The street labeled "Trilby Road" that passes through the Fossil Lake PUD in a southwest/northeast direction is classified as a two lane collector street. It will connect to Trilby Road to the west of Fossil Lake Reservoir and to an extension of Cambridge Avenue to the north of CR36. In development of the traffic volumes on this street, it was assumed that there would be 1000 vehicles per day that would pass through the Fossil Lake PUD on this street. The Fossil Lake PUD site generated traffic would be assigned to this and other streets within the development itself. Figure 6 shows the daily link traffic forecasts on the street segments with the Fossil Lake PUD. A range of traffic volume is shown on those links that are expected to be higher than 1000 vehicles per day. The streets that are forecasted to have less than 1000 vehicles per day are shown with a uniform line symbol. Even though some segments of Trilby Road do not show collector street volumes, it is recommended that this entire street be built as a collector street. Multi -Modal Analysis This multi -modal analysis includes pedestrian, bicycle, and transit modes. Motor vehicle level of service was addressed in the cited traffic study. This multi -modal analysis is for all of the Fossil Lake PUD, not just the Swift Addition. Currently, there are no defined pedestrian, bicycle, or transit facilities in proximity to the Fossil Lake PUD. The Fossil Lake PUD is in the area type termed "Other" for the pedestrian analysis. Figure 7 shows the line that is 1320 feet from the outer edge of Fossil Lake PUD. The only destination areas within this line are the Fossil Creek Reservoir (water) and adjacent existing and future residential areas. However, there are no defined public recreation facilities within this area. Public recreation areas are defined as public facilities such as picnic areas, docks, etc. The edge of water of Fossil Creek Reservoir may not have a pedestrian connection to the Fossil Lake PUD, since it is defined as a resource management area. The adjacent residential areas will be connected, once the street systems are completed. A future public school is planned approximately 0.5 miles west of Fossil Lake PUD. When this school is built, it is expected that the street system surrounding it will be complete and will have acceptable access. The Preston Junior High School is within one mile of the Fossil Lake PUD. When other developments (Sage Creek and Harvest Park) are built to the northwest, there will be acceptable access to this school. A pedestrian level of service worksheet is provided in Appendix A. There are no priority destinations within 1320 feet of the Fossil Lake PUD, as defined in the bicycle level of service section of the Multi - Modal Level of Service Manual. When adjacent and interior streets are built, it is expected that bike lanes will be provided as appropriate. A bicycle level of service worksheet is provided in Appendix A. There is currently no transit service in the area. According to the 2015 Transit System map, there will be 30+ minute feeder service on CR9 (extended south of CR36). The transit level of service in this area will be in the D category, assuming 16 hours of service per day and a peak load factor of < 1.2. By definition, this is acceptable. The location of the Fossil 0 CD Lake PUD is shown in Figure 1. Figure 2 shows the location of the w o Swift Addition within the Fossil Lake PUD. Trip Generation This section compares the trip generation between previous Fossil Lake PUD site plans and the current Fossil Lake PUD site plans. Figure 3 shows the Fossil Lake PUD site plan from the "Fossil Lake Village Site Access Study," October 1997. This plan had 408 dwelling units. The trip generation for this plan is 3900 daily trip ends, 302 morning peak hour trip ends, and 412 afternoon peak hour trip ends. The area roughly covered by the Swift Addition had 69 d units. This area would generate 660 daily trip ends, 52 zdwelling z morning peak hour trip ends, and 70 afternoon peak hour trip ends. FE z As documented in two subsequent memoranda, dated March 2, 1998 (� z and June 25, 1998, the number of dwelling units in the Fossil Lake J z W PUD was increased to 568 dwelling units. The area covered by the 568 W o dwelling units is shown in Figure 4. As shown in Figure 4, the area 0 0 covered by the Swift Addition was not included in the area where the number of dwelling units was increased. The trip generation for this o plan is 4900 daily trip ends, 382 morning peak hour trip ends, and 7 y 492 afternoon peak hour trip ends. ` 5 z a ¢ The current plan for the Swift Addition indicates 118 dwelling W H 0a units. The site plan is shown in Figure 5. This area would generate U 1130 daily trip ends, 89 morning peak hour trip ends, and 118 M afternoon peak hour trip ends. This trip generation should be added to that shown in the previous paragraph resulting in the following Q F total trip generation: 6030 daily trip ends, 471 morning peak hour C trip ends, and 610 afternoon peak hour trip ends.
