Thank you for the information regarding tonight's Exec. Session with Council on the Bennett Road
Bungalows. Do you recommend that I be there to respond to questions or just listen to the discussion?
I am attaching the written "minutes" from both the August 22nd and the November 8th neighborhood
information meetings on the Bennett Road Bungalows. During the course of the November 8th meeting
Mr. Worth did state that he had written discussion points for the meeting regarding the West Central
Neighborhood Neighborhood Plan and its direction that this property be reserved for a
neighborhood/pocket park. He did cite from the plan (Chapter 4, page 7) that "potential neighborhood park
sites (see Map 5) and the likely source(s) of funding are as follows: 2. Across from Bennett Elementary
School (City capital improvement program funds and potentially Poudre School district capital
improvement program funds)."
While trying to respond to Mr. Worth and, at the same time, record his comment it is possible that I did not
get down all of the intent of his comment. However, Comment #34 in the recordation of the November 8th
neighborhood meeting does state that "There is a park issue. I was a member of the West Central
Neighborhood Plan (WCNP) advisory board. There seems to be some confusion about the role of the
WCNP and its legal application to the development of this property. This area is deficient of a park." I do
know that this comment was made by Mr. Worth and recorded.
I asked Mr. Worth for a copy of his previously referenced written discussion points (to incorporate his
concerns into the recordation of that evening) and he indicated that he did not have copies with him that
evening but could mail or e-mail them to me. Because some people present at the meeting were
concerned about timing for the "minutes" of the meeting, I completed them and had them in the mail on
Monday, November 12th. I did not receive Mr. Worth's written discussion points until later that week via
mail. He indicated to me that his computer was down and could not e-mail his discussion points.
As indicated at the beginning of my November 8th neighborhood information meeting document, this is a
record of the questions, concerns, comments, and responses that were expressed at the meeting. The
document does become part of the City's public record. If any resident or citizen feels that their question,
concern, or comment was not recorded or recorded completely or correctly they may call me to make the
necessary correction.
Please let me know if there is additional information that you need as you prepare for tonight's Exec.
Session with Council. Also, I will be faxing you a copy of Mr. Worth's written discussion points and a
written response I had made to Greg Byrne on November 14th pertaining to questions from Council
member Tharp. This response deals in part with several citations from the WCNP.

It looks like we will be having an Exec Session regarding this proposed development tomorrow night. Hal
Wirth says that he said at a meeting that this was supposed to be a park and the minutes didn't reflect
this. Please comment.
Also, please send me new copies of the minutes of the two neighborhood meetings.
