C. The proposed Swift Addition to the Fossil Lake P.U.D. First Replat is in compliance with
Section 3.3.1(C) Public Sites, Reservations and Dedications in that:
1) An applicant shall be required to dedicate rights -of way for public streets, drainage
easements and utility easements as needed to serve the area being platted. This
criteria is already satisfied in that Wild View Drive and Snowy Plover Court already meet
minimum the right-of-way width standards.
4. Findings of FacVConclusion:
A. The proposed Swift Addition to the Fossil Lake P.U.D. First Replat contains a permitted use
in the LMN — Low Density Mixed -Use Residential District.
B. The proposed Swift Addition to the Fossil Lake P.U.D. First Replat meets the procedural
requirements located in Division 2.1 - General Procedural Requirements, Division 2.2 -
Common Development Review Procedures for Development Applications, and Section 2.4 -
Project Development Plan located in Article 2 - Administration.
C. The proposed Swift Addition to the Fossil Lake P.U.D. First Replat meets the plat
requirements located in Section 3.3.1 - Plat Standards located in Article 3 - General
Development Standards.
RECOMMENDATION:
Staff recommends approval of the proposed plat of Swift Addition to the Fossil Lake P.U.D. First
Replat, File# 33-01 K.

COMMENTS:
1. Background:
The surrounding zoning and land uses as follows:
N: FA-1 Farming District in Larimer County - existing agricultural.
LMN — future neighborhood park, Zach Elementary School, Kechter Road,
Observatory Village neighborhood.
E: FA-1 Farming District in Larimer County — existing agricultural.
S: FA-1 Farming District in Larimer County — existing agricultural, Fossil Creek
Reservoir,
W: LMN — Fossil Lake P.U.D. 2"d Filing neighborhood (under construction).
The property is zoned LMN. The property is located within the Fort Collins Urban Growth
Management Area (UGMA) and in the Fossil Creek Reservoir Planning Area. The
property was annexed as part of the Swift Addition to the Fossil Lake PUD Annexation in
April of 2003.
2. Article 2 - Administration:
The proposed plat of Swift Addition to the Fossil Lake P.U.D. First Replat, complies with the
applicable requirements of the LUC, specifically the procedural requirements located in Division
2.1 - General Procedural Requirements, Division 2.2 - Common Development Review Procedures
for Development Applications, and Section 2.4 - Project Development Plan located in Article 2 -
Administration.
3. Article 3 - General Development Standards:
The proposed plat of Swift Addition to the Fossil Lake P.U.D. First Replat, complies with the
applicable requirements of the LUC, specifically the plat requirements located in Section 3.3.1 -
Plat Standards located in Article 3 - General Development Standards.
A. The proposed Swift Addition to the Fossil Lake P.U.D. First Replat is in compliance with
Section 3.3.1(A) General Provisions in that:
1) The subdivision plat will be filed and recorded only after having been approved by the
Director of Planning, with such approval evidenced in writing on the plat and stamped
by the City Clerk.
B. The proposed Swift Addition to the Fossil Lake P.U.D. First Replat is in compliance with
Section 3.3.1(B) Lots in that:
1) Each lot has direct vehicular access to a public street, and the side lot lines are
substantially at right angles to the street lines.
2) The proposed Swift Addition to the Fossil Lake P.U.D. First Replat is surrounded by
existing development. The general layout of lots, roads, driveways, utilities, drainage
facilities and other services within the proposed development meet the standards for
such layouts and services as specified of the Land Use Code.

PROJECT DESCRIPTION:
The request is to replat lots 1 through 20 of the approved Swift Addition to Fossil Lake
P.U.D. which will shorten the depth of the existing lots 1 through 10 and 12 through 20, in
order to create an outlot along those back yards for the purpose of locating the planned
stormwater swale in property that is owned and maintained in common, rather than having
such a swale transverse back yards. The project site is along the northern edge of the
Swift Addition to the Fossil Lake P.U.D., and is located north of Wild View Drive and
Snowy Plover Court. The property is in the LMN zone district.
RECOMMENDATION:
Staff recommends approval.
EXECUTIVE SUMMARY:
The proposed Swift Addition to the Fossil Creek PUD Replat meets the procedural
requirements located in Division 2.1 - General Procedural Requirements, Division 2.2 -
Common Development Review Procedures for Development Applications, and Section 2.4
- Project Development Plan located in Article 2 - Administration. The proposed Gamble
Subdivision Replat meets the plat requirements located in Section 3.3.1 - Plat Standards
located in Article 3 - General Development Standards.
