Tidal Wave Carwash Statement of Planning Objectives (l,h) A number of City Plan Principles and Policies are advanced by the proposal including: • Contributing to the goal of adhering to "high standards for ensuring clean water quality". Tidal Wave Carwash will use the latest techniques in sand/oil separation systems to assure high wastewater quality. In addition, the project utilizes a water quality detention system to further advance this goal. Modern carwashes result in less water being used for carwashing compared to older/outdated facilities and are much more environmentally friendly than the home carwashes, both in terms of quantity of water use and cleanliness of water entering the City system. • The Tidal Wave Carwash building will be a visually attractive state of the art facility and will fit with the character of the area in general and that of the City of Fort Collins. • The project represents an appropriate, quality infill in the midst of several newer commercial facilities in the area. The landscaping plan meets the City of Fort Collins standards and creates both attractive buffers at JFK and Troutman Parkways and interior landscaping. Significant additional interior landscaping was added at the suggestion of the Planning Director and City Planning staff. The water quality detention area at the southwest corner of the site will create a very significant, visually interesting, attractive landscape zone to further "soften' the site. The Applicant will be the owner and operator of the project with a firm commitment to maintaining a clean, attractive, convenient and technologically advanced facility. The Applicant/Owner will be the only employee. Staff will be at the site periodically for maintenance and cleaning. The Applicant has met with City Planning Director and Staff on several occasions, prior to project submittal. Subsequent to these meetings, changes have been made to building location/layout, build -to line considerations, landscaping and vehicular flow lanes to accommodate recommendations by the City. A neighborhood meeting is scheduled to be held from 6pm.-7pm., September 18, 2001 at the Harmony Presbyterian Church.
