Member Torgerson stated he is in enthusiastic support of the project. He added that Fort Collins does have a school impact fee. Member Meyer stated that people's property taxes are far less than the cost of sending a child to a daycare center. The school district is not getting paid as much as the daycare centers are per child. Member Craig echoed Mr. Kaplan's concern about Cambridge. She stated that she did not vote in favor of the ODP's for Willowbrook or Brookfield. She stated that the developers in the area should look again at Cambridge. Chairman Gavaldon stated that staff needs to alleviate the concerns with the traffic on Cambridge. He added that the school district has done excellent work, a great presentation, and good community outreach. Member Colton stated that it would be great if Ms. Smith could have one person with whom to discuss her road issues. He suggested that Mr. Bracke talk with her. The motion was approved 7-0. Member Carpenter stated a conflict with the Johnson Property ODP. Johnson Property — Overall Development Project D ription: Request for a 217-acre, mixed -use erall Development Plan located at t1 northeast corner of Drake Road and berline Road. The proposal includes ween 980 and 1,359 dwelling units in s' a family and multi -family configuration . he proposal also includes the aptiv use of the historic Jessup Farm far ad, al 0-acre city park, and limited ommer I uses as part of a neighborhood center. The si#e is zoned I, Industrial; MMN, Medium Density'tulixed-Use Neighborhood; LMN, Low Density Mixed -Use Neighborhood; and UE, Urban Estate. Recom dation: Staff recommends approval of theJohnson Property Overall Development Plan. Planning and Zoning Board Minutes February 21, 2002 Page 10 Mr. Virata responded that a Type Three barricade is part of CDOT's standards for design criteria. It consists of three horizontal slots that extend the entire width of the roadway. It will be 40 or 50 feet wide. It will not deter someone who is determined to get through but it should be clear that it is not a road. He added that the school district would likely be keeping tabs on the barricade as part of its outreach to the surrounding communities. Member Meyer stated that the school district can only do so much and that people buy houses close to schools and then complain about the traffic. She acknowledged that Ms. Smith was there prior to the school but stated that progress means schools. Nothing can control the kids' driving. Ms. Smith asked what the plans are for alleviating traffic coming down Cambridge from Harmony. There is now a sign stating "private road." Member Meyer asked why Ms. Smith didn't deal with the problem if the road is private. Planner Shepard replied that the road is public for about 700 fee from Harmony south. It then abruptly stops and becomes private. Mr. Virata replied that further signage could be put up off Harmony. He added that parts of the road are technically administered by CDOT and parts of it by the County. The only deterrent would likely be more descriptive signage off Harmony. Member Meyer stated that the concern has been heard and now needs to be dealt with. Member Carpenter recommended that the Board recommend approval of the Poudre School District 2004 High School to the Poudre School Board of Education. Member Berth seconded the motion. Member Colton thanked Ed Holder and his team for working with City staff on the project. He also stated appreciation for the sustainability guidelines, good design, and good public input process. He added that this building will cost $52 million for 1800 students, or $30,000 per student. It is an example of growth resulting increased property taxes for those people already here. State representatives can be lobbied to get impact fees to pay for these kinds of things rather than increased property taxes. Member Torgerson echoed Member Colton's comments with the exception of the comments about growth. The school district has done a wonderful job and it is a well- Planning and Zoning Board Minutes February 21, 2002 Page 9 Public Input Les Kaplan stated he has met twice with the school district to discuss the project with respect to property he owns diagonally across the street. Mr. Kaplan asked about the northwest part of the project, at the intersection of Ziegler Road and Rock Creek, and what will be located at that corner. He also asked who would be constructing Cambridge coming up from Kechter, the school district, the City for the future park, or would it be put in at some other time. Mr. Kaplan also stated concern with respect to the transportation network context and the potential negative impact the project could have on Cambridge Avenue. He discussed recently -approved projects in the area, including Willowbrook and Brookfield. He stated that the logical road to be improved would be Cambridge, however, the City has chosen to improve Rock Creek. Mr. Kaplan stated concern about drivers assuming Cambridge is the shortest distance to the new high school and not knowing it does not go through. He asked for a sign to be placed on Cambridge indicating that it is not a through street. He also asked for barricades at the end of the road and a turn -around for errant traffic. Anna Smith, a resident on Cambridge, stated concern about the use of Cambridge Avenue as well. She asked that the school district take into consideration the maintenance that residents have to put into their private road. She asked the school district to make plans known for the road. Chairman Gavaldon closed public input. Ed Holder stated that the parcel to the west of the main building will most likely be held for future use but it may be sold off. However, it will likely be held as farm land and perhaps returned to native grasses in the future. With respect to Cambridge between Rock Creek and Kechter, the school district has been working with Village Homes and Park Planning to develop the road to full -width as part of the school district project. In terms of Cambridge north of Rock Creek, Eric Bracke of the Traffic Operations Department stated that the City will put in signage or a Type Three barricade at Harmony if necessary. Marc Virata, Engineering Department, stated that a Type Three barricade will be placed at Cambridge and Rock Creek on the northern boundary, which is part of the Willowbrook project. The City has wanted to use Rock Creek as the main thoroughfare. If Cambridge does turn out to present a problem, the City would work to solve those problems as far as its jurisdiction allows. Member Meyer asked what a Type Three barricade is. Planning and Zoning Board Minutes February 21, 2002 Page 8 High School is appropriate and conforms to the elements relative to the adopted master City Plan. Hearing Testimony, Written Comments and Other Evidence: Chief Planner Ted Shepard stated that this is a Site Plan Advisory Review, as are all school reviews. The site is 94 acres for an 1800-student high school, grades 10 through 12. The project is located south of Rock Creek Drive, east of Ziegler Road, north of Kechter Road, and west of the Cambridge Avenue extension. Ed Holder, with the Poudre School District, stated that the project was part of the November 2000 bond issue and is currently budgeted as a $52 million project. The maximum capacity for the building will be 1800 students. The building is 290,000 square feet which is comparable to Fort Collins High. RB + B Architects designed the building and a park site was selected adjoining the high school site. Three public meetings have been hosted by both the School District and the City. Mr. Holder outlined some of the School Districts' missions, beliefs, and goals as well as other specifications documents. He discussed the unique sustainable -design guidelines that will be incorporated in this building. He stated the desire for the building itself to be a teaching tool. Day -lighting is a large part of this facility, as is the thermal ice storage. He discussed the variety of partners that have had input into this project. The entire site is about 160 acres with 90-100 being for the school, 50 for the City Park, and the remainder for roads and rights -of -way. Staff parking will be accessed off of Rock Creek Drive. Students will enter off Ziegler or Cambridge to the parking lot directly south of the facility. The ball fields are located to the east of the building. Mr. Holder stated that connectivity questions had come up at neighborhood meetings. He showed a diagram with connections illustrated. Mr. Holder discussed the interior of the building and its features as well as the elevations of the building exterior. He stated that the building construction would mostly occur from September 2002 to May 2004. This would allow for student occupation in August 2004. Planning and Zoning Board Minutes February 21, 2002 Page 7 Member Colton commented that he was somewhat uncomfortable with the conte height section of the code. He felt that a change in height should be viewed asa modification and it should be reviewed as a Type II review before this Board�He felt that there should be more specific criteria about what it means because he felt that as of now it is "up in -Ile air." She felt they brought up an issue which obviously the Board is not real happy with, and that is contextual heights. She hopes that they follow up on the Type 1 process and stay involved with the project. Project: Poudre School District 2004 High School — Site Plan Advisory Review Project Description: Request for a site plan advisory review of a 94- acre campus for the 2004 High School. The site is located on a portion of the Webster Farm that lies north of McClelland Creek. This parcel is south of Rock Creek Drive, east of Ziegler Road, north of Kechter Road, and west of Cambridge Avenue.
