HomeMy WebLinkAboutFOSSIL LAKE P.U.D., SECOND FILING - COUNTY APPROVAL - 33-01E - REPORTS - TRAFFIC STUDYabove 40 mph. However, since there will be an eastbound left -turn lane,
it is recommended that a westbound left -turn lane be constructed regardless
of the posted speeds. CR36 will need to be widened on the east side on CR9
in order to maintain lane alignment through the intersection. Both right -
turn and left -turn auxiliary lanes will be required at the CR36/Trilby Road
intersection. Figure 3 shows a schematic of the required geometry at the
key intersections.

JAt
your request, I have conducted traffic engineering analyses
that assume the following conditions in the vicinity of the Fossil
to
O
Lake PUD:
W
N
cr
p
coo
1. Fossil Lake 1st Filing, Fossil Lake 2nd Filing, and the Swift
z
T
Addition are built and occupied at the development level
a

indicated in Table 1, Trip Generation.
S
2. The Fossil Lake PUD is provided access to CR9 (Ziegler Road)
z
w
south of CR36 and to CR36 at an access 1800 feet east of CR9.
iThis
will be known as the CR36/Trilby Road intersection.
p
3. The Chateau developments (Willow Brook, Brookfield) are either
N
r
not developed or do not have a connection to CR36. These
N
developments are not included in any background traffic at the
key intersections.
4. Selected movements at the CR36/CR9 intersection have been
increased to reflect a modest growth in traffic from 2001 to
2004. The growth also reflects implementation of the proposed
elementary school just northeast of the Fossil Lake PUD.
5. Selected movements at the CR36/CR9 intersection reflect
development of the HP Harmony Technology Park, Buildings C, D,
E, and F, which are under development review by the City.
6. Selected movements at the CR36/CR9 intersection reflect
development and occupancy of Harvest Park and Sage Creek.
(
The peak hour forecasts reflect a future year that is considered to
be 2004. No judgment is made with regard to whether the number of
a
z
dwelling units shown in Table 1 can be absorbed in this time frame.
ZFigure
1 shows the assignment of the Fossil Lake PUD and Swift
Z9
Addition site generated traffic. Currently, sole access to Fossil
Vz
Lake PUD is via CR9 south of CR36. As mentioned in the list of
.J
U
assumptions, site generated traffic is assigned to both the CR36/CR9
(
O
intersection and the CR36/Trilby Road intersection. Figure 2 shows
Q
<
the short range (2004) total peak hour traffic at the key
intersections. Table 2 shows the operation of the key intersections
wwith
stop sign control on CR9 and Trilby Road. Calculation forms are
provided in Appendix A. These intersections will operate acceptably.

Since CR36 is under the jurisdiction of Larimer County, it was
F-
evaluated with regard to auxiliary turn lanes based upon Larimer
W
di
County criteria. It was assumed that CR36 is designated as a non-
_
u
rural arterial road. As such, right turn auxiliary lanes would be
a
required on CR36 approaching CR9 due to the anticipated turning
M
volumes. An eastbound left -turn lane would be required on CR36
a
approaching CR9 at all posted speeds. The westbound left -turn lane
would be required on CR36 approaching CR9 at a posted speed on CR36
