trip distribution used for the Sidehill Development. This is the same trip distribution as that used in the "Johnson Farm Property Transportation Impact Study." Background Traffic Projections Figure 5 shows the short range (2006) background traffic projections. Background traffic projections for the short range future horizon was obtained by reviewing the NFRRTP and various traffic studies prepared for this area of Fort Collins. The other traffic studies in this area are for Rigden Farm Phases 1 and 2, The Willow at Rigden Farm, Rigden Farm Commercial, Mansion Park, and Centerpoint Plaza. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 6 shows the site generated peak hour traffic assignment. Figure 7 shows the total (site plus background) short range (2006) peak hour traffic at the key intersections. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. Peak hour signal warrants will not be met at any of the stop sign controlled intersections. operation Analysis Capacity analyses were performed at the key intersections. The operations analyses were conducted for the short range analysis, reflecting a year 2006 condition. The intersection geometry used in the various analyses is that which is currently existing or needed to achieve acceptable operation in the short range future. Using the traffic volumes shown in Figure 5, the key intersections operate in the short range (2006) background condition as indicated in Table 3. Calculation forms for these analyses are provided in Appendix C. The key intersections will operate acceptably during the peak hours with the improved geometry at the Timberline/Prospect intersection. PROPOSED DEVELOPMENT ' The Sidehill Development is a residential development, located in the northeast quadrant of the Timberline/Drake intersection in Fort Collins. Figure 3 shows a site plan of the Sidehill Development. The short range analysis (Year 2006) includes development of the Sidehill Development and an appropriate increase in background traffic, due to normal growth and other potential developments in the area. The long range future was analyzed in "The Johnson Farm Property Transportation Impact Study," January 2002. Therefore, a long range analysis is not provided in this study. The site plan shows the Sidehill Development indicating the primary accesses to the arterial streets adjacent to the Sidehill Development. The control and allowed movements at each access are: a right-in/right-out access (Street A) to Drake Road; a full -movement access (Street D) to Drake Road; a right-in/right-out access (Street B) to Timberline Road; and a right-in/right-out/left-in access (Street D) to Timberline Road. These accesses were addressed in "The Johnson Farm Property Transportation Impact Study" and in the "Mansion Park Transportation Impact Study." The allowed movements and locations were agreed upon previously. It is expected that until the full median treatment is constructed on both Timberline Road and Drake Road, all access can function as full -movement intersections. However, in this TIS, these intersections were analyzed with the turn limitations described above. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 6t" Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. Table 2 shows the expected trip generation on a daily and peak hour basis. It should be noted that in the "Johnson Farm Property Transportation. Impact Study," July 2001, this area had 145 single family dwelling units and 385 townhome dwelling units. The daily and peak hour trip generation in the "Johnson Farm Property Transportation Impact Study" was approximately 1.8 times that used in this study. There are no sidewalks on the east side of Timberline Road. However, these sidewalks will be constructed with the development of the First Assembly of God Church and Rigden Farm Commercial. There are currently no sidewalks along Drake Road. However, when these roads are built to arterial standards, sidewalks will be included in the respective cross sections. Sidewalks are/will be incorporated within this development. Bicycle Facilities Bicycle lanes exist or can exist within the cross section of ' Timberline Road, Drake Road, and Prospect Road per Fort Collins standards. Other streets that require bike lanes are beyond 1320 feet from the Sidehill Development site. Transit Facilities ' Transfort currently does not serve this area of Fort Collins. At Timberline Road, Prospect Road has two travel lanes in each direction, eastbound and westbound left -turn lanes, and limited bike facilities. The existing speed limit in this area is 40 mph. The Timberline/Prospect intersection has signal control. Existing Traffic Recent peak hour traffic counts at the key existing intersections are shown in Figure 2. The traffic data for the Timberline/Drake and Timberline/Prospect intersections was collected in February 2002. Raw ' traffic counts are provided in Appendix A. Existing Operation The counted intersections were evaluated using techniques provided in the 2000 Highway Capacity Manual. Using the peak hour traffic shown in Figure 2, the peak hour operation is shown in Table 1. Calculation forms are provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity ' Manual and a table showing the Fort Collins Motor vehicle LOS Standards (Intersections) are also provided in Appendix B. The key intersections operate acceptably overall during both the morning and afternoon peak hours. Acceptable operation at signalized intersections during the peak hours is defined as level of service E or better in a mixed -use district. At unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg for an arterial/local intersection or a collector/local intersection. While the analyses show that acceptable operation occurs at the ' Timberline/Prospect intersection, observation indicates otherwise. During the peak hours, the northbound queue routinely backs up more than 0.5 miles south of Prospect Road. This length of queue indicates that ' there is currently inadequate geometry northbound on Timberline Road at Prospect Road. In addition to this, there is a high (>200 vph) eastbound right -turn volume on Prospect Road during the peak hours. ' Provision of a northbound right -turn lane, an eastbound right -turn lane, and dual northbound left -turn lanes would greatly improve the operation of the Timberline/Prospect intersection. Right -turn lane improvements ' are generally considered to be relatively easy to implement. However, due to the Timberline Road bridge and other physical constraints, these lanes are not practical without an overall improvement to this intersection. This level of improvement will likely be undertaken by ' the City as a capital improvement project, with contribution from land developments that impact this intersection. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily either vacant (agriculture) or residential. A residential development (Rigden Farm) is under construction to the south of the site. The Mansion Park residential development, located west of the site; and the Rigden Farm Commercial development, located south of the site, are currently going through the land development approval process in Fort Collins. Currently, these properties are in agricultural use or are vacant. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. The center of Fort Collins lies to the west of the proposed Sidehill Development. The Timberline Road corridor, according to the City of Fort Collins Structure Plan, will have a mixture of land uses, including employment, residential, industrial, and commercial. As such, it is considered to be a "Mixed Use District." Roads The primary streets near the Sidehill Development site are Timberline Road, Drake Road, and Prospect Road. Timberline Road is to the west of the Sidehill Development site. It is classified as a six - lane arterial beyond the year 2015 on the Fort Collins Master Street Plan. Currently, Timberline Road has a four -lane cross section near the Sidehill Development site. Just north of Drake Road, Timberline Road narrows to a two-lane cross section. This cross section continues to/through Prospect Road. At Drake Road, Timberline Road has two travel lanes in each direction, dual northbound left -turn lanes, a southbound left -turn lane, northbound and southbound right -turn lanes, and bike facilities. At Prospect Road, Timberline Road has northbound and southbound left -turn lanes, a southbound through lane, a southbound right -turn lane, a northbound combined through/right-turn lane, and bike facilities. The existing speed limit in this area is 40 mph. Drake Road is south of the Sidehill Development site. It is an east -west street designated as a four -lane arterial west of Timberline Road and a two-lane arterial east of Timberline Road on the Fort Collins Master Street Plan. Currently, it has a two-lane cross section adjacent to the site. At Timberline Road, Drake Road has two travel lanes in each direction, dual eastbound left -turn lanes, a westbound left -turn lane, an eastbound right -turn lane, and bike facilities. The east leg of Drake Road, adjacent to the Sidehill Development, will be completed with this PDP and in conjunction with development of the Rigden Farm Commercial Parcel. The existing speed limit in this area is 40 mph. The Timberline/Drake intersection has signal control. `a I. INTRODUCTION This transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed Sidehill Development. The proposed Sidehill Development is located in the ' northeast quadrant of the Timberline/Drake intersection in Fort Collins, Colorado. The Sidehill Development is within the Johnson Farm Property. A transportation study for the Johnson Farm Property was prepared in July 2001. That transportation impact study considered full development of the entire Johnson Farm Property as an overall development plan. This is a PDP level transportation impact study for a portion of that ODP. The number of dwelling units in this PDP is substantially less ' than that shown in this same area in the "Johnson Farm Property Transportation Impact Study," July 2001. ' During the course of the analysis, numerous contacts were made with the project planning consultant (James Company), the Fort Collins Traffic Engineering staff, the Fort Collins Transportation Planning ' staff, and the Fort Collins Current Planning staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines as contained in the "Larimer County Urban Area Street Standards." A Base Assumptions Form and ' related information are provided in Appendix A.
