Review Criteria
This Review Criteria document was prepared based upon Section 5.2.3 Review Criteria for
Planned Development in the Larimer County Land Use Code.
To approve a Planned Development application, County Commissioners must find the following
conditions exist:
A. The Planned Development complies with the Intergovernmental Agreement for the applicable
Growth Management Area, including the applicable town or city master plan elements cited
in the Intergovernmental Agreement...;
The Swift Addition to Fossil Lake PUD complies with the Intergovernmental
Agreement for the Fossil Creek Reservoir Area, including the City of Fort Collins
master plan elements cited in the Intergovernmental Agreement.
B. The Planned Development is compatible with existing and allowed land uses in the surrounding
area;
The Swift Addition to Fossil Lake PUD is compatible with existing and allowed land
uses in the surrounding area.
C. The Planned Development complies with all standards and technical requirements of this Code
and with all other federal, state and County laws and regulations;
The Swift Addition to Fossil Lake PUD complies with all standards and technical
requirements of this Code and with all other federal, state and County laws and
regulations.
D. The Planned Development complies with requirements of Section 8 (Standards for All
Developments) of this Code except as they may be modified by Intergovernmental
Agreement;
The Swift Addition to Fossil Lake PUD complies with the requirements of Section 8 of
the Larimer County Land Use Code.
Project Description
The Swift Addition to Fossil Lake P.U.D. is a residential neighborhood consisting of 116 single
family lots on 55 acres. This amended preliminary plat has fewer units and significantly more open
space than the previously approved preliminary plat. The project is adjacent to, and designed to
be consistent with, the existing Fossil Lake P.U.D. with much of the same character and quality
planning components.
As delineated in the Fossil Creek Reservoir Plan the Swift Addition consists of two types of single-
family lots. The northern portion of the project consists of 78 single-family units in the 'Low Density
Mixed -Use Neighborhood'. The southern portion of the project consists of 38 1/2-acre or larger
single-family units in the 'Estate Residential'. The project also includes 14.7 acres of open space,
which consists of 26.7% of the site. This project meets or exceeds all of the requirements of the
Fossil Creek Reservoir Plan as well as the Supplemental Regulations to the Larimer County Land
Use Code.
A pedestrian and bike trail is proposed along the western boundary of the Swift Addition, linking to
Fossil Lake PUD to the west and to a elementary school and proposed city park to the north.
Many sidewalks and off-street trails within the neighborhood connect to this trail providing excellent
opportunities for pedestrian and bike recreation.
The landscape and site design proposed with the Swift Addition is designed to be consistent with
the existing Fossil Lake PUD. The same types of plantings, landscape walls, and fencing shall be
utilized to maintain a consistent character.
