Ray:
A citizen called today to express his concerns over a new development in his neighborhood. His name is
Dean, and due to prior experiences with the City of Fort Collins he would not leave a last name or contact
information. He stated on prior occasions he'd turned in a neighbor for zoning violations and was then
confronted by the neighbor resulting in the police being called for protection.
His complaint is about the Bennett Street Bungalows. According to Dean a meeting was held, which the
City denies knowledge of, and only three people attended the meeting. A second meeting was held which
was lead by the developer. Traffic, Poudre School District, and Stormwater showed for the meeting and
appeared openly concerned about the issues at hand. However, the leader of the meeting, according to
Dean, was very biased and hostile about issues, pushing forward the approval of his development project.
Dean is very concerned that issues are being brushed under the carpet and the developer is not being honest
in his pursuit for approval. Dean believes the developer's name is Steven Ault, though he is not sure.
Dean's most pressing concern is that traffic was measured, for one day only, on a day that the school was
closed for parent -teacher conferences, thus not measuring the true volume of traffic. He requests we send
the Traffic Department back out to re -measure the traffic on a normal school day.
Dean will be sending further information to unnamed parties within our government. He is considering
contacting a television news crew if his concerns are not heard and responded to. He feels the Mayor is
concerned about protecting the City we live in and has hopes the Mayor will respond quickly. He feels the
City should be run the way it used to be when developers weren't so uncontrolled.

Greg,
I was copied on this citizen complaint that came to you from John and Mayor Martinez. Although it will be
somewhat difficult to respond to the citizen, who left no last name or contact information, I am sure that a
response to John is essential.
The first meeting that Dean refers to, where only 3 people showed up, was held without the knowledge of
the Current Planning Department.
The second meeting Dean refers to, supposedly led by the developer, was probably the August 22nd
neighborhood meeting at Bennett Elementary School. This meeting the City did schedule and participate
in, with several City staff present. Based on the "sign in" sheet that was passed around, there were 22
members of the public, a City Council member, the principal of Bennett School, 2 Poudre School District
representatives, the developers, and 5 staff people in attendance. The general tone of the meeting was far
from hostile as alleged by Dean. This is supported by the Council member's thoughts on the meeting,
dated 8/24/01, that were sent to the City Manager.
As I look through the "sign in" sheet for the August 22nd meeting I do not see that any male present was
named Dean. Present were John & Deanie Kelly at 1313 Springfield Drive. Also, the APO mailing list for
the Bennett Road Bungalows, containing 121 labels, does not contain anyone named Dean.
Regarding Dean's concerns about being heard and responded to, a follow-up neighborhood meeting has
been scheduled for Thursday evening, November 8th, at Bennett School. The notification letters for this
meeting were sent out on Tuesday, October 23rd. As of Friday morning, November 2nd, Dean apparently
had not yet received his copy of the notification letter.
I will look forward to your direction on how to handle this citizen's concerns
