HomeMy WebLinkAboutBENNETT ROAD BUNGALOWS - FDP - 42-01A - CORRESPONDENCE - CITY STAFF (3)From: Glen Schlueter To: Jim Hibbard; Roger Buffington Date: 5/11/04 3:57PM Subject: Bennett Road Inquiry Steve, I am responding to the flood and grading concerns expressed by Karla Cummings, 1213 Springfield Drive, Fort Collins, as they relate to the Bennett Road Bungalows development. She wrote "Especially making sure that the current residents are safe (from flood) ... I surely did not realize that when the proposal was approved that each home was to be put on it's own little hill ..." The flood issue comes from a potential spill out of an irrigation ditch to the west of the site. The water used to flow east across the site and into the back yards of Ms. Cummings' home and others. With this development the water will now flow in a ditch on the north side of the Bennett Road Bungalows and in Bennett Road itself instead of into their back yards. When the last house on the west end of the development is built, the site grading will block the spill from the irrigation ditch from entering the drainage ditch and all of the flow will be contained in Bennett Road. The entire site drainage system is installed in accordance with the approved plans and was certified by Northern Engineering on December 27, 2002. The individual structures are also graded in accordance with the approved plans. Each lot that has a Certificate of Occupancy has provided us with a grading certification. The builder did request that from lot 7 on to the west end of the development, that the homes be lowered one foot from the approved plan and has demonstrated that the grading will work. We have approved his request. Each home being elevated "on a little hill" is what is shown on the approved plan. The reason it appears that way is the back of the lots needed to be lowered to contain the runoff from the lots and convey it east to the detention pond. In addition the fronts of the homes needed to be high enough to contain the irrigation spill in Bennett Road. As with all in -fill sites, space is limited so grading is more difficult. We were also contacted about the fences crossing the swale in the back yards. The fences that have been installed are raised above the concrete pan the appropriate height to allow the 100 year runoff from the back yards to pass safely under the fences. I hope this addresses the concerns of the flood and grading. Let me know if I can be of further assistance. I clarified the irrigation ditch and drainage ditch discussion. >>> Steve Olt 05/13/04 09:31AM >>> Steve, The recorded Bennett Road Bungalows subdivision plat is missing a necessary drainage easement for the existing drainage pan across the north side of Lots 2 & 3, at the west end of the project. To provide what is needed Bennett Road LLC must dedicate, by separate document, the continuance of the 13' wide Outlot A drainage easement that already exists across Lots 4 - 16. Outlot A (13' wide) should continue west to the common property line between Lots 1 & 2. Please work with Katie Moore of the Engineering Department (221-6605) to accomplish the necessary drainage easement dedication. Also, attached is City staffs response to a neighbor's expressed concern about the Bennett Road Bungalows project. The response has been requested by the City Manager's office. Included is the neighbor's written concern and a Stormwater Utility response. Steve
