Is gas and electric mains laid in the same trench along Troutman Parkway? Typically the gas main is
located 4' behind sidewalk. If gas main is behind walk then it will be in conflict with curb stop and
meter pit.

12-19-01 - Maybe I just am not seeing it, but I don't see any bicycle racks being provided. Please

9-18-01 Are there going of be directional arrows directing people which way to go? Will they be
painted on the ground, small signs - please clarify and show on site plan.
12-19-01 site plan shows the traffic flow, but I think it would also be wise to have them painted on the
ground. What is being shown just appears to be for our information.

9/18/01 No street trees are being shown along JFK. Need to have street trees. 3.2.1(D)(2)
12-19-01. It looks like one more street tree could be located along JFK. Double check with eng as
far as any site distance issues.

Trees along Troutman do not meet the 4' minimum seperation distance from the gas line and Connie
Woodard/Xcel Energy stated this is unacceptable. She can be reached at 225-7843 if you have any
questions. The sidewalk will need to be moved north and reconstructed to 6' wide.
The existing tree on the south corner of the driveway and JFK needs to be trimmed back to eliminate
potential sight distance conflicts.

1st Round 10/16/01: Show ROW, easements, etc and dimension off the centerline. Line weights
are too similar and unlabeled.
2nd Round 01/02/02: ROW and easements are shown and dimensioned with exception of the
drainage easement mentioned in #116. However, the line weights still need a little work. Existing
features should be shown in a ghosted or dashed line weight. See the Utility Plans for a good
example of how this should be done. Add the ROW and Property line weights to the Legend.

1 st Round 10/16/01: Provide the ROW dedication and Utility Easement by separate document. Plat
shows old 100' standard, not the current 115' required by the city. See the attached sheets.
2nd Round 01/02/02: Thank you for sending in the ROW dedication, unfortunately it is not on the
correct form and must be redone. Exhibit A of the Drainage easement does not close. Could be typo
- west instead of east? Please see attached. Also, please provide the originals.

included in the project's file, thus the need for the diagram.

10/26/01 The circulation routes within the vehicular use areas need to be well-defined in accordance
with the LUC Section 3.2.2(E)(1).
1/10/02 While the arrows you've provided showing the circulation routes on the site plan are helpful,
it's just too much info for one sheet. Please provide an 8.5" x 11" diagram titled "On -site Circulation
Routes," showing this information rather than having it on the site plan. The only circulation
elements that should remain on the site plan are any striping that will be painted on.

10/26/01 The site plan, landscape plan and elevation are all part of the same planning set of
documents. They should be numbered in the lower right corner ....page 1 of 3, 2 of 3, and 3 of
3. All three of these sheets should title the project the same, which should be "Tidal Wave Carwash
P.D.P." The lighting plan, plat and topographic map are stand alone documents that are all sheet 1 of
1 by themselves. The utility plan set is also it's own set of documents, and are numbered correctly.
1/10/02 The lower right corner is where we need this info! The landscape plan has it at the upper
right corner. Please move the title of sheet to the lower right corner too. When 24x36 drawings are
all folded, the lower right corner of the page is the only part of the drawing that is visible. It saves
time and confusion to be able to identify a folded drawing without having to unfold every sheet to find
the title and the page number.

A re -submittal is required within 90 days of the date of this letter addressing the comments herein or
the application becomes null and void. One 30-day extension is allowed and must be requested prior
to the expiration of the application.

We're ready to schedule for Type 1 Hearing. It has been scheduled for Monday, January 28, 2002 at
4 p.m. in the conference rooms at 281 North College. The Hearing Officer does not make a formal
decision at the hearing, but rather has 10 business days after the hearing to render a written decision.
The next step after hearing is a process called Final Compliance Review. This entails submitting the
final version of all drawings, another application and a $1000 filing fee. Call me to coordinate.

The ROW and Utility easements were not clearly marked or labeled on the first submittal and the
plans now show a conflict between the building location and the 15' Utility easement. Please note
that no part of the building (including footings, eaves, awnings, etc) may encroach into the utility
easement. The Site Plan now shows the roof overhang in the easement so you'll need to shift the
building back a little to accomodate the footings and roofline. Coordinate the Site/Landscape/Utility
Plans to reflect the new placement.

The 1' sidewalk addition along JFK will no longer be required because it was felt that it would become
a maintenance problem. Please remove and replace any broken concrete to the existing 5' width and
submit a variance request which we will support. Thank you and sorry for the confusion!

10/26/01 Take off the "section showing self serve bay truss," and the "section showing typ. wall
between auto bay and equipment room" from the elevations. The interior of the building is not part of
the Project Development Plan review.
1/10/02 This comment may not have been entirely clear, but it applies to the building's representation
on the site plan as well. The landscape plan shows the building the way it needs to be represented.
The building should be shown on the site plan exactly the same way as you have shown it on the
landscape plan (except . Take off the roof lines from the site plan. It may make sense to put a
diagram of the roof plan on the elevation sheet to help visualize the massing of the building and to
help read the elevations accurately, but the roof plan should not be on the site plan. See redlines.

1/10/02 Although you did provide specification sheets for each of the lighting fixtures (thank you), I
still need to see elevations of the freestanding lighting poles, and they need to be represented on the
elevation sheet. These pole locations should also be shown and labeled on the site plan.

10/26/01 By definition in Article 5 of the LUC, a parking lot is an off-street parking area or vehicular
use area. Although you do not propose any parking spaces, the vehicular use area is considered a
parking lot by definition. Zero parking spaces is less than 100 spaces, so Section 3.2.1(E)(5) of the
LUC requires that at least 6% of the square footage of the vehicular use area be devoted to
landscaped areas. See the redlined landscape plan from the Current Planning Department. The
purple line indicates the area of the vehicular use area, and the green areas indicated the areas that
qualify toward the 6% requirement. Please create a diagram that clarifies the square footage of the
area outlined in purple and the square footage of the area shaded in green. If the green area does
not equal at least 6% of the purple outlined area, then you need to add more landscaped areas. The
redlined plan has a few suggestions of places on the site plan that may work well for additional
landscaped areas within the vehicular use area.
1/10/02 Your responce letter to my comments states, "existing interior landscaping is 6% based upon
the redline site plan drawing provided by Current. Planning which identifies 'qualifying' landscape
areas." As I requested before, "please create a diagram that clarifies the square footage of the area
outlined in purple and the square footage of the area shaded in green." This diagram can be on 8.5"
