Yours Sincerely 0-45), - 01 0120 Louise Herbert VF Ripley Associates. u January 15, 2003 Cameron Gloss Fort Collins Planning Department 281 North College Avenue Fort Collins, CO 80524 RE: Alternative Compliance Request for Centerpoint Plaza Final Compliance Plan This is an Alternative Compliance Request for parking to Sections 3.2.3(K)(3) and 4), Exception to the General Office Parking Standard in the City's Land Use Code. The project was approved at the Project Development Plan Review for three phases. The Final Compliance Plan Review is for phase one. Parking on the overall site was designed in relation to the permitted uses and parking analysis requirements which allowed a total 141 parking spaces. 25 parking spaces are allowed for Building "A" (phase one). The area in the center of the proposed parking lot is for parking for a future phase. The applicant proposes to pave this area but not allow parking to occur. The paving will be more visually attractive than gravel or dirt and also easier to maintain. Parking, in this area, will be prevented with the installation of 6"high curb stops secured to the paving, diagonal striping and "no parking" signs. The secured curb stops and diagonal striping would be difficult to install, if the center area was required to be gravel or dirt. Also, if the area was unpaved and without the preventative measures listed above parking could still occur. Criteria which support the construction of Phase one parking include: 3) Under Section 3.2.2(K)(3)(b) the following do not exist or are unavailable to the site: "availability of nearby on -street parking (if any), the availability of shared parking with abutting, adjacent or surrounding land uses (if any), the provision of purchased or leased parking in a municipal or private parking lot meeting the requirements of the city, trip reduction programs (if any)".
