Box 580 Fort Collins, Colorado 80522 Reference: Colony @ Rigden Farm — Variance request for street intersection offset. Dear Mr. Virata: The intent of this letter is to request a variance for the offset in alignment of Kansas Drive at Custer Avenue. The distance between the Kansas center line north of Custer and the Kansas centerline south of Custer is approximately 75 feet. This offset is greater than the distance allowed by the "Larimer County Urban Area Street Standards, January 2, 2001" edition. This standard is found in Table 7-3 on Page 7-7 of the design criteria. Support for the variance described above is discussed in the line items listed below: 1) The existing Kansas alignment south of Custer is offset 75 feet to the east in the Willow subdivision from that of the Kansas alignment north of Custer. In order to realign Kansas a reverse curve is required. The City code requires minimum radii and tangents with such curves and tangents that create an unusual shaped parcel that is difficult to design within. 2) Unlike many offset intersections that create traffic congestion and can have conflicting left turn movements, creating a situation that is unsafe. This street offset does not have conflicting left turn movements. Also it should be noted that Custer Avenue is a Collector and not an Arterial, and is signalized at Timberline. The majority of the traffic from Kansas will turn onto Custer toward Timberline and not proceed through Custer. 3) Kansas has a short extension to the south before is transitions easterly and ties back into Willow Tree to the east. Since there are multiple outlets and the length of Kansas south of Custer is relatively short traffic will be minimal. Therefore, it is not anticipated that any public health, safety, and/or welfare problems will be created by the varied design.
