Council member Tharp asked for information on the parkland fees collected in the service area of Avery
Park since the park was built and the cost of improvements we have made to the park since it was built.
You also asked if we have been approached by or had discussions with Poudre School District about
creating a park near Bennett school.
Avery Park was built in 1962, well before the neighborhood parkland fee was implemented in 1974.
Many of the homes in the service area of Avery park were also built before 1974 and did not pay a
parkland fee. The initial neighborhood parkland fee was 25 dollars.
City records for neighborhood parkland fees have been computerized since 1989. From 1989 through
1998 the City collected $116,940 in neighborhood parkland fees in the service area of Avery Park.
There was very little development in this area in the 80s. In 1996 a restroom was added to Avery Park at
a cost of $95,000. Other minor improvements, such as adding some lighting, have also been made at a
cost of a few thousand dollars.
From 1998 to the present we estimate approximately $100,000 in neighborhood parkland fees have been
collected from new dwelling units that have been or are being constructed in the area. The Park
Planners intend to use some of these funds to add a shelter and plaza to Avery Park as well as some
ADA improvements at a cost of approximately $35,000. The Park Planners also anticipate spending
about $15,000 to construct a walking path, benches and landscaping in the detention area adjacent to
Avery Park to the east.
We have not been approached by the School District or had discussions with them regarding a park near
Bennett School. The Park Planners understood from the public meeting they attended (regarding the
proposed development near Bennett School) that the District would like a park near the school but the
District was not able to help pay for it.
