HomeMy WebLinkAboutTIDAL WAVE CARWASH - PDP - 38-01 - CORRESPONDENCE - REVISIONSDepartment: Water Conservation 79 - No comment required Department: Water Wastewater 62 - The main sanitary sewer is already within a 20' drainage and utility easement on the west end of the property as shown on the revised Utility Plan. 59 - A backflow prevention device will be provided on the water service between the meter pit and storage tank. We will coordinate with John Nelson of the City of Fort Collins Utilities for location and service. 60 - All cleanouts have been labeled within traffic areas. 61 - Thrust block detail in on the revised Detail Sheet. Department: Zoning 2 - Landscaping is removed from the revised Site Plan and shown on the revised Landscape Plan only. 3 - The entrance to the site is off Troutman Pkwy. This entrance and directional flow throughout the facility is now shown on the revised Site Plan, including the location of an "exit only" sign at the JFK site access point. 4 - Yes, this is a self-service facility. It is comprised of four self serve (wand style) bays and two "automatic rollover" bays. There are no permanent employees on site. An employee will be at the wash only intermittently for cleaning, maintenance etc. 5 - Troy Jones has reviewed the bicycle parking issue and concluded that due to the unique circumstances of this carwash, no bicycle parking will be required. 6 - Yes, directional arrows will be used on the pavement in addition to small signs eg. "exit only" to direct traffic flow. These are shown on the revised Site Plan. 7 - Done 8 - Done per revised Landscape Plan in coordination with the City Forrester. 9 - Building height is noted on Elevations. Height of wall between equipment room and auto bays is not needed per Gary Lopez, since PDP review is restricted to building exterior. We believe that this resubmittal response and the accompanying revised plans, material samples and alternative compliance letter fully address all of the issues from the 10/26 Staff Project Review. Please advise us of the status of the PDP application at your earliest convenience. This landscaping has now been removed from the Site Plan and the planned actual landscaping shown only on the revised Landscape Plan. The landscape plan is in compliance with all known applicable codes after discussions with Mr. Buchanan. 65 - The detention pond/storm sewer easements have been provided by separate document (deeds of dedication). 66 - Done 67 - Done 68 - Done 69 - Done 70 - 1. This has been changed and is shown on the revised Detail sheet. - 2. Done - 3. Drainage Plan now has a note to construct pond first. 71 - Reviewed and revised as needed Department: Traffic Operations 73 - No comment required Department: Transportation Planning 49 - Sidewalk will be constructed and/or improved along Troutman per the LCUASS standards. This sidewalk is now shown on the revised Site/Landscape/Utility Plans and improvements shown on the Detail Sheet. 50 - Curb along Troutman will be closed and replaced with curb and gutter. Shown on revised Plans. 51 - Access drive entries from both JFK and Troutman Parkway are shown on the revised Site Plan. 52 - Access ramps will be improved to ADA standards as required. 53 - ROW is shown on the revised Site and Landscape Plan. 54 - Tom Reiff has agreed that this new walkway does not need to be constructed. There is an existing walkway approx. 75' west of the Troutman Pkwy access drive that connects to the existing breezeway walk providing access to Marketplace Shopping Center. 55 - Soda vending machine has been relocated to the Equipment room area. 6 81 - Street trees have been added along Troutman per discussions with Mr. Tim Buchanan and changed to Bur Oak. In addition, we have eliminated one tree that was too close to the street light. 82 - Two existing Honeylocust trees at JFK and Access Drive will be saved and are now shown on the revised Landscape Plan. Mr. Gloss and Mr. Buchanan agreed to the location of the third JFK street tree (Cimmaron Ash) as shown on the plan. Department: Light and Power 1 A - Street trees have been relocated to a minimum of 40' of all street lights I - Pad mounted transformer located on Site/Landscape/Utility Plans. This will be coordinated with Light and Power Engineering as per comment. Department: Natural Resources 56,57,58- Per conversations with Doug Moore, an ecological characterization study will not be require . We have agreed with Doug that during construction we will coordinate with his office to provide construction barriers etc. to mitigate the effects of construction on the foxes if they are still in the area. Department: Park Planning 78 - No comment required Department: PFA 10 - Address numerals will be in compliance with 97 UFC 901.2.2.2 11 - Fire hydrants are shown on the revised Site Plan enhanced with features within 150' of the property line. These features include two fire hydrants, both of which are within 300' of the proposed building. Department: Police 12 - Location of street lights is shown on the revised Site Plan. According to Doug Martine with the City Light and Power, sidewalk lighting in the area is very adequate. Per Mr. Martine, the average reading in the street is 1 ft. candle with a range from high to low of 4 to 1. - We have spoken with Mr. Joe Gerdom at the City of Fort Collins Police Department. We have agreed to place additional site lighting at the North end of the Troutman Parkway entrance to the wash (off the access drive) and at the West end of the JFK Parkway entrance to the wash (also off the access drive). These lights will feature sharp cut off at the property line and spill light into the site for added safety and security. candles. These lights as well as three additional pole lights have been incorporated into the revised lighting plan to enhance overall security at the facility. Construction limits expanded to allow for forming. Street cut note added and incorporated into detail sheet. The current 115' ROW is designed into the plans, NOT the old 100' shown on the Plat. 35 - Labeling done per redline. 36 - Utility Plan/Site Plan now shows all signs. Sign list/inventory also provided. 37 - Done 38 - Done 39 - Done 40 - Done 41 - Done 42 - Done 43 - Landscape now shows existing and planned utilities. 44 - Done 45 - Done 46 - Done 47 - Done 48 - Landscape and Site Plan now match 72 - An addendum to the Subsurface report has been provided that details how soil treatment under sidewalks and curb in the ROW will be handled. Department: Excel Energy 74 - Gas has been platted in correct location Department: Forestry 76 - Landscape plan is revised per discussions with both Cameron Gloss and Tim Buchanan. Due to the width limitations between the sidewalk and curb and placement of the gas/electric lines, Mr. Buchanan recommended street tree locations closer than the recommended 4' based upon "current practice". See revised landscape plan. We will get physical locations of lines and coordinate with Gas and Electric Companies upon installation. 4 is that our vacuums will not add to any existing background noise @30-40 ft. from the vacuum locations. 102 - Existing interior landscaping is 6% based upon the redline Site Plan drawing provided by Current Planning which identifies "qualifying" landscape areas. 103 - Directional flow into, through and exiting the site is now provided on the Site Plan. Virtually the entire site is vehicular use, given the function of a carwash. 104 - Samples are provided with this resubmittal. These include the building exterior block samples and the roof material. These colors and textures blend nicely with the Post Office and Marketplace Shopping Center. 105 - The revised Elevation Plan shows changes to enhance the subdivision and proportioning of the South building fagade facing Troutman Parkway. In addition to the 8"x8" block accents, we have articulated this area to create an additional shadow line and added both blue glazed block accents (matching the configuration on the building entry and exits) as well as additional architecturally pleasing light fixtures. 106 - A sample of this glazed ceramic block is provided. The product is fire glazed at 2000 degrees and is very durable and attractive, holding its color virtually forever. Color is blue (Blue Bonnet). 107 - This renumbering and labeling has been accomplished on the revised submittals. 108 - No comment required. Department: Engineering 83 - EEC, the Soils Engineering firm has submitted an addendum to the original subsurface report, detailing how these areas will be handled. This addendum is included with the resubmittal. 13 - The ROW dedication and Utility easement have been provided by separate document (deeds of dedication) as requested. The Plat shows the old 100' standard for ROW but the revised Site, Landscape, Utility etc. plans show the new 115' standard. The ROW is now at this standard on these plans ( eg. 57 '/2 ft. from centerline of JFK and Troutman Pkwy.) 14 - The sidewalk will be increased from the existing 5ft. to the required 6ft. This is now shown on the revised Site/Landscape/Utility Plans. We will replace damaged areas of the existing sidewalk and curb and gutter to current standards. These areas are now shown on the revised Detail Sheet. 15 - The ramp on the NE corner of JFK Pkwy. and the access drive will be brought into compliance with ADA. This is now shown on the Site/Landscape/Utility and Detail sheet. 16 - The ramp on the SE corner of JFK and Troutman Pkwy. has been determined to be in compliance with ADA standards. 17 - Checklist is completed and provided with this resubmittal. 18 - Done 19 - Done 20 - Done 21 - Done 22 - Done r3 carwash, self serve bay walls continue to be shown for better building definition at these locations. 90 - Additional labeling and dimensioning have been added to elements on both the Site and Landscape Plans. In addition, the existing 5' sidewalk is shown with the improvement to a 6' wide sidewalk. 91 - The 2'4" dimension below the street wall identifies the footer for the street wall. Additional dimensions are now shown for the street wall to further clarify. 92 - Yes, this item was a vending station bolted to the wall with a stainless steel base. We have now changed to a smaller "in -wall" mounted vending unit at this area, along with in -wall mounted changers and credit card machines. These items are shown on the revised Elevations. 93 - The soda machine has been relocated to the vending/equipment room area and is screened with a partial wall. 94 - These sections have been removed from the revised Site Plan. 95 - 10' light poles are proposed at each of the two autocashier stations and are now shown on the revised Elevations. 5 additional 20' light poles were added at the suggestion of Mr. Joe Gerdom of the Fort Collins Police Department to provide additional security lighting for the entrances and drive area. These five additional poles are shown on the revised lighting plan. 96,97 - Please see the attached letter requesting "alternative compliance" under section 3.2.4 of the LUC. 98 - The specs for the fixtures mounted to the building walls are provided as an attachment to the above alternative compliance letter. These lights are 100w incandescent fixtures and we have added additional lights of this type on both the North and South ends of the building to meet the 1 ft. candle standard for building surrounds. 99 - Please see the attached letter requesting "alternative compliance". We have had a recent conversation with Mr. Doug Martine of City of Fort Collins Light and Power. Doug stated his opinion that the sidewalks in the project area are well lit by existing street lights. Per Mr. Martine, the average ft. candle reading in Troutman Pkwy. Is 1 ft. candle with the range from high to low of 4 to 1. 100 - A revised lighting plan/photometric study has been submitted consistent with our request for alternative compliance under 3.2.4 of the LUC. 101 - In response to a neighbors concern, we have conducted a decibel study for the vacuums. The following decibel levels were recorded at a carwash in Greeley at specific distances from the vacuums with two vacuums operating simultaneously: At vacuum 87 db 30 ft. away 71 db 60 ft. away 65 db 100 ft. away 65 db Because the recording device picks up all noise in the immediate area, it is not possible to pinpoint ONLY the vacuum noise. However, it is apparent from the above data that once you are more than 30 ft. from the vacuum, the vac noise has dissipated and the only discernable noise is general background noise. As a reference, passing automobiles average 70-75db and children playing in the backyard approx. 60-65db. Our conclusion `a Re: Tidal Wave Carwash, P.D.P. A sand/oil separator is shown on the Utility Plan and Detail sheet for the various plans. In addition, the separator is shown on the Site Plan. Department:. Current Planning 80 - Storm drainage presently flows into a pipe that empties into Ditch #2. We will continue to use this pipe by diverting flows through a water quality structure prior to being introduced into Ditch #2. 85 - The revised Site Plan is now at 1"=20' and is consistent with the scale for the landscape plan. Access drive is now shown on the plan. In addition, features approx. 150' beyond the site boundaries are identified at the request of City Engineering (Susan Joy). 86 - All surface materials are now labeled on the revised Site Plan. 87 - Landscaping has been removed from the revised Site Plan. 88 - A revised landscape plan has been included with this resubmittal which meets these standards. We have spoken with both Mr. Cameron Gloss, Planning Director and Mr. Tim Buchanan, City Forrester about planting distances for street trees related to electric and gas lines.
