03/31/2015: The proposal has done a good job of evaluating the inbound and
outbound vehicular traffic volumes. But it doesn't really address where the
people in the cars go to once they park. Especially pedestrian connections
could be strengthened. There is gap in the sidewalk along Gilette Drive that will
limit the ability for parking lot users to access the front of the Vet Teaching
Hospital. It seems logical for this project to complete the sidewalk connection.
Likewise, it is likely that some parking lot users will want to access the MAX
station at Drake. Sidewalk along Gillette to Drake would be helpful, as would a
pedestrian connection north or south of the federal complex to the Mason trail.

03/31/2015: Please clarity what cover will be maintained over the existing
sanitary line in the detention pond. The plans call out a cover however the
number is obscured byline work. Please use a minimum of 4.5 feet to minimize
freezing potential if possible.
03/30/2015: With respect to landscaping and design, the City of Fort Collins
Land Use Code, in Article 3.2.1 (E)(2)(3), requires that you use native plants
and grasses in your landscaping or re landscaping and reduce bluegrass lawns
as much as possible.

03/30/2015: The applicant should make note of Article 3.2.1(C) that requires
developments to submit plans that "...(4) protects significant trees, natural
systems, and habitat". Note that a significant tree is defined as a tree having
DBH (Diameter at Breast Height) of six inches or more. If any of the trees within
this site have a DBH of greater than six inches, a review of the trees shall be
conducted with Tim Buchanan, City Forester (221 6361) to determine the status
of the existing trees and any mitigation requirements that could result from the
proposed development. If tree mitigation is necessary, please include a note on
the tree mitigation plan or landscape plan, as appropriate, that requires a tree
removal to occur outside of the migratory songbird nesting season (February
1-July 31), or that a survey be conducted prior to removal to ensure no active
nests in the area.

03/31/2015: The drawings do not show any LID measures. It is recommended
that water quality be provided through infiltration methods rather than the
extended detention basin water quality treatment method as currently shown on
the plans. The use of bio-swales and bio-retention in parking islands, in
parkways and in the open space areas is encouraged rather than the exclusive
use of an extended water quality detention as currently shown. Depressed
parking islands with infiltration basins could be used in some locations. The
detention pond could also have infiltration basins incorporated into its design.
The City would like to partner with CSU in the design and possibly monitoring of
such facilities. These methods could be used to partially irrigate the landscaped
areas and reduce overall irrigation water needs on this site. The proposed
swale shown currently on the plans is at a 0.5% slope which lends itself better to
bioswales and bioretention than to a standard grass swale.

03/31/2015: The detention pond does not meet current City of Fort Collins
landscaping standards. The side slopes are currently called out at a 3:1 slope
which exceeds the City's maximum allowed slope of 4:1. The provided
detention volume in the pond exceeds the required volume considerably, so
there is a lot of room to reshape that pond in a manner that meets slope
requirements while meeting detention volume requirements. A more naturalized
detention pond with variable side slopes, naturalized low flow channel, native
grasses and plantings is recommended. Please refer to the City of Fort Collins
Landscape Design Standards for Storwater Detention Facilities for further

03/30/2015: An Ecological Characterization Study is required by Section 3.4.1
(D)(1) as the site is within 500 feet of a known natural habitat (irrigation
ditch/wildlife corridor, wet meadows). Please note the buffer zone standards
range from 50 —100 ft for these features, as identified in Section 3.4.1(E) of the
Land Use Code, as you proceed with your site design process. Please note
that the Ecological Characterization Study is due a minimum of 10 days prior to
the PDP submittal.

existing driveway, and the newest Oust updated in the last month) ramp details
need to be provided for the corner ramp upgrades.
- Our standard street cut note needs to be included on the sheets that show
driveway and ramp work (this note is currently on the grading sheets).

- These need to be constructed per Detail 707.1. The sidewalk will go
straight through, concrete is to be provided to the property line, and the
driveway widths need to be labeled on the utility plans.
- Driveway off of Centre. The location of this driveway from Reseach Blvd or
another property line needs to be identified and labeled (where is the driveway
being located). Phemister Road needs to be shown on the plans so spacing
can be looked at. Need to look and see if a sight distance easement is needed
for this driveway (looking to the north). Not enough road detail has been
provided to be able to check this.
- New Driveway off of Research. Need to show the other side of the street
and the driveway that is located there. Need to know and be able to verify that
the driveway aligns with the one on the other side of the street.

- Does this sidewalk crossing meet ADA standards? If not it needs to be
rebuilt per Detail 707.1 or it can be reconstructed per Detail 707.2 so that it
meets ADA standards. Per street view it doesn't look like it meets ADA
standards and requirements.
