CONCLUSIONS ' This study assessed the impacts of the Montgomery Wards Redevelopment on the short range street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: - The development of the Montgomery Wards Redevelopment is feasible from a traffic engineering standpoint. At full development as plans currently indicate, the Montgomery Wards ' Redevelopment will generate approximately 3957 daily trip, ends and 436 afternoon peak hour trip ends. ' - Current operation at the key intersections is acceptable, overall. At the College/Columbia intersection, the eastbound minor street left turns operate at level of service F and the eastbound minor street leg operates at ' level of service E overall. At the College/Rutgers intersection, the eastbound minor street left turns and the eastbound minor street leg operates at level of service E. However, overall both intersections operate acceptably. - A signal warrant analysis was not conducted, since signals ' currently exist at the College/Columbia and College/Rutgers intersections. - In the short range future, given full development of the ' Montgomery Wards Redevelopment and an increase in background traffic, all key intersections will operate acceptably. Split phasing of the east and the west movement at the College/Columbia intersection will operate acceptably. This ' may alleviate some of the confusion that occurs at this intersection. The short range geometry is shown in Figure 8. At the College/Rutgers intersection, a single eastbound left - turn lane will operate acceptably. This left -turn lane ' should be 270 feet long. 19 ' Redevelopment. These are the commercial area (University Mall) south of the site, the residential area east of College Avenue, the business/office use northeast of the site, and the commercial uses north of the site. This site is in an area type termed "activity corridor" and "transit corridor." The level of service determination assumes that future developments will build their streets in ' accordance with Fort Collins Standards. This being the case, pedestrian facilities will exist where they currently do not. This is a reasonable assumption. As stated earlier, most of the sidewalks in this area were built prior to the current City standards. As ' such, some sidewalks will not meet current standards. There is nothing that this development can do to change this. The Pedestrian LOS Worksheet is provided in Appendix H. The minimum level of ' service for "activity corridor" is B for all categories. The minimum level of service for "transit corridor" is B for all categories except for "visual interest & amenities" which is C. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there is one destination area within 1320 feet of the Montgomery Wards Redevelopment. This destination area is the University Mall, itself. While the proposed use is within the University Mall, the bicycle evaluation is provided. A bicycle LOS Worksheet is provided in ' Appendix H. Bike access to the remainder of the University Mall area would be "on -site" and therefore, will not require bike lanes on public streets. The current base connectivity is at level of service F, since there are no bike facilities near this site. When the Mason Street Multimodal Corridor is implemented, the base connectivity will be at level of service B. Transit Level of Service Currently, Route 1 operates along College Avenue, adjacent to ' the site. Route 1 provides year-round service on 60 minute headways between 6:1eam and 6:40pm. In the future, there will be 10 minute transit service on the Mason Street Multimodal Corridor. It is ' anticipated that the level of service will be in the A category with implementation of the City's Transit Development Plan. A future transit level of service worksheet is provided in Appendix H. 18 With the split phasing, the amount of green time for the through movement will be reduced an average of 13 seconds (10% of the cycle). This may change from cycle to cycle depending upon the minor street movement demand. The Fort Collins Traffic Operations Division should determine whether this phasing scheme is acceptable. The College/Rutgers intersection will operate acceptably with the proposed single eastbound left -turn lane and a combined eastbound through/right-turn lane. The width of the west leg driveway is 33 feet. The three 11 foot lanes is acceptable. The single left -turn lane should be 270-360 feet long (minimum -desirable) according to the left -turn nomograph provided in Appendix F. From available plans, the distance from the stop bar to the north/south site circulation driveway is, approximately 280 feet. Therefore, the eastbound left - turn lane should extend from College Avenue to the site circulation driveway. In light of this, there should be no breaks in the curbing that defines this driveway from College Avenue. This is especially true for the south side of this -driveway where there is the potential that a vehicle entering the site may desire to turn left at a curb break, into the parking lot. This is less important for the north side of this driveway, since entering vehicles would be executing right turns. Exiting vehicles from the north side of this driveway (left turns) may be delayed in entering the eastbound queue due to a full left -turn lane. However, these will only cause delays within the parking lot and will not cause operational concerns at/near the College/Rutgers intersection. The geometry on the east leg of the College/Rutgers intersection has one lane in each direction. There is parking on both sides of Rutgers Avenue. The through lanes on the driveway on the west side of College Avenue will not line up exactly with the through lanes on Rutgers Avenue on the east side of College Avenue, due to" the left - turn lane on the west leg. College Avenue, plus the frontage road, is over 100 feet wide. An offset of half a lane is generally considered to be acceptable. The offset is likely to be 3 or 4 feet. This small offset will not be noticeable to a driver crossing from one side of College Avenue to the other. On -Site Intersection Control The on -site intersection shown in Appendix G is offset for the north/south driveway in front of the retail buildings. The driveway approaching from the east is a low volume driveway. The preferred control at this intersection is all -way stop sign control. This is similar to the control near the King Soopers Store to the south, at an intersection with much higher vehicular activity. An alternative would be stop sign control of the east leg, allowing the north/south driveway as the through movement. Given the slow speed on the north/south driveway, the jog caused by the offset should not present a safety concern. Pedestrian Level of Service Appendix H shows a map of the area that is within 1320 feet of the Montgomery Wards Redevelopment. The assigned trips are the resultant of the trip distribution process. Figure 6 shows the short range site generated peak hour traffic. Figure 7 shows the total (site ' plus background) short range peak hour traffic at the key intersections. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform ' Traffic Control Devices. A signal warrant analysis was not conducted, since signals currently exist at the College/Columbia and College/ Rutgers intersections. Operation and Geometric Analyses Capacity analyses were performed on key intersections adjacent to ' the Montgomery Wards Redevelopment. The operations analyses were conducted for the short range analysis, reflecting a year 2004 condition. Using the traffic volumes shown in Figure 5, the key intersections operate in the short range background condition as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. In the scoping discussions, concern was expressed about the College/Columbia intersection. The single east/west phase, coupled ' with the long crossing distance (College Avenue plus the frontage road), create some concerns with regard to safety and efficiency. Geometric changes are not practical. Therefore, along with the current signal phasing at this intersection, a split phasing for the east/west ' movements was evaluated. Due to the extra clearance time, the split phase would reduce the College Avenue through time by 13 seconds (10% of the cycle). The goal in these analyses was to have no leg operating ' lower than level of service D. Operation with three phasing schemes are shown in Table 3: 1) existing phasing and timing; 2) existing phasing with timing adjusted to meet LOS D goal; and 3) split phasing for east/west with timing adjusted to meet LOS D goal. At the ' College/Rutgers intersection, the site plan indicates that a geometric change is proposed on the west leg. The proposal is to have a single left -turn lane and a combined through/right-turn lane. Two operations analyses are presented in Table 3 for the College/Rutgers intersection: ' 1) existing geometry and phase timing and 2) proposed geometry and phasing adjusted to meet LOS D goal. The key intersections will operate acceptably during the peak hours. Using the traffic volumes shown in Figure 7 and recommended geometrics, the intersections operate in the short range total condition as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. The same analysis schemes are shown for the short range total traffic analysis in order to indicate a direct comparison. The key intersections will operate acceptably overall. The short range approach geometry is shown in Figure 8. PROPOSED DEVELOPMENT The Montgomery Wards Redevelopment is a commercial redevelopment of the former Montgomery Wards building, located in the University Mall in Fort Collins. Figure 3 shows the site plan. The short range analysis year was 2004. ' Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 6th Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. Table 2 shows the expected trip generation on a daily and afternoon peak hour basis. Since the bank land use has the highest peak hour trip generation of the potential pad uses, it was used for analysis purposes in this report. Future year data was obtained from the NFRRTP. Figure 4 shows the trip distribution used for the Montgomery Wards Redevelopment. Background Traffic Projections Figure 5 shows the short range background traffic projections. Background traffic projections for the short range future horizon was obtained by reviewing the NFRRTP. The traffic growth on College Avenue was calculated to be 2% for the year 2004. Minor street movements (turns) were not factored since these movements are directly related to development and redevelopment. 7 the 1997 Highway Capacity Manual. The key intersections operate acceptably overall. At the College/Columbia intersection, the eastbound minor street left turns operate at level of service F and the eastbound minor street leg operates at level of service E overall. At the College/Rutgers intersection, the eastbound minor street left turns and the eastbound minor street leg operates at level of service E. Acceptable operation at signalized intersections during the peak hours is defined as level of service D or better in this land use district. Experience indicates that if level of service D can be achieved during the peak hours, operation will be at level of service C or better for 20-22 hours of an average weekday. Small adjustments to the minor street phase time can eliminate the level of service E on the eastbound leg at each intersection. However, this will take some green time away from College Avenue, which may negatively impact the signal progression. Minor street legs are actuated with variable minor street green time depending on demand. Increasing the maximum minor street green time would improve the minor street operation when analyzing the full peak hour using the analysis techniques, but would probably have little effect on the actual operation in the field. Pedestrian Facilities There are pedestrian facilities on all area streets, however, they may not be up to current standards. This site is within 1320 feet of existing residential and business/office areas east of this site. It is also within 1320 feet of existing commercial uses to the north and south of the site. Pedestrian activity at the key intersections was observed and found to be relatively light in volume. There were very. few pedestrian crossings of College Avenue. Sidewalks are/will be incorporated to this development. Bicycle Facilities ' Bicycles are not permitted on College Avenue. There are no bicycle facilities directly connected to this site. In the future, implementation of the Mason Street Multimodal Corridor will provide a direct bike path connection to this site. ' Transit Facilities ' Currently, Route 1 operates along College Avenue, adjacent to the site. EXISTING CONDITIONS The location of the Montgomery Wards Redevelopment is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use ' Land uses in the area are primarily either residential, commercial, or business/office. Residential uses exist to the east across College Avenue. 'Commercial uses are south (University Mall) and north of the site. Business/office uses exist to the northeast across ' College Avenue. The site itself was in commercial use. Land in the area is primarily flat from a traffic operations perspective. There is a grade (increasing north to south) on College Avenue approaching Rutgers Avenue, however, this grade has little impact on traffic operations. The center of Fort Collins lies to the north of the Montgomery Wards Redevelopment. Roads The primary streets near the Montgomery Wards Redevelopment are College Avenue, Columbia Avenue, and Rutgers Avenue. College Avenue is to the east of the Montgomery Wards Redevelopment. It is an north -south highway designated as a major arterial in the "North Front Range Regional Transportation Plan," (NFRRTP) 10/94 and the Fort Collins ' Master Street Plan. College Avenue has a six lane cross section with a center median. There are turn lanes at appropriate intersections. The existing speed limit in this area is 40 mph. ' Columbia Avenue is south of the Montgomery Wards Redevelopment. It is a east -west street designated as a collector on the Fort Collins Master Street Plan. It has a two lane cross section near the site. The ' College/Columbia intersection has signal control. The west leg of Columbia Avenue enters the University Mall complex. Rutgers Avenue is just east of the Montgomery Wards Redevelopment. ' It is a east -west street designated as a local street on the Fort Collins Master Street Plan. It has a two lane cross section near the site. The College/Rutgers intersection has signal control. The west leg of Rutgers Avenue enters the University Mall complex. ' Existing Traffic ' Recent afternoon peak hour turning movements at the key intersections are shown in Figure 2. Raw traffic count data is provided in Appendix A. The traffic data was collected in September, 2000. Existing Operation ' The College/Columbia and College/Rutgers intersections were evaluated. The afternoon peak hour operation is shown in Table 1. INTRODUCTION This transportation impact study addresses the capacity, geometric, and control requirements at and near proposed development known as the Montgomery Wards Redevelopment. The Montgomery Wards Redevelopment is located west of College Avenue in the University Mall complex, near Rutgers Avenue, in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project planning consultants (ZTI) and the Fort Collins Traffic ' Engineering Staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines. This transportation impact study addresses issues related to the Montgomery ' Wards Redevelopment for the short range future.
