7. Light and Power:
a. Need to coordinate transformer and meter locations.
b. A handout was given showing the 2002 elec. Charges.
c. A utility coordination meeting will be needed.
8. Transportation:
a. The TIS will need to address all modes of transportation including vehicle,
bicycle, pedestrian and transit. Contact Eric Bracke (vehicular), Tom Reiff
(ped & bike), and Gayleene Rossiter (transit) for scoping.
b. Be sure that your internal pedestrian and bicycle circulation provides direct
connections to parks, community facilities, and adjacent pedestrian/bicycle
origins and destinations.
9. Park Planning:
a. The neighborhood and community parkland fees are based on square footage
of each unit, and are due at the time of building permit.
10. Current Planning:
a. Refer to Section 3 (General Development Standards), and Section 4.LMN (4
Zoning District) in the Land Use Code for the standards that apply to your
proposed development. The Land Use Code is available to view on the
internet at www.fcgov.com/cityclerk/codes.php.
b. If there is a subdivision plat as part of this development request, you will be
required to provide a copy of "Certificate of Taxes Due" with the mylar of
the subdivision plat when it is brought to the City's Current Planning
Department for recording. The certificate may be obtained from the
Larimer. County Treasurer's Office and must reflect a zero (0) balance
before the City will accept the mylar. Lorimer County is requiring this
document, showing no outstanding property taxes, before they will record
subdivision plats.
c. As per Section 3.6.3(F) of the LUC, your development plan shall provide for
future public street connections to adjacent developable parcels by
providing a local street connection spaced at intervals not to exceed 660'
along each development boundary that abuts potentially developable or
redevelopable land.

c. The standard drainage and erosion control reports and construction plans are required and
they must be prepared by a professional engineer registered in Colorado.
d. Onsite extended detention is required to treat the runoff from the site.
e. Onsite water quantity detention may also be needed. The stormsewer at the southeast
corner of the site was designed with the 1st filing of Fossil Lake through the Countys system.
The second filing drainage study doesn't appear to address development of Tract A. The
design engineer will need to evaluate the site outfall and street capacities to determine a
release rate. The other option is to use the standard 2 year historic release rate.
3. Engineering Department:
a. Street Oversizing Fees are $1,120/unit for multifamily. Larimer County
Road Impact fee will also be collected. Check with Matt Baker for the
specific amount of this fee for your project.
b. The project will require a Traffic Impact Study (TI5) that addresses site
access, and all modes of transportation including automobile, bicycle,
pedestrian, and transit.
c. Improve the street frontages of Ziegler and Shallow Pond in not already
improved by Fossil Lakes 1" filing.
d. Design and build Dripping Rock Lane through the site to standards. Will
need a temporary turnaround at end of this drive either on -site or off -site.
e. Driveway locations and designs must be built to standards.
f. Dedicate right-of-way and easements as needed and required.
g. You will be required to have a Development Agreement, a Development
Construction Permit, and Utility Plans.
h. Repair or replace any damaged existing sidewalk.
4. Water & Wastewater Utility:
a. In FCLWD and SFSD.
5. Natural Resources:
a. Provide adequate dumpster space for recycling.
b. Use native grasses and plants where appropriate.
c. Reduce the use of bluegrass as it requires a lot of water to maintain.
d. If construction lasts for more than 6 months, you will have to file a permit
for fugitive dust control with Larimer County.
6. Fire Department:
a. Address must be visible from the street using a minimum 6" numerals on a
contrasting background.
b. Addressing should also be coordinated with the Post Office.
c. A fire hydrant must be within 300' of every building (measured as a hose
would lay) with a capacity of 1500 g.p.m @ 20 p.s.i. Hydrants must be spaced
no further apart than 600 feet on center.

a. The property is in the LMN zone district. The density must be between 5
and 8 units per acre.
2. 5tormwater Utility Department:
Location: Northeast corner of Shallow Pond Drive and Ziegler Road
a. This site is in the Fossil Creek drainage basin where the new development fee is $2,274/acre
which is subject to the runoff coefficient reduction.
b. The site is on Stormwater inventory map 414S. A copy of the map can be obtained from the
Utilities office at 700 Wood Street.
