I have received one more comment from city staff for the Fossil Lake PUD — Swift Addition
that has been submitted for the Larimer County Planning Commission:
1. Some species within the Resource Management Area are not native. The non -natives should
be replaced with native species.

11. If the development intends to reroute the channel (McClellands) through the parcel to the
north of this proposal, then this issue should be discussed with the city in order to complete
and evaluate an alternative analysis for such a re-routing.

City staff has reviewed the proposed Fossil Lake PUD - Swift Addition that has been submitted
for the Larimer County Planning Commission and offer the following comments:
1. The applicant needs to provide enhanced crosswalks where trail crossings are shown on
Wildflower and Shallow Pond Drives.
2. Bike/ped trail only drawn to 5'. Combined trail needs to be 8' or wider.
3. Mark crosswalks at ped. crossings (see sheet 3, overall site plan)
4. Check with Craig Forman at Park Planning regarding trail alignment. Redesign Wildflower
Drive to end in cul-de-sac and dedicate the right of way for a future street connection to the
south. This will be a dedication of street right of way only without curb, gutter, sidewalk or
street pavement. No access will be allowed to lots 4 or 17 from this future street connection's
right of way. Please call Troy Jones of the City's Current Planning Department to go over
the issues of the design of the Wildflower cul-de-sac, but the design issues are as follows:
• Bring the cul-de-sac ROW to 50' from the southern property boundary,
• Landscape the ROW of the future street with ornamental trees and shrubs, and treat
it as a green strip,
• The southern end of the ROW must be fenced off to prevent pedestrians from
entering the resource management area.
• Take note of the potential problem with the shapes of the lots 3 and 4 in block 6.
These lots will have odd shaped building envelopes, and may be a challenge to fit
typical housing models on these lots.
• Money should be held in escrow for the unbuilt portion of the future stub to the
south to pay for curb, gutter, sidewalk, and pavement.
5. The sliver of developable land to the south of the site needs the future street ROW to satisfy
IGA connectivity requirements, however the city hopes to eventually by the piece of land and
include it in the resource management area. If and when this happens, the future connection
road at the end of Wildflower Drive can then be vacated.
6. Need 57' of ROW for connector streets (Rock Creek Drive, Shallow Pond Drive).
7. The cul-de-sac at the corner of Southview Ct. and North Shore Lane should have a radius of
50.5 feet.
8. The city traffic engineer needs to see a traffic study or addendum to an existing study for the
Fossil Lake PUD.
9. The site is partially in the McClelland Drainage Basin and in the Fossil Creek Basin.
10. The developer needs to submit a drainage and erosion control plan and report. These should
address routing of stormwater flows from this site to the ultimate outfall (McCleeland
Channel or Fossil Creek Reservoir). Water quality should be addressed in these reports
through the use of extended detention ponds.
