Wes Lamarque-Stormwater Utility -Drainage Tricia Kroetch Contours have been tied in where practical and feasible. The project boundaries to the east abut four single family lots, on some of which residences are under currently construction by others. Both overlot and final grading on the proposed project will take the then -existing grades into consideration. 86. Wes Lamarque-Stormwater Utility -Drainage Tricia Kroetch WQ outlet structure comments have been addressed, and are included in the amended Utility Plans submitted herewith. 87. Sheri Wamhoff-Engineering-General Tricia Kroetch Dave Brown Profiles on this existing irrigation line are included on Sheets 3, 7, and 10 of 14 of the modified Utility Plans submitted herewith. The piping used is 18" Ultra Rib PVC and is fully sufficient, per engineering standards, to hold the standard roadway load. 89. Sheri Wamhoff-Engineering-General Tricia Kroetch Dave Brown . The irrigation line profiles are included with both the street and sewer profiles, Sheets 7 and. 10 of 14 of the modified Utility Plans submitted herewith. 90. Therefore, Sheet 9 of 14 of the modified Utility Plans submitted herewith specifies that a geotextile fabric is to be installed over this portion of the storm drain.. 91. Michael Chavez-PFA-General Dave Brown Applicant met with Michael Chavez of PFA on 2/11/03 to discuss the modified Site Plan submitted herewith. Mr. Chavez confirmed, on 2/13/03, that the general site configuration is to be left as originally discussed on 6/11/02 (Ron Gonzales, Troy Jones, J. R. Wilson, Brady Massey, and Dave Brown) and as originally submitted: a. the east side of Dripping Rock Lane will carry (one) even street number, with 8 individual buildings on the east half designated as "A" through "H"; b. the west side of Dripping. Rock Lane will carry (one) odd street number, with 7 individual buildings on the west half of the site to be designated as "A" through "G"; c. each individual dwelling unit will carry further address/identification of, e.g., "A-1. Applicant acknowledges: a. Individual unit numbers will beat least 6 inches in height. b. Building identification letters will be at least 10 inches in height and some buildings, at PFA's direction, may require more than one identification letter at locations to be determined. 74. Clark Mapes -Advance Planning -General Dave Brown Applicant is submitting herewith four exterior color schemes (an exhibit attached herewith) which are intended for use within the project. This project is also proposed to be under an HOA subject to the (existing) Fossil Lake Ranch HOA and, therefore, subject to the architectural controls established by that HOA. Applicant suggests that such considerations and controls are sufficient. 83. Wes Lama rq ue-Stormwater Utility -Drainage Brad Massey Updated landscaping plans in this regard were included with the October 8 review re- submission. Sheri Wamhoff-Engineering-General Dave Brown Tricia Kroetch Larry Pepek [This comment was retained from the previous review cycle.] The modified Site Plan submitted herewith does provide for a 20 foot by 20 foot easement at the north end of Dripping Rock Lane, for utility stubs. This easement is presently in process (copy of proposed easemen ocument is submitted herewith) and Applicant believes it will be recorded prior to the final Plat. Applicant requests that project approval not be delayed on this basis; and that any pending requirement in this regard be included as a condition in the Development Agreement. 31. Sheri Wamhoff-Engineering-Utility Plans Tricia Kroetch The modified Site Plan submitted herewith eliminates the need for this variance request. Applicant appreciates the City's prior consideration in this regard. 51. Troy Jones -Current Planning -General Brad Massey [This commentwas retained from the previous review cycle.] Applicant believes that the neighborhood concerns with compatibility (were) much more related to density than to elevations and architecture. The former issue (density) has been extensively debated and considered and Applicant believes the modified Site Plan submitted herewith demonstrates a very significant good faith effort at alleviating these concerns, both real and imagined. This amended plan does increase the density from 78 to the entitled 80 units. As to elevations and architecture, Applicant held additional meetings with interested neighbors, with a primary purpose of presenting and discussing practical alterations. Changes have been incorporated which include a number of neighbor suggestions: the use of (faux) stone in lieu of brick, the enhancement and emphasis of porch elements, and additional variations in siding materials. Four color schemes are submitted herewith, with the intent that all four would be used throughout the project. Applicant is well aware that not everyone will be completely pleased— and that there are some who will never be pleased. Applicant believes it has made every reasonable effort, and then some, to address issues of architectural compatibility and the impacts of density. 57. Troy Jones -Current Planning -General Dave Brown [This comment was retained from the previous review cycle, pending Applicant's submission of photometric drawings.] Because the Applicant is proposing extensive use of residential (building -mounted) lights rather than commercial, standard photometric data is not available for all lighting elements. After further discussion with Troy Jones, Applicant is submitting a modified photometric plan (three copies submitted herewith)l in compliance with 3.2.4(D), based particularly on the understanding that the City's (usual) concern is with over- rather than under - lighting. As suggested by Mr. Jones, Applicant will meet with him and Joseph Gerdom of the Police Department (see item # 11) to review this submission and address any further concerns and modifications. 71. Primary location and coordination concerns of all utilities were addressed. It was agreed that L&P, AT&T/Comsat and Qwest would be joint -trenched. Satisfactory transformer and meter bank locations were also identified. Tree locations will be adjusted once all utility line locations are finalized. Applicant has also met with L&P on 2/10/03, to discuss the modified Utility Plans submitted herewith. No significant utility concerns were identified. An actual utility pre -con meeting will be scheduled following final approval of the Site Plan. 10. Clark Mapes -Advance Planning -General Brad Massey [This comment was retained from the previous review cycle.] The modified Site Plan submitted herewith indicates that the spine walkway will be carried to the east property line. This will be installed as the construction status dictates. Assuming the walk from Ledgestone is in place at that time, Applicant will attach to it. 11.
