Box 1190 Fort Collins, CO 80522 Re: Small Neighborhood Park for Swift Addition to Fossil Lake PUD (VIA FACSIMILE) P. 01/02 Dear Matt: As discussed at the meeting with the City of Fort Collins last week this is a revised design of a portion of Outlot F to meet the requirements of a small neighborhood park. The park area highlighted on the attached drawing is 1.32 acres which exceeds the minimum size requirement for a small neighborhood park. It is our position that this portion of Outlot F meets all of the requirements of a small neighborhood park as follows: (1) Location. This park is a highly visible, and secure setting- This park is formed by the street layout and pattern of lots and is easily observed from streets. Rear lots abut less than 50% of the perimeter frontage of the park. The total perimeter of the park area is approximately 2,413 feet and the portion of the park that is abutting rear lots is 1,035 feet accounting for 43% of the perimeter. The park also has less than two sides that abut rear lots; the entire west, south, and a portion of the east side of the park abut either public right-of-way or the community trail easement. (2) Accessibility. All parts of this park will be safely and easily accessible by pedestrians. (3) Facilities. This park shall consist of multiple use turf areas, walking paths and benches providing features for various age groups to enjoy. (4) Ownership and Maintenance. This park is proposed as a privately owned and maintained park, however if the City desires this to be a City owned & maintained facility we can discuss that option. (5) Storm Drainage. The design of this park space will provide facilities that will not have slopes or gradients that conflict with the recreational purposes of the park. This park is not being utilized as a storm detention facility. Matt, if you have any questions or comments please give me a call. Subject: Swift Addition Matt & Jim, This e-mail is in response to the faxed letter dated December 26 faxed to Matt from Jim regarding the Small Neighborhood Park requirement for Swift Addition. I concur with Jim's assessment that the area shown in the attached diagram within Outlot F does in fact qualify as a "Small Neighborhood Park," however, further clartication is needed on the facilities provided. Jim, please provide a more detailed landscape plan of the area that shows any benches, land cover, play equipment and paving configuration. I recommend a tot lot in the area so that the phrase "various age groups to enjoy," as specified in I.F.4.f(3), can be satisfied.
