Question: What prevents the water from the drainage swale going into the lots to the north? Answer: The swale must contain and carry at least the 100-year storm. 5. Question: What does the drainage swale look like? Answer: The swale will be v-shaped, 2 to 3 feet deep, and it will get deeper as it goes to the east, closer to the detention pond. 6. Comment: As a parent of a student at Bennett Elementary School, I am concerned about driveways backing into Bennett Road. This creates a real safety concern. Response: The driveway curb cuts will be minimized and parallel parking only will be allowed between the driveways. No diagonal parking will be allowed on the north side of Bennett Road. 7. Question: Will the number of parking spaces be decreased on Bennett Road with this plan? Answer: That is still being determined. It appears that the number of spaces will be about the same or decreased slightly. 8. Question: With the width of Bennett Road how can you have a bike lane and parallel parking? Answer: There will be parallel parking on the north side between the driveways. The centerline of Bennett Road will be moved to the south and a bike lane will be striped adjacent to the parallel parking. Parking will not be allowed on the south side of Bennett road where the street is narrow but diagonal parking will remain in front of the school where it is indented. 9. Comment: With this development, we (Poudre School District) will lose some parking on the north side of Bennett Road and all the diagonal parking on the south side of the street where it is narrow. 2 Answer: The City did all the necessary studies and calculations to determine if a traffic study was warranted and it was decided that one is not. 16. Question: Are there restrictive covenants on these homes for the long- term use of them? Answer: Covenants have not yet been drawn up. 17. Question: Are there parallel of comparable situations at other schools that we can observe? Answer: Yes, there are, and we can get that information for you. 18. Comment: The Bennett Road and South Shields Street situations are already very dangerous. Some solutions have to be found. 19. Comment: Traffic on Springfield Drive used to be fast moving. Speed bumps were put in and traffic started driving onto the sidewalks to avoid the bumps. Traffic increased on Bennett Road because of this. 20. Comment: The original design of this project had shared driveways. This plan has individual driveways. Response: This plan has a driveway curb cut for each individual lot; however, the City wants us to combine curb cuts to 1 per every 2 lots. 21. Question: Will you not eliminate parking by having only 10' between driveways? Answer: The parallel parking will occur where the driveways are not side by side and spaced at only 10' from one another. 22. Comment: I am concerned that you have this formula you apply to traffic without considering special circumstances. The traffic on the curve from City Park Avenue to Bennett road is very fast moving and dangerous. 23. Question: I do not understand how you cannot take into consideration that these houses may become rental units. The developers submitted their complete, required development package on October 3rd and have completed the first round of City review. The purpose of tonight's meeting is to bring this information to the neighborhood and discuss how the developers are addressing the City's requirements. The proposed single family homes are a permitted use in the RL - Low Density Residential Zoning District subject to an administrative review and public hearing. 40. Question: Whenever we try to discuss specifics, like basements in the houses, the developer does not know or have answers. Is this the way things evolve, not being set in concrete? I get confused about what appears to be the lack of specifics at this point. Answer: Most things are determined, such as the number of lots, size and price of homes, driveway locations, etc. Whether or not there will be basements, for instance, is something that the developers have not yet made a final decision about. 41. Question: Why does the WCNP appear to be ignored with this process? Answer: It is not being ignored but there appears to be differing interpretations of the plan. 42. Comment: This happens to be the highest density square mile in the City of Fort Collins. The 1 park/square mile does not fulfill the parkland requirements in this area. 43. Comment: The children of this neighborhood will suffer because of the lack of a park on this site and the possible loss a portion of the green space on the school due to the need for parking and a vehicle turnaround. 44. Comment: The WCNP says that this site is undesirable for housing development. 45. Comment: This area is absorbing all of the CSU and City affordable housing problems. 46. Question: If this development proposal is supported by the City's Land Use Code and there is nothing we can do about it, why are we here tonight? Answer: There were concerns expressed at the August 22nd neighborhood meeting that there was not enough information available to the public about the project. City staff indicated that the purpose of that meeting was to inform the neighbors present about the proposed project in a conceptual manner. The developers had not yet submitted all the required documentation to the City for formal development review. Comment: I find it incredible that the City does not take into consideration the fact that this site is across from Bennett Elementary School. 33. Comment: I cannot believe that the developer thinks that he can get $300,000 to $350,000 for these homes in this neighborhood. We are not Old Town and values are not the same here. 34. Comment: There is a park issue. I was a member of the West Central Neighborhood Plan (WCNP)advisory board. There seems to be some confusion about the role of the WCNP and its legal application to development on this property. This area is deficient of a park. 35. Question: Can the school district reconfigure their grounds to the west of the school to provide for a drop-off and pick-up area? Answer: Yes, it is possible but Poudre School district will have to work with the city on this issue. 36. Question: Is there a maximum number of people that can live within a square mile? Answer: The zoning on the properties and the traffic Level of Service will have some effect on the number of people that can live within an area. 37. Question: What measures the failure at a street intersection? Answer: Level of Service E or F. 38. Comment: Getting to Bennett School is very difficult and dangerous. There is no safe way to get there from my house. Response: The city has no accident history associated with this school. 39. Question: Why do you people not care about our concerns regarding this project? You have no consideration or concern about our concerns. Is it greed? Answer: Presently, any single family home in the City of Fort Collins has the potential to become a rental property. 24. Question: I got a letter about the Big Horn Village project to the north. That project will impact this area and will use these streets. Is it too late to talk about a park on this site on Bennett Road? Answer: The Big Horn Village traffic will generally go to the north and the east. The City Parks & Recreation Board has determined that funding for a park on this site is not available and that the parkland needs for this area are already met. 25. Question: Bennett School is not similar to other schools. There is no way to pull off of Bennett Road to drop off or pick up our children. What can be done to improve this, especially with the possible loss of parking on the street? Answer: That is something the Poudre School District and the City will have to continue to discuss to find some solutions. 26. Question: What does the traffic study on the wall reflect? Answer: This reflects the number of cars on City Park Avenue and Bennett Road at any given hour, distributed over the hour. 27. Comment: I am frustrated by the fact that we cannot get actual documentation or anticipated impacts of this development. 28. Comment: The fact that the neighborhood is changing, with more rentals, can be proven. 29. Question: Will there be basements in these houses? Answer: That is not yet determined. 30. Comment: Basements in the houses will definitely increase the number of residents by 3 because the houses will become rentals. 31. Question: Can you give us the name of the owner/developer of this property? 5 10.. Question: Will there be a traffic study done for this project? Answer: No, not a formal traffic study. What has been done, what you see on the wall tonight, is only actual traffic counts that were taken recently. This single family development will generate less traffic than what is needed to require a formal vehicle traffic study. 11. Comment: We (Poudre School District) really want to be involved in the ultimate parking solution for this development and the school. 12. Question: Because this development is across from a school would that not merit or warrant a traffic study. Answer: No, not necessarily. The study is based more on traffic volumes, street intersections level of service, and destinations. 13. Question: This development will turn into a rental situation and the occupancy of the homes will double or triple. The potential safety concerns are significant. Someone has to consider this. Can this be initiated before the project happens? Answer: The expressed concern and question is based on your personal opinion and assumptions. The developer is saying that these homes will relatively expensive owner -occupied residences. 14. Question: Does the fact that this site is across from a school and that this area is the highest density area in the city warrant more consideration from a traffic standpoint? Answer: No, the intent and purpose of a traffic study is to evaluate the traffic volumes in the area and the level of service and delays at intersections. This 16 lot single family development will not generate the volumes of traffic to significant change the existing traffic conditions in the area. 15. Question: You have to understand that the traffic volumes are high here, with this being a school of choice and a drive in school. Why is a traffic study not warranted? The property is located on the north side of Bennett Road, west of South Shields Street, and east of City Park Avenue. Bennett Elementary School is to the south. The proposal is for 16 lots for single family detached homes. The property is in the RL - Low Density Residential Zoning District. QUESTIONS, CONCERNS, COMMENTS, RESPONSES 1. Question: At the August 22nd meeting it was stated that homes would range from $300,000 to $350,000. Does that still hold? Answer: Yes, they are still proposed to be in that price range. 2. Question: At the August 22nd meeting it was stated that the houses would be 1 to 1 1/2 stories in height and would be 2,000 to 2,500 square feet in size. Is this still true? Answer: Yes, it is. Also, they will be 2 to 3 bedroom homes. 3. Question: I live on the south side of Springfield Drive. Will the proposed garages be very close to my back yard? Answer: The garages will be at least 15' from our back lot lines, but most will be set back 20'. The garages will be 1 story structures about 20' high. The developers/applicants have submitted a formal development request to the City for review. The request is for 16 single family lots and a detention pond on the 3.87 acre site just north of Bennett Elementary School. Their submittal took place on October 3, 2001 and it has been through one round of City review. The questions, comments, concerns, and responses that were expressed at neighborhood meetings on August 22nd and November 8th become part of the public record for this project and will be included with staffs recommendation to the administrative hearing officer at a public hearing for a decision on the project. The public hearing has not yet been scheduled because the applicant must go through at least one more round of review. You will be notified of the time and date for the public hearing once it is scheduled.
