Rigden Farm has ample open spaces for residents. Sidewalks throughout the development link these
open spaces.
III. Ownership & Maintenance
The multi -family dwelling units are to be sold as condominiums. The HOA maintains the grounds
and the parking lot as well as all associated infrastructure.
IV. Estimated Employment
There is no employment use proposed on this site.
V. Planning Rationale & Assumptions
The project is intended to provide alternative housing option to residents of Rigden Farm. The high -
density project is appropriately located near arterial street, shopping and employment centers.
VI. Applicable Criteria
The proposed use is multi -family residential development
The residential density is 19.2 dwelling units per net acre of residential land.
A neighborhood shopping center is proposed on the southeast corner East Drake and Timberline
Roads as part of the Rigden Farm development and is located within one -quarter mile of this site.
The Rigden Farm small neighborhood park is within one-third mile of Colony at Rigden Farm.
Street Pattern and Connectivity Standards are met. A variance for the centerline of Kansas Drive
offset is being submitted with this PDP submittal package for review and approval by the City of Fort Collins.
Compact Urban Growth Standards are met with the proposed plan.
VII. Conflict Mitigation
Disturbance of natural areas is not applicable within Colony at Rigden Farm.
VIII. Development Phasing
Development of the site is scheduled begin in the Fall of 2005, and continue through 2006. The
project is expected to be constructed in a single phase.

Statement of Planning Objectives
Colony at Rigden Farm is proposed as a two multi -family three-story buildings in the Rigden
Fann development. Colony at Rigden Farm is situated on a portion of a ± 4.4 acre parcel located at the
intersection of Kansas and Custer Roads and represents the implementation of a "Medium Density Mixed
Use Neighborhood" as defined in City Plan. The proposed use is consistent with the adopted Structure
Plan, and other City Plan elements as indicated below. The proposed use is a "Type 1 " use as defined in
the Land Use Code.
I. City Plan Principles and Policies
Colony at Rigden Farm is consistent with the applicable Land Use Principles and Policies adopted by
the City of Fort Collins. The site is located where it residents can utilize bike, pedestrian and transit modes of
transportation. The development is consistent with preferred development patterns encouraged by the City.
The proposed development is consistent with the densities encouraged by City Plan. There are no
natural areas within the limited bounds of the site. Detention is provided as part of the Rigden Farms
development and is located to the south of the subject property. There are recreation facilities located just east
of this site along Custer Drive that serve the Rigden Farm development. The site is served or adjacent to
required utilities.
No trail connections are required of this site. The development is located near a Neighborhood
Commercial Development that is under construction. The proximity of this development should encourage
other modes of transportation. The streets within Rigden Farm are considered "multi -modal" with on street
bike lanes and relatively close to a future transit stop. Pedestrian friendly detached sidewalks exist throughout
Rigden Farm.
The site does contribute to Rigden Farm meeting the Community Appearance and Design principles
and policies described in City Plan. The detached walks, street layout and design, inclusion of street trees, and
use of public space is shown in the overall Rigden Farm development and repeated with this small
development.
Two multi -story multi -family housing units are proposed. The project is zoned MMN (Medium
Density Mixed Use Neighborhood). The overall density of the development is 19.2 units per net
acre.
The overall Rigden Farm development is walkable and in close proximity to schools, shopping,
recreation opportunities, and significant employment centers.
